2022-06-14 BOCC Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes June 14,2022 Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10:01 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Peter Lahmann invited the public to the June 18-19 airshow at the Olympia Flight Museum. NOTICE ITEM Commissioner Swope made a motion to approve Resolution 22-169. Commissioner Grose seconded. Resolution 22-169: Issue a request for proposals (RFP)for Tourism Promotion and Destination Market- ing Services for Lewis County. Proposals are due to the Clerk of the Board by noon June 28, 2022. Parks and Rec Director Connie Riker discussed the resolution. She said the county is looking to outsource Discover Lewis County's efforts to promote tourism countywide. Motion passed 3-0. CONSENT ITEMS Commissioner Grose made a motion to approve minutes from the June 7, 2022, Business Meeting as well as Resolution 22-170. Commissioner Swope seconded. Resolution 22-170: Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 855,978 through 856,113 were issued the week of June 3-9, 2022, are approved for payments against the county totaling 1 $332,902.56. Grace noted a skip in sequence for warrants 855,962 through 855,977, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 22-171 through 22-176. Commissioner Grose seconded. Resolution 22-171. Approve Contract G01-0160-22 between Lewis County Gospel Mission and Lewis County Public Health &Social Services. Public Health and Social Services Interim Director Meja Handlen discussed the resolution. She said the contract is to provide hygiene services to individuals experiencing homelessness in Lewis County. Resolution 22-172 Approve Amendment T01-0143-21A between The Salvation Army and Lewis County Public Health & Social Services. Public Health and Social Services Interim Director Meja Handlen discussed the resolution. Meja said the funding helps those who are homeless or at risk of becoming homeless. She said the amendment adds funding totaling$456,644 to the previous contract. Resolution 22-173:Approve Amendment 22-46108-18-C between the Washington State Department of Commerce and Lewis County Public Health &Social Services. Public Health and Social Services Interim Director Meja Handlen discussed the resolution. Meja said the agreement approves the funding for the services outlined in Resolution 22-172. Resolution 22-174:Approve Amendment Birdseyemedical_MassVacCovid-19-F between Bird's Eye Medical and Lewis County Public Health &Social Services. Public Health and Social Services Interim Director Meja Handlen discussed the resolution. She said the amendment adds funding totaling $195,000. Resolution 22-175: Declare a state of emergency for the Little Hanaford Road Slide Repair project under WAC 197-11-880 and WAC 173-27-040(2)(d). 2 Public Works Director Josh Metcalf discussed the resolution. He said slides from winter storms wreaked havoc on the area, creating an emergency. Resolution 22-176: Declare a state of emergency for the Garrard Creek Road Scour Repair project under WAC 197-11-880 and WAC 173-27-040(2)(d). Public Works Director Josh Metcalf discussed the resolution.Josh said the creek has been redirected to the county road and that the county must make its repairs within the "fish window." Motion passed 3-0. ANNOUNCEMENTS Peter Lahmann thanked the county for its suggestions regarding upcoming work at Borst Park. PRESS CONFERENCE No questions.
