2022-05-03 PA UpdatePA Update May 3, 2022 2:01 p.m. Present: Commissioner Pollock, Commissioner Grose, County Manager Erik Martin, Barbara Russell, Amber Smith, Becky Butler, Eric Eisenberg, Robert Bradley, Lee Napier, Chris Panush, Austin Majors, Grace Jimenez, Karen Witherspoon, Lara McRea, Natalie Dunlap, Tom Stanton, Andrew Logerwell (2:13 p.m.), Steve Wohld (2:22 p.m.) Guest(s): None Recorder: Rieva Lester Drug Court house: Robert Bradley said the county’s lease agreement for the county-run drug court house in Chehalis lapsed after Dec. 31, 2021. He said the county has been leasing the site month-by- month for a rate of $2,600 per month since then. Robert said Reliable Enterprises asked for $500 per participant, which would push the total to $6,000 per month. Robert said the county countered but that Reliable Enterprises held steady at its request. With no agreement, Robert said, Reliable Enterprises has asked the county to vacate the premises. Robert said the house had 11 residents last week and nine this week. He said residency usually fluctuates between seven and 14. He said the county is actively searching for an alternative site. Housing initiative staff and interim funding: Eric Eisenberg said the commissioners need to designate to which fund his hours should be billed. He said his hours are being billed to the recording fees fund. He said the commissioners could decide to temporarily pay for his services out of one of the following: Recording fees, lost revenue ARPA funds or general fund. Eric noted that the funding being used for his position will run out by the middle of May. The group discussed possibly creating the position under the BOCC. Steve Wohld joined at 2:22 p.m. The group noted that when the special projects DPA position was created, Eric’s position was back-filled and that his new position was a new, temporary position. Animal shelter donation fund: Erik Martin and Amber Smith noted that donations for the animal shelter are earmarked for the animal shelter. Boundary line adjustment (BLA) letter: Amber Smith said Jim Thode had requested to do a BLA yet did not fall under the exemption he thought it did. Amber said Mr. Thode tried to record the faulty document a couple times and then got it recorded on April 14. Amber said she sent him a letter April 20 Amber sent letter and had it recorded. Executive session: At 2:32 p.m., Commissioner Pollock announced that the Board would be going into Executive Session under RCW 42.30.110(1)(i) for 4 minutes to discuss Concrete School District litigation. Executive session started at 2:34 p.m. Executive Session ended at 2:38 p.m. Commissioner Pollock noted that no decisions had been made. Meeting adjourned at 2:39 p.m.
