June 21, 2022
Present: Commissioner Pollock,Commissioner Swope,Commissioner Grose

Commissioner Pollock called the meeting to order at 10:03 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Peter Lahmann wanted to let Lewis County offices and departments be aware that WorkEx has
internship participants that are paid through Veterans Affairs to work in the private and public sector.
CONSENT ITEMS
Commissioner Swope made a motion to approve minutes from the June 14,2022, Business Meeting as
well as Resolution 22-177. Commissioner Grose seconded.
Resolution 22-177:Approval of warrants/claims against the various county departments.
Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants 856,151 through
856,357 were issued in June for payments against the county totaling$1,177,727.50. She said
payroll/tax deposit warrants numbered 795,899 through 795,902 and Automatic Deposits 40,965
through 41,551 also were approved for payments against the county totaling$1,180,745.61.Grace
noted a skip in sequence for warrants 856,114 through 856,150,which were issued on behalf of Special
Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Grose made a motion to approve Resolutions 22-178 through 22-186. Commissioner
Swope seconded. Motion passed 3-0. The Commissioners later removed Resolution 22-183 from
consideration.

Resolution 22-178:Authorize the Director of Information Technology Services to execute a purchase
order with Justice AV Solutions(JAYS).
IT Services Director Matt Jaeger discussed the resolution. Matt said this would authorize the purchase
of court reporting equipment.
Resolution 22-179:Approve an amendment agreement between Lewis County and Washington State
Military Department for the FEMA Emergency Management Performance Grant and authorize
signatures thereon.
Emergency Management Planner Erika Katt discussed the resolution. Erika said this is to approve an
amendment to the Emergency Management Performance Grant(EMPG).
Resolution 22-180: List the bids received and contractor selected for the Centralia Alpha Road MP
15.79 Culvert Replacement Project,CMP 1810.
Public Works Director Josh Metcalf discussed the resolution.Josh said one bid was received.The bid is
awarded to Steele Trucking Inc. for the construction of a culvert for fish passage.
Resolution 22-181: Emergency establishment of gross tonnage limits on Ceres Hill Bridge No. 102.
Public Works Director Josh Metcalf discussed the resolution.Josh said there were significant cracking in
the concrete girders.The newly posted max tonnage is 15 ton.This is immediate and indefinite until a
solution can be provided. If the bridge is used inappropriately, more damage can impact the cost to
repair.
Resolution 22-182:Approve amendment C01-0133-22-B to professional service contract CO1-0133-21
between Compass Career Solutions and Lewis County Public Health&Social Services.
PHSS Interim-Director Meja Handlen discussed the resolution. Meja said these services are for
employment and inclusion services.
Resolution 22-183:Approve Amendment A in the amount of$997,149 to contract H02-0141-21
between Housing Resource Center and Lewis County Public Health and Social Services.
PHSS Interim-Director Meja Handlen discussed the resolution. Meja said funding provided to Housing&
Essential Needs(HENS) is for case management support.
Commissioner Swope made a motion to hold Resolution 22-183 until more clarification of contract
services.Commissioner Grose seconded. Motion passed 3-0.

Resolution 22-184:Approve contract between Lewis County and Washington State Department of
Social and Health Services(DSHS), Developmental Disabilities Administration(DDA)to oversee the
administration of funds.
PHSS Interim-Director Meja Handlen discussed the resolution. Meja said this adds funds to provide
services for those with developmental disabilities under the Developmental Disabilities Administration.
Resolution 22-185: Increase Lewis County's 2022 mileage rate effective July 1,2022.
Admin-Assistant Tammy Martin discussed the resolution.Tammy said this is a rate increase is due to
recent changes per the Internal Revenue Service (IRS).The new standard mileage rate is 62.5 cents per
mile effective July 1, 2022.
Resolution 22-186: Designate Lewis County representatives on the Washington Counties Risk Pool.
HR/Risk Interim-Daleyn Coleman discussed the resolution. Daleyn said this would appoint members to
the Risk Pool.
The motion as amended—to approve Resolutions 22-178 through 22-182 as well as Resolutions 22-184
through 22-186—passed 3-0.
HEARING
Resolution 22-187:Approve a franchise to the City of Toledo to install,construct,operate and
maintain water and sewer facilities in Lewis County road rights of way.
Commissioner Pollock introduced the hearing.
Josh Metcalf gave the staff report.
Commissioner Pollock asked if there were any questions.There were no questions.
Commissioner Pollock then closed the question-and-answer portion of the hearing.
Josh Metcalf asked that his previous comments be adopted into the record.
Commissioner Pollock asked if anyone wanted to speak for or against the resolution.There were no
comments.
Commissioner Pollock closed the hearing.
Commissioner Swope made a motion to approve Resolution 22-187. Commissioner Grose seconded.
Motion passed 3-0.

ANNOUNCEMENTS
Ross McDowell said DEM participated in the Cascadia Rising earthquake preparation event. Ross said his
team won a trophy in the Winlock Egg Day Parade. Ross said this was a valuable tool to distribute
information on emergency preparedness.
Peter Lahmann said there will be a Veterans Affairs sponsored hiring event on June 23, 2022, at Lumen
Field.
Colonel Averill said the annual Farm Bureau picnic will start at 4 p.m.on June 22, 2022, in Morton.
Commissioner Pollock said she participated in the Cascadia Rising experience.
Commissioner Swope participated in the Torch Run for Special Olympics. He wanted to thank Sara Sons
for her efforts.
