2022-01-25 BOCC Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes January 25,2022 Present: Commissioner Pollock,Commissioner Swope,Commissioner Grose Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. EMPLOYEE RECOGNITION The commissioners recognized the following county employees for reaching five-year employment milestones in the fourth quarter of 2021: • Five years:Chief Chris Sweet of the Sheriff's Office and Vanessa Ruelas of the Auditor's Office. • 10 years: Brittani Bonahoom of the Prosecutor's Office. • 15 years: Donna Tornow of the Sheriff's Office. • 20 years:Alene Stewart of Community Development. CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the January 18,2022, Business Meeting as well as Resolution 22-017. Commissioner Grose seconded. Resolution 22-017: Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office,said warrants 850,773 through 850,939 were issued in January for payments against the county totaling$1,833,974.60. Grace noted a skip in sequence for warrants 850,711 through 850,772,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. 1 DELIBERATION ITEMS Commissioner Grose made a motion to approve Resolutions 22-018 through 22-021 and 22-023 through 22-024. Commissioner Swope seconded. Resolution 22-018:The proposed acquisition of additional right of way for Crumb Road in Morton. Real Estate Services Manager Martin Roy discussed the resolution. He said a culvert replacement project along Crumb Road in Morton requires right of way from four property owners. Resolution 22-019:Authorize application for a Water Resources Streamflow Restoration Grant from the Washington Department of Ecology and assign the Director of Public Works as the authorized representative. Public Works Director Josh Metcalf discussed the resolution. He said the resolution will allow Public Works to ask for up to$2 million to replace up to 8,700 linear feet of asbestos concrete water main at the Vader-Enchanted Valley Water System. Resolution 22-020: Approve Amendment D to the Mass Vaccination Agreement between Lewis County and Bird's Eye Medical for COVID-19 vaccinations. Public Health and Social Services Director JP Anderson discussed the resolution.JP said the resolution provides a fourth amendment that extends the agreement through Jan. 17, 2022, and adds$120,000. Resolution 22-021: Approving a two-year extension to the personal service agreement between Lewis County and Butler Amusements Inc.to provide carnival activities at the Southwest Washington Fair. County Manager Erik Martin discussed the resolution. He said the resolution extends the agreement two years at a cost of$75,000. Resolution 22-023:Appoint Candi Faupell to the Civil Service Commission. Clerk of the Board Rieva Lester discussed the resolution.She said the commissioners selected Candi Faupell to replace Pat Sauter on the Civil Service Commission. Resolution 22-024:Approve interlocal contracts between Lewis County and the City of Toledo and the Town of Pe Ell. County Manager Erik Martin discussed the resolution. He said the resolution approves contracts for District Court services. 2 Motion passed 3-0. COVI D-19 None. ANNOUNCEMENTS None. PRESS CONFERENCE No questions.
