2022-07-19 BOCC Business Meeting Minutes Y LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes July 19,2022 Present: Commissioner Pollock,Commissioner Swope, Commissioner Grose Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10:01 a.m.,determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Blair Hyatt said he and Ken Richardson of Glenoma Road have concerns about a noisy neighbor at 238 Anderson Road. Blair said he would like the commissioners to amend the county's noise ordinance to address noise coming from homes, not just cars. Sheriff Snaza addressed Blair's concerns and suggested the commissioners request a legal review of the ordinance to see if it can be updated. NOTICE ITEMS Commissioner Swope made a motion to approve Resolutions 22-211 and 22-212. Commissioner Grose seconded. Resolution 22-211: Notice of Public Hearing to for Ordinance 1335 to update the meeting schedule for the Law and Justice Council within LCC 9.20.050.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m.August 2, 2022. Civil Deputy Prosecuting Attorney Amber Smith discussed the resolution. Amber said the hearing will address plans to change meeting recurrences for the Law and Justice Council. Resolution 22-212: Lewis County 2022 budget emergency and supplemental appropriations to and transfers within current expense and various funds.The hearing will take place in the Commissioners' Hearing Room at or after 10 a.m.August 2, 2022. Budget Services Manager Becky Butler discussed the resolution. She noted that a large portion of the amendment reflects changes regarding accounting practices for animal shelter donations. Motion passed 3-0. 1 CONSENT ITEMS Commissioner Grose made a motion to approve minutes from the July 12,2022, Business Meeting as well as Resolution 22-213. Commissioner Swope seconded. Resolution 22-213:Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor's Office, said warrants numbered 857,297 through 857,505 and direct disbursements numbered 4826,4828,4829,4834,4855 through 4858, 4878,4905 through 4914,4923 through 4929,4931 through 4937, 4951,4952,4955,4968, 5026 through 5030, 5032 through 5035, 5043, 5044, 5049 through 5053, 5055 through 5067, 5074, 5075, 5089 and 5107 were issued in July for payments against the county totaling$2,733,882.51. Grace said payroll/tax deposit warrants numbered 795,906 through 795,912 and Automatic Deposits numbered 42,136 through 42,718 also were approved for payments against the county totaling$1,178,818.30. Grace noted a skip in sequence for warrants 857,257 through 857,296,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Swope made a motion to approve Resolutions 22-214 through 22-220. Commissioner Grose seconded. Resolution 22-214:Authorize an interfund loan from Capital Facilities Plan Fund No.3100 to COVID-19 Response Fund No. 1410. Budget Services Manager Becky Butler discussed the resolution. She said the timeline for the interfund loan is being extended.She said a future amendment is possible. Resolution 22-215:Authorization to establish the rate of pay for a non-union extra help Civil Service secretary. HR/Risk Interim Director Daleyn Coleman discussed the resolution.She said the resolution ratifies the commissioners' decision to increase the pay for the Civil Service Commission secretary. Resolution 22-216:The proposed acquisition of additional right of way for Logan Hill Road in Chehalis. Public Works Director Josh Metcalf discussed the resolution. He said the property owner is willing to sell the property,which will be needed in the long run. 2 Resolution 22-217:Approve an Interlocal Agreement between Lewis County and Town of Bucoda regarding work by county crews and authorizing signatures thereon. Public Works Director Josh Metcalf discussed the resolution. He said county road crews will help with chip seal and striping work. Resolution 22-218:Approve Amendment 3 to Professional Services Agreement"Community COVID-19 Drive Thru Vaccination Event" between Lewis County Public Health and Social Services and Providence Health&Services Washington d/b/a Providence Medical Group Southwest Washington. Public Health and Social Services Interim Director Meja Handlen discussed the resolution. Meja said the amendment extends the contract to Oct. 1, 2020,to capture services rendered. Resolution 22-219:Approve consolidated contract#CLH31017 Amendment 5 between Lewis County and Washington State Department of Health(DOH). Public Health and Social Services Interim Director Meja Handlen discussed the resolution. She said the amendment adds additional funding to a prior agreement and amends the statement of work for three programs. Resolution 22-220: Restrict outdoor burning throughout unincorporated Lewis County. Fire Marshal Doyle Sanford discussed the resolution. He said the move restricts outdoor burning, aside from recreational fires in designated campgrounds or private lands in approved burning receptacles. Motion passed 3-0. HEARING Resolution 22-002(Mickelsen):The proposed vacation of a portion of the Mickelsen Parkway right of way(Order of Vacation 22-002). Commissioner Pollock introduced the hearing. Josh Metcalf gave the staff report. He said the County Road Engineer has determined it is in the public's best interest to vacate a portion of Mickelsen Parkway. Commissioner Pollock asked if there were any questions.There were no questions. Commissioner Pollock then closed the question-and-answer portion of the hearing. Josh Metcalf asked that his previous comments be adopted into the record. 3 Commissioner Pollock asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Pollock closed the hearing. Commissioner Grose made a motion to approve Order of Vacation 22-002. Commissioner Swope seconded. Motion passed 3-0. ANNOUNCEMENTS Peter Lahmann invited the public to the Historical Society's meeting at the Fox Theatre. 60e4r1.4 Commissioner Pollock passed along Planning Department compliments from Bob Ba#h, and Commissioner Grose praised Public Works for its efforts on Skate Creek Road. Josh Metcalf introduced the new Real Estate Services Manager Shawn Kyes. Connie Riker said tickets for the fair and rodeo are available online. PRESS CONFERENCE No questions.
