2022-07-12 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes July 12,2022 Present: Commissioner Pollock, Commissioner Grose Absent: Commissioner Swope Recorder: Lara McRea Commissioner Pollock called the meeting to order at 10 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Ron Braun discussed some issues with his property valuation. He noted that Exhibit A from Res. 17-354 is a building valuation data sheet that outlines what the retail value of property is per square foot. Mr. Braun said he relied on the document as a way to know what the valuation of his home would be. He said his recent assessment showed almost double of what the table shows. He expressed concerns that the document is outdated. He said he will be speaking with the state about updating the data sheet. NOTICE ITEMS Commissioner Grose made a motion to approve Resolutions 22-203 and 22-204. Commissioner Pollock seconded. Resolution 22-203: Notice of hearing for Ordinance 1334 to consider amendments to County Code (Chapter 17.110)to consolidate the administrative appeals process for a SEPA Determination on Type V non-project actions with the underlying permit.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m.August 9,2022. Sr. Long Range Planner Mindy Brooks discussed the resolution. She said the ordinance is part of larger actions such as rezones or UGA amendments that come before the Planning Commission and the BOCC for a decision. Resolution 22-204: Notice of Public Hearing for a Traffic Ordinance fixing the maximum speed at which vehicles may be operated over certain roads in Lewis County,Washington:defining offenses, and providing penalties for the violation thereof.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m.July 26, 2022. 1 Public Works Director Josh Metcalf discussed the resolution. He noted the traffic ordinance would revise the maximum traffic speed for vehicles on Baker Road and Smith Creek Road.Josh said there had been a request to reduce the speed limit on the two roads. The county engineer completed an assessment and the recommendation is to revise the speed limit. Motion passed 2-0. CONSENT ITEMS Commissioner Grose made a motion to approve minutes from the July 5, 2022, Business Meeting as well as Resolution 22-205. Commissioner Pollock seconded. Resolution 22-205:Approval of warrants/claims against the various county departments. Chief Accountant Grace Jimenez, representing the Auditor's Office, said warrants 857,082 through 857,256 (175 warrants)were issued for July 1-7 for payments against the county totaling$415,225.66. Motion passed 2-0. DELIBERATION ITEMS Commissioner Grose made a motion to approve Resolutions 22-206 through 22-210. Commissioner Pollock seconded. Resolution 22-206:Approve Amendment C to contract#20-04613C-116 between Washington State Department of Commerce and Lewis County Public Health and Social Services(PHSS). Community Outreach Worker Senior Justia Madrigal discussed the resolution. She noted the contract is with the Department of Commerce through the Emergency Solutions Grant COVID-19 to move funds from the shelter operations line item to the outreach line item to support the night-by-night shelter.The move is necessary to keep the night-by-night shelter open and allows the county to keep in compliance with the Ninth Circuit decision that requires space to be available if individuals will be moved off the streets. Resolution 22-207 Approve Amendment C to contract R01-0104-20 between Reliable Enterprises and Lewis County PHSS. 2 Community Outreach Worker Senior Justia Madrigal discussed the resolution. She said the amendment would extend Reliable's current outreach contract utilizing Emergency Solutions Grant COVID-19 funds to provide outreach services within the community. Resolution 22-208:Approve contract R01-0165-22 between Reliable Enterprises and Lewis County PHSS. Public Health Interim Director Meja Handlen discussed the resolution.She noted this is funding through the Development Disabilities Administration to provide services to individuals in the community who are eligible under the criteria for Individual Employment,Community Inclusion and Child Development. A scrivener's error for the contract duration date was noted on the resolution and subsequently corrected. Resolution 22-209:Approve contract M01-064-22 between Morningside and Lewis County PHSS. Public Health Interim Director Meja Handlen discussed the resolution.She said the Developmental Disabilities Administration contracts with Lewis County to oversee the administration of grant money for services provided to individuals with developmental disabilities.The contract provides funding for Morningside to provide Individual Supported Employment and Job Foundations services. Resolution 22-210:Appoint Kathy Chastain to the Lewis County Planning Commission. Administrative Assistant Sr.Tammy Martin discussed the resolution. She noted a member stepped down recently creating a vacancy and that Kathy Chastain would like to serve on the commission. Motion passed 2-0. ANNOUNCEMENTS None.
