Business Meeting minutes
February 1, 2022

Absent: Commissioner Grose

Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
Rieva Lester noted that Kyle Wheeler of the Lollipop Guild had submitted a written statement to be
included in the record.
NOTICE ITEM
Commissioner Swope made a motion to approve Resolution 22-025. Commissioner Pollock seconded.
Resolution 22-025:Call for bids for official newspaper to publish all of Lewis County's legal and other
official notices for one year beginning July 1,2022. Bids are due to the Clerk of the Board by 11 a.m.
March 11.
Clerk of the Board Rieva Lester discussed the resolution. She said the county is issuing the call for bids
for the 2022-23 timeframe.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the January 25,2022, Business Meeting
as well as Resolution 22-026. Commissioner Pollock seconded.
Resolution 22-026:Approval of warrants/claims against the various county departments.

Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 850,940 and 850,984
through 851,162, as well as direct disbursements numbered 4459 through 4464 were issued in January
for payment against the county totaling$1,342,228.50. She said payroll/tax deposit warrants 795,883
through 795,884 and Automatic Deposits numbered 35,624 through 36,286 were approved for
payments against the county totaling$1,307,178.91.Grace noted a skip in sequence for warrants
850,941 through 850,983, which were issued on behalf of Special Purpose Districts.
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Swope made a motion to approve Resolutions 22-027 through 22-031. Commissioner
Pollock seconded.
Resolution 22-027:Approve a Memorandum of Understanding(MOU)funding agreement between
Great Rivers Behavioral Health Administrative Services Organization, LLC(Great Rivers)and Lewis
County Superior Court for civil commitment cases.
Deputy Prosecuting Attorney Eric Eisenberg discussed the resolution. He said the agreement facilitates
Great Rivers in making reimbursements to Lewis County Superior Court for direct costs associated with
civil commitment cases(for both Mental Health and S.U.D. civil commitment proceedings) pursuant to
RCW 71.05.730. He said the agreement extends through Dec. 31, 2022, after which time the parties will
renew the agreement annually, adjusting its terms based on the Lewis County's Superior Court's three-
year average direct costs related to civil commitment cases.
Resolution 22-028:Approve a Local Agency Agreement and Federal Aid Project Prospectus between
Lewis County and Washington State Department of Transportation (WSDOT)for the 2021 County
Safety Program—County Road Project(CRP)2196.
Public Works Director Josh Metcalf discussed the resolution. He said the project includes safety, sign
and clear zone improvements.
Resolution 22-029:Appoint Jon R. Sargeant to the Dangerous Animal Designation (DAD)Board.
Public Health and Social Services Director JP Anderson discussed the resolution. He said Jon had a
chance to meet with other members of the board.Jon introduced himself.
Resolution 22-030:Approve Amendment E to a Mass Vaccination Agreement between Lewis County
and Bird's Eye Medical for COVID-19 vaccinations.

Public Health and Social Services Director JP Anderson discussed the resolution. He said the agreement
covers vaccinations and testing.JP said the amendment adds$150,000, pushing the contract total to
$1.3 million.JP said the "mass vaccination" title includes clinics at senior centers,fire halls, etc.
Commissioner Pollock noted that the services take the burden off clinics so the clinics can focus on ill
patients rather than vaccine administration.
Resolution 22-031:Approve agreement#R01-157-22 between Reliable Enterprises and Lewis County
Public Health&Social Services.
Public Health and Social Services Director JP Anderson discussed the resolution. He said the agreement
provides funding for 23 family housing units as well as case management services to families with
school-aged children within the Centralia School District.JP said the services are part of Lewis County
Public Health &Social Services five-year housing and homeless strategic plan to reduce the number of
unhoused persons in Lewis County.Centralia Mayor Kelly Smith Johnston said she initially had a lot of
questions about that services but now supports the agreement.
Motion passed 2-0.
COVID-19
JP Anderson said more than 200 vaccines were administered during a mass vaccination event that took
place at the fairgrounds over the weekend.
ANNOUNCEMENTS
Commissioner Pollock discussed a recent County Roads Administration Board meeting.
Peter Lahmann invited the group to career days planned for Feb. 2 and March 16 at Joint Base Lewis
McChord.
Col. Ron Averill said the Farm Bureau will meet in Napavine on Feb. 2.
