2022-02-08 BOCC Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes February 8, 2022 Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose Recorder: Rieva Lester Commissioner Swope called the meeting to order at 10:01 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. NOTICE ITEM Commissioner Grose made a motion to approve Resolution 22-032. Commissioner Pollock seconded. Resolution 22-032: Notice of hearing regarding a franchise to Northwest Open Access Network,to install,construct,operate and maintain telecommunications facilities in Lewis County rights of way. The hearing will take place at or after 10 a.m. March 1, 2022. Real Estate Services Manager Martin Roy discussed the resolution. He said the agreement would provide approval for the renewal of a nonexclusive, five-year franchise to NOANET. Motion passed 3-0. CONSENT ITEMS Commissioner Pollock made a motion to approve minutes from the February 1,2022, Business Meeting as well as Resolution 22-033. Commissioner Swope seconded. Resolution 22-033 Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 851,195 through 851,458 were issued in January and February for payments against the county totaling$1,859,239.67. Grace noted a skip in sequence for warrants 851,163 through 851,194, which were issued on behalf of Special Purpose Districts. 1 Motion passed 3-0. DELIBERATION ITEMS Commissioner Grose made a motion to approve Resolutions 22-034 through 22-037. Commissioner Pollock seconded. Resolution 22-034: List the bids received and contractor selected for the Lewis County Revised Rebid 2022 Liquid Asphalt Proposal. Public Works Director Josh Metcalf discussed the resolution. He said the county received two responsive bids.Josh said Blue Line Transportation was the apparent low bidder with a bid of $1,825,716.97. Resolution 22-035:Approve a Consultant Contract with Northwest Hydraulic Consultants Inc. (NHC) for Design Services for the Shorey Road Bank Stabilization Project,CRP 21590,Federal Aid#ER- 2101(001). Public Works Director Josh Metcalf discussed the resolution. He said the contract with Northwest Hydraulic for the Shorey Road bank project has a management reserve fund of$30,000 with a maximum payable amount of$336,519. Resolution 22-036: Appoint three individuals to the Lewis County Planning Commission. Community Development Director Lee Napier discussed the resolution. She said the resolution appoints Jason Alves, Gretchen Fritsch and Corbin Foster to the Planning Commission. Resolution 22-037:Approve Agreement#22-46108-18 Amendment A between Washington State Department of Commerce Community Services and Housing Division and Lewis County to add funds for homeless rapid re-housing services. Public Health and Social Services Director JP Anderson discussed the resolution. He said the amendment adds 456,644 for rapid rehousing for those who are homeless or at risk at becoming homeless. Motion passed 3-0. 2 COVID-19 JP Anderson said Oregon has lifted its mandate for indoor mask use effective March 31. He said he has not yet heard whether Washington plans to follow suit. Commissioner Swope thanked Commissioner Pollock for a letter she sent regarding the mask mandate. Commissioner Grose discussed a recent Johns Hopkins economic study regarding mandates. Commissioner Pollock discussed her recent letter to Dr.Shaw, noting that it was a peer-to-peer letter to regarding the need for voluntary control, not mandated control. ANNOUNCEMENTS None.
