Business Meeting changes
Commissioner Grose made a motion to add to the Dec. 28, 2021, BOCC Business Meeting agenda
Resolution 21-459, a notice of hearing for a budget amendment. Commissioner Swope seconded.
Motion passed 3-0.
Wrap-Up agenda changes
Commissioner Grose made a motion to amend the day’s BOCC Wrap-Up / Solid Waste Disposal District
agenda to include discussions about the building closures and employees working during the closure.
Commissioner Swope seconded. Motion passed 3-0.
Energy Coalition
The commissioners approved sending a letter of support regarding the Energy Coalition.
Solid Waste Disposal District
Josh Metcalf discussed the transfer funds totaling $886,036.
Commissioner Grose made a motion to approve the transfer from the Disposal District 1 fund.
Commissioner Swope seconded. Motion passed 3-0.
Josh Metcalf said Don Bradshaw has resigned from the Solid Waste Advisory Committee, leaving the
group below its minimum threshold.
Commissioner Pollock directed staff to take steps to fill the vacancy.
Storm response / closures
Josh discussed road crews’ response to the inclement weather and the conditions they are seeing. The
group discussed the benefits of office closures, noting that the reduced traffic provides safer conditions
for roads crews.
The group discussed others entities that opted to close, including the state Department of Health and
Thurston County.
Erik Martin reviewed the new inclement weather policy.
The group discussed the policy and how to address employees unable to work from home or stay home.
COVID-19
JP Anderson discussed area increases in COVID-19 cases, which he indicated likely is a prelude to a local
increase in cases.
JP said clinics will be set up at area senior centers.
Closures
The commissioners further discussed weather closures. Josh said it would be better to make that call
after 5 p.m.
Announcements
Erik Martin noted that someone vandalized county cars parked at the Kresky lot. He said the individual
indicated they were vandalizing the vehicles so they could be sent to jail to get out of the elements. Josh
said the vandal broke windows, mirrors and headlights on six vehicles. He said the damage is estimated
at $5,000 to $10,000.
JP Anderson discussed capacity at the local cold weather shelter.
At 9:36 a.m., Commissioner Grose made a motion to recess the meeting until 6:30 p.m. Commissioner
Swope seconded. Motion passed 3-0.
At 9:37 a.m., the meeting recessed until 6:30 p.m.
The meeting resumed at 6:30 p.m. with Commissioner Pollock, Commissioner Swope, Commissioner
Grose, Josh Metcalf, Tammy Martin, Lara McRea, Lee Napier, Chris Panush, Semere Huckleberry, Doug
Carey, Dave Campbell, Katie Conradi, Daleyn Coleman, Steve Wohld, Eric Rosane, Erik Martin, Matt
Jaeger, Connie Riker, Tiffanie Morgan, Tom Stanton, Austin Majors, Graham Gowing, JP Anderson, Shelly
Stewart, Tom Rupert, Sheriff Snaza and others in attendance.
Josh Metcalf provided an overview of road conditions. He noted that he may recommend a late start but
noted that the roads had improved.
Sheriff Snaza commended county roads crews for their efforts, noting that county roads had been better
attended to than many state roads and those of neighboring counties. He noted that a lot of people are
staying off the road, helping reduce the number of accidents.
Commissioner Swope suggested a one-hour late start for Dec. 28.
Commissioner Swope made a motion to delay the opening of county buildings until 9 a.m. on Dec. 28.
Commissioner Grose seconded. Motion passed 3-0.
