Business Meeting minutes
March 15,2022
Present: Commissioner Pollock, Commissioner Swope,Commissioner Grose

Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
Rieva Lester noted that Kyle Wheeler had submitted written comment to be included in the record.
BID OPENING
Rieva Lester opened bids for the county's newspaper of record for the period of July 1, 2022,to June 30,
2023, and read them into the record:
• DeVaul Publishing: $5.91 per column inch.
• The Chronicle: $4.10 per column inch.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the March 8,2022, Business Meeting as
well as Resolution 22-068. Commissioner Grose seconded.
Resolution 22-068: Approval of warrants/claims against the various county departments.
Chief accountant Grace Jimenez, representing the Auditor's Office,said warrants 852,373 through
852,665 were issued in March for payments the county totaling$699,053.53. She said payroll/tax
deposit warrants numbered 795,890 through 795,890 and Automatic Deposits 37,450 through 38,034
also were approved for payments against the county totaling$1,172,862.28. Grace noted a skip in
sequence for warrants 852,353-852,372, which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.

DELIBERATION ITEMS
Commissioner Grose made a motion to approve Resolutions 22-069 through 22-071. Commissioner
Swope seconded.
Resolution 22-069:Approve a Grant Agreement between the State of Washington Recreation and
Conservation Office(RCO)and Lewis County for the MF Newaukum at Centralia Alpha Fish Passage
Construction Project.
Public Works Director Josh Metcalf discussed the resolution. He said the project will go out to bid later
in the year. He said he fears the county will face procurement delays.
Resolution 22-070:Approve an Interagency Data-Sharing Agreement with Public Utility District No. 1
of Lewis County.
Deputy Prosecuting Attorney Eric Eisenberg discussed the resolution. He said the voluntary agreement
concerns only non-confidential data.
Resolution 22-071: Appoint Commissioner F. Lee Grose and Marylynne Kostick to the Lower Columbia
Fish Recovery Board.
Commissioner Pollock discussed the resolution.
Motion passed 3-0.
HEARING
Resolution 22-072: Approve a franchise to Paradise Estates Community Club to install,construct,
operate and maintain water facilities in Lewis County road rights of way.
Commissioner Pollock introduced the hearing.
Real Estate Services Manager Martin Roy gave the staff report. He said Paradise provides water to
roughly 400 plats near Ashford. He said the non-exclusive franchise is a franchise renewal with a five-
year term.
Commissioner Pollock asked if there were any questions.There were no questions from the public.
Commissioner Pollock then closed the question-and-answer portion of the hearing.
Martin asked that his previous comments be adopted into the record.

Commissioner Pollock asked if anyone wanted to speak for or against the resolution.
No one chose to speak.
Commissioner Pollock closed the hearing.
Commissioner Swope made a motion to approve Resolution 22-072. Commissioner Grose seconded.
Motion passed 3-0.
ANNOUNCEMENTS
Peter Lahmann said the Historical Museum will hold its annual meeting via Zoom later in the day.
