2022-04-01 Mayors' Meeting Mayors’ Meeting April 1, 2022 10:19 a.m. Present: Commissioner Swope, Eric Eisenberg, City of Chehalis rep. Amelia Schwartz, Chad Hancock WSDOT, Christine Nhan of Sen. Murray’s office, Josh Metcalf, JP Anderson, Lee Napier, Vader Mayor Joey Schey, Morton Mayor Dan Mortensen, Meja Handlen, Mike Kroll, Mindy Brooks, Paul Mason WSDOT, Sarah Kohout of Sen. Cantwell’s office, Toledo Mayor Steve Dobosh, Richard DeBolt, Centralia Mayor Kelly Smith Johnston, Chehalis Mayor Tony Ketchum, Becky Butler, Steve Wohld, Austin Majors, Napavine Mayor Shawn O’Neill, Peter Lahmann, Larry McGee, Winlock Mayor Brandon Svenson, Emil Pierson, Pe Ell Mayor Lonnie Willey, Chehalis City Manager Jill Anderson, Mossyrock Planning Commission member Marcia Manley, Chehalis long-range planner Tammy Baraconi, Commissioner Grose (10:19 a.m.) Guests: Member(s) of the Chronicle Recorder: Tammy Martin The meeting began at 9:00 a.m., but did not become an official meeting until Commissioner Grose joined at 10:19 a.m., creating creating a quorum. Mike Kroll is recruiting members for the Transportation Strategy Council (TSC) and will get a list of needed members to the Clerk of the Board, Rieva Lester. Napavine Mayor Shawn O’Neil suggested having housing workshops for the cities within Lewis County. This would enable processes and codes to be similar between neighboring cities. This also prevents builders from taking advantage of the lack of regulations. Mossyrock Planning Commission member Marcia Manley suggested keeping open lines of communication between neighboring cities. Winlock Mayor Brandon Svenson suggested development codes to include streets and sidewalks. He felt if those items can’t be accomplished, it becomes an unfair burden to place upon the city and shouldn’t be allowed. Eric Eisenberg said he would create multiple options for a proposed business model for the housing planning committee. Members will also need to be chosen for this committee. Commissioner Swope recommended having recommendations for the next Mayors’ Meeting about projects for the next capital budget session. Kelly Smith Johnston said it would be nice to address needed legislative changes on behalf of the cities within Lewis County. New Business: Eric Eisenberg said the proposed night-by-night shelter should reduce problems the community is facing due to homelessness. Commissioner Swope said the night-by-night shelter would have local controls. The goal is to structure the shelter so it is primarily funded by the state. Commissioner Swope said he has been in contact with Jaime Herrera Beutler’s office to find funding sources to create a sheriff sub-station out in the east end of Lewis County. Commissioner Grose said this is vital to the growth in the east end. Meeting adjourned at 10:58 a.m.
