Authorize the Director of Information Technology Services to execute a purchase order with Justice AV Solutions (JAVS) BEFORE THE BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON IN THE MATTER OF: RESOLUTION NO. 22-178 AUTHORIZE THE DIRECTOR OF INFORMATION TECHNOLOGY SERVICES TO EXECUTE A PURCHASE ORDER WITH JUSTICE AV SOLUTIONS (JAVS) WHEREAS, Lewis County Superior Court is responsible for maintaining proper records of court proceedings; and WHEREAS, Lewis County Superior Court has been unable to find qualified candidates to fill the role of Court Reporter; and WHEREAS, a digital recording solution that meets the requirements for recording court proceedings can be installed; and WHEREAS, Lewis County Superior Court currently uses Justice AV Solutions. Due to the need of maintaining compatibility to existing equipment, systems, and services, it is in the best interest of the County to install Justice AV Solutions systems using sole source justification; and WHEREAS, the Board of County Commissioners (BOCC) has granted department directors the authority to bind the county in amounts totaling $50,000 to $200,000 with BOCC approval, as outlined in Resolution No. 21-038. NOW THEREFORE BE IT RESOLVED the BOCC hereby authorizes the Director of Information Technology Services, or his designee, to complete a purchase order with Justice AV Solutions that is in excess of the above-mentioned $50,000 limitation. Currently, only one Lewis County Superior Court has such a solution. This solution is provided by Justice AV Solutions, or "JAYS" in Superior Courtroom #4. Superior Court also already uses a mobile version of JAVS that can be moved to non-courtroom locations for use. I.E., remote court locations. The same recording ability needs to be added to Courtrooms 1, 2, and 3. JAVS has been used in Courtroom #4 for over 10 years and due to compatibility to the existing Courtroom #4 and their mobile solutions, JAVS is the preferred vendor to handle these additional upgrades. Sole Source allows agencies to waive competitive bidding if new equipment or products must be compatible with existing equipment or products. It would not be advisable nor practical to have different vendors in each Superior Courtroom nor different solutions than their mobile technology. Issues: - It would create confusion and issues for support staff to manage different systems in different rooms. - It would complicate public disclosures having to access different systems depending on the Courtroom. - It would create potential inconsistencies with the quality of the recording between vendors. - One proceeding, if set in different locations at different times, could have records split between two different systems.
