2022-04-04 BOCC Wrap-UpBOCC Wrap-Up April 4, 2022 9 a.m. Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose, County Manager Erik Martin, Steve Wohld, Chris Panush, Austin Majors, Josh Metcalf, Becky Butler, Connie Riker, Rodney Reynolds, Lara McRea, Lee Napier, Michelle Sauter, Mindy Brooks, Sherri Dokken Guests: Bill Serrahn, Nic Scott, Isabel Vander Stoep Recorder: Rieva Lester Commissioner Swope made a motion to add the following to the agenda for the April 5, 2022, Business Meeting: • Resolution 22-098: Establish a new special revenue fund - Parks and Recreation Fund No. 1160. • Resolution 22-104: Issue resolution of support for United Learning Center. • Resolution 22-105: Delegate rate-setting authority to the Parks & Recreation Director. • Resolution 22-107: Approve a .09 “Distressed Counties” grant agreement with Economic Alliance totaling $350,000 over two years. Commissioner Grose seconded. Motion passed 3-0. Congressionally Directed Spending: County Manager Erik Martin said the federal lawmakers have different requirements for their Congressionally Directed Spending requests and that Herrera Beutler’s Office requires a resolution of support. The commissioners said they’d like to propose letters or resolutions of support for the following: • Juvenile Court • 911 infrastructure • Airport fuel system • Fox Theatre • United Learning Center No-spray agreements (Resolution 22-106): The commissioners said they would like the proposed resolution to move forward, rescinding the no-spray agreement resolution and removing all fees. Skate Creek Park: Commissioner Pollock said she’d like to have the state retain ownership of the park the state has offered to Lewis County. All three commissioners agreed. The commissioners directed staff to draft a letter to the state regarding its intentions. Cowlitz River Access Park: Erik Martin said it’s been proposed to name the Cowlitz River Access Park in Commissioner Stamper’s honor. The commissioners said they’d like to review all the projects being recommended. Letter of support regarding Toledo infrastructure: The commissioners said they would sign the letter of support regarding Toledo’s water-sewer project. Calendars: The commissioners discussed their calendars. Correspondence: Commissioner Pollock said a constituent had reached out with concerns regarding Jones Road. Minutes: Commissioner Grose made a motion to approve minutes for the week of March 21, 2022. Commissioner Swope seconded. Motion passed 3-0. Announcements / roundtable: Commissioner Swope said he has reached out to Rep. Abbarno and Rep. Orcutt to the May Mayors’ Meeting and then invited the 19th District representatives for the June Mayors’ Meeting. Meeting ended at 9:42 a.m.
