2022-01-31 BOCC Wrap-UpBOCC Wrap-Up January 31, 2022 9:01 a.m. Present: Commissioner Pollock, Commissioner Swope, County Manager Erik Martin, Becky Butler, JP Anderson, Connie Riker, Chris Panush, Eric Eisenberg, Alison Puckett, Sherri Dokken, Undersheriff Wes Rethwill, Heidi Palmer, Lee Napier (9:07 a.m.), Mindy Brooks (9:07 a.m.) Guests: Eric Rosane, Nic Scott Recorder: Rieva Lester Changes for Business Meeting: Commissioner Swope made a motion to add the following to the Feb. 1, 2022, Business Meeting: • Resolution 22-030: Approve Amendment E to a Mass Vaccination Agreement between Lewis County and Bird’s Eye Medical for COVID-19 vaccinations. • Resolution 22-031: Approve agreement #R01-157-22 between Reliable Enterprises and Lewis County Public Health & Social Services. Commission Pollock seconded. Motion passed 2-0. .09 appointments: The commissioners directed Rieva Lester to prepare a resolution to appoint the 2022 .09 (“Distressed Counties”) committee as presented by Economic Alliance. Legislative update: The commissioners briefly discussed HB 1838. Washington State Association of Counties (WSAC) invoice: Becky Butler said the county had received a $10,000 invoice from WSAC for technical assistance related to the American Rescue Plan Act (ARPA). The commissioners said they would further discuss the invoice the following week. Housing Initiative / Housing Work Plan: Eric Eisenberg invited the commissioners to review his draft of the Housing Work Plan. He said he will further discuss the plan Feb. 1. Board vacancies: The commissioners directed Rieva Lester to move forward with processes to fill vacancies on the Historical Society Board of Directors and the Lower Columbia Fish Recovery Board. COVID-19: JP Anderson discussed a recent mass vaccination event at the fairgrounds. Calendars: Commissioner Pollock noted she would be out of the office Feb. 2-3. Correspondence: The commissioners approved letters of support regarding Thurston County’s appointment of a Timberland Regional Library trustee and the Economic Alliance’s application for Economic Development Grant. Minute folders: The commissioners approved minute folders for the weeks of Jan. 10 and Jan. 17, 2022. Planning Commission vacancies: Lee Napier discussed the timeline for the Planning Commission. She noted that the commissioners received one application for District 1 and seven applications that would qualify for the District 3 or at-large vacancy. The commissioners said they would appoint the lone District 1 applicant to that vacancy. They directed Community Development staff to provide recommendations regarding the at-large and District 3 vacancies. Meeting adjourned at 9:19 a.m.
