Erik Martin discussed a Request for Proposals (RFP) for Long-Range Strategic Planning Services for Lewis County. Josh Metcalf discussed a resolution to extend an Interlocal Agreement between Lewis County and City of Vader for maintenance chipseal work by Lewis County crews. Lee Napier discussed a resolution to approve a professional services agreement between Lewis County and Hillier, Scheibmeir, Kelly & Satterfield, P.S. for Hearing Examiner services. Lee Napier discussed a resolution to approve the Twenty-third Supplement Agreement between West Consultants Inc. and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority, and authorize the Director of Community Development to sign on behalf of Lewis County. JP Anderson discussed a resolution to approve Agreement #22-46108-18 Amendment B between Washington State Department of Commerce Community Services and Housing Division and Lewis County. JP Anderson discussed a resolution to approve Agreement #E02-0158-22, Criminal Justice Treatment Account (CJTA) Funded Treatment and Recovery Support Services, between Eugenia Center and Lewis County Public Health & Social Services. JP Anderson discussed a resolution to reappoint five individuals and appoint one individual to the Criminal Justice Treatment Account Panel (CJTA). Rieva Lester and Commissioner Swope discussed a resolution to reappoint Elizabeth Hicker and Tim Wood to the Lewis-Mason-Thurston Area Agency on Aging (LMTAAA) Advisory Council. Commissioner Grose made a motion to move two notice items, two consent items and seven deliberation items to the Tuesday, March 8, 2022, BOCC agenda. Commissioner Swope seconded. Motion passed 3-0. COVID-19 JP Anderson reviewed COVID-19 data for the reporting week of Feb. 18-24: • 85 new COVID-19 cases • 10 new hospitalizations • Three new deaths • Nine active outbreaks JP noted that nearly 50 percent of county residents age 5 and older have initiated vaccination. Announcements / roundtable Matt Jaeger and Gabe Anzelini discussed enhanced cybersecurity efforts. Lee Napier said the Planning Commission will meet March 8 and continue its work on the Packwood Subarea plan. She said the Planning Commission also will hear Housing Forum updates. She said the Housing Forum will meet in Packwood again in late March to discuss affordable housing. Josh Metcalf said the area fared pretty well during the flooding event earlier in the week. He said crews responded to roughly a dozen landslides and several road repairs. Josh said Public Works has eight projects to submit to FEMA. JP Anderson said he reached out to Peter Lyon at the state Department Ecology regarding the biosolids proposal in Toledo. He said he would work with BOCC staff to schedule a meeting with Ecology to discuss its work on biosolids proposals. JP noted that the Incident Management Team for COVID-19 is sunsetting. Erik Martin thanked county staff in advance of Employee Appreciation Day. Doug Carey said paint will be removed from the future Community Development site soon. John Clark said the recent deluge helped teams identify leaks in Community Development’s new home. Becky Butler said a hearing for the first budget amendment for 2022 will take place April 5. She said the deadline to submit amendment requests March 14. Becky said the Auditor’s Office continues its work on year-end reports for 2021. Austin Majors said he presented a draft Strategic Communications plan earlier in the week and will reach out to Directors to implement its processes. Connie Riker said 371 volunteers provided 4,000 volunteer hours at the 2021 Fair. She said the Department of Agriculture gave a glowing review of the 2021 Fair. Wednesday Workshop Timberland Regional Library Executive Director Cheryl Heywood will give the state-of-the-library update March 8. Correspondence Commissioner Pollock said the commissioners have been contacted about the need for a Parks advisory board. Connie Riker said she would like to begin work developing such a board in the fall. Meeting adjourned at 9:57 a.m.
