2022-05-24 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes May 24,2022 Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Peter Lahmann said he'd like to discuss janitorial duties for the historical museum. Peter invited the public to a May 28 event in Centralia and an event May 30 at the Freedom Walk Memorial. Tom Crowson shared memories of Commissioner Stamper. REMEMBERING COMMISSIONER STAMPER County Manager Erik Martin unveiled a permanent display in Commissioner Gary Stamper's memory. County staff and members of the public shared stories about Commissioner Stamper. Richard DeBolt and Dolly Tardiff discussed the Economic Alliance's Gary Stamper Scholarship Fund, inviting the public to donate and noting that the scholarship's first recipient recently had been named. NOTICE ITEMS Commissioner Swope made a motion to approve Resolutions 22-152 through 22-154. Commissioner Grose seconded. Resolution 22-152 Notice of hearing regarding a franchise to the City of Toledo to install, construct, operate and maintain water facilities in Lewis County road rights of way.The hearing will take place in the Commissioners' Hearing Room at 10 a.m.June 21, 2022. Public Works Director Josh Metcalf discussed the resolution. He said the hearing is for an agreement to extend an existing franchise. 1 Resolution 22-153:Call for bids for the Public Works HVAC Project. Bids are due to the Clerk of the Board by 2 p.m.June 16,2022. Capital Projects Manager Doug Carey discussed the resolution. He said the HVAC system will need to be replaced in the building at 57 W. Main Street,which is the future home of Public Works. Resolution 22-154:Call for bids for the County Campus parking projects. Bids are due to the Clerk of the Board by 2 p.m.June 16,2022. Capital Projects Manager Doug Carey discussed the resolution. He said the project will add roughly 110 parking spaces to the county campus. Motion passed 3-0. CONSENT ITEMS Commissioner Grose made a motion to approve minutes from the May 17, 2022, Business Meeting as well as Resolution 22-155. Commissioner Swope seconded. Resolution 22-155:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 855,139 through 855,204 and 855,261 through 855,381,as well as direct disbursements numbered 4607,4664 through 4666,4668,4669,4672,4673,4678,4684,4686 through 4688,4690,4697,4702,4703,4713,4715 through 4717,4731,4732,4747 through 4749,4753 and 4754 were issued in May for payments against the county totaling$967,121.08. Grace noted a skip in sequence for warrants 855,205 through 855,260, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 22-156 through 22-159. Commissioner Grose seconded. Resolution 22-156:Accept funds from the Washington Administrative Office of the Courts(AOC)for Courtroom upgrades. Superior Court Administrator Susie Palmateer discussed the resolution.She said the resolution would allow Superior Court to accept$100,000 from the AOC to improve audio/visual recording systems in the courtrooms. 2 , Resolution 22-157: Ratify a new policy for hiring casual employees. HR Director Chris Panush discussed the resolution. He said the resolution ratifies action taken by the commissioners on May 11, 2022,establishing a process by which electeds and directors can hire casual help. Resolution 22-158: Ratify an executed short-term contract with Day Wireless Systems for radio maintenance and support services. County Manager Erik Martin discussed the resolution. He said the resolution ratifies an agreement with Day Wireless. Resolution 22-159:Award the contract for Campus Underground Fiber Boring to ToledoTel of Toledo, Washington. Capital Projects Manager Doug Carey discussed the resolution. He said the project will extend fiber to the county's new buildings. Doug said ToledoTel provided the winning bid of$144,394 plus tax. Motion passed 3-0. ANNOUNCEMENTS Commissioner Swope praised the Public Works team. PRESS CONFERENCE No questions.
