Radio Service Staffing Recommendation 2022 MemoMEMO TO: Board of County Commissioners (BOCC) FROM: Jennifer Libby-Jones, Director of 911 Communications DATE: August 8, 2022 SUBJECT: Radio Services Personnel Updates for 2022 _________________________________________________________________________________________________________
Background: Radio Services was originally funded in 2022 with a Radio Services Administrator and Technician; these positions were frozen and the position of Radio Communications Manager was created. Additionally, in 2022, Lewis County put out an RFP for radio maintenance services. The only bid received for these services was from Day Wireless Systems (DWS) for an annual cost of $248,654.40. Staff evaluated this bid and determined that there were significant cost savings and operational efficiencies associated with reverting to a staffing pattern similar to the previously frozen positions over contracting with DWS. The County did execute a short-term maintenance contract with DWS that terminates August 31, 2022 as they evaluated staffing options. With this short-term contract coming to an end, staff is recommending the restructuring of Radio Services staffing and hiring of an additional position through the remainder of the year.
Current Situation: Staff recommends the BOCC approve the reorganization of the Radio Services Division as follows for the remainder of 2022, including attached org charts and draft job descriptions.

•Radio Communications Technician Radio Services Technician IIUnfreezing and reorganizing the positions as stated above will restore optimal staffing levels to the department and allow Lewis County to maintain systems internally versus seeking outside contracted support.
Fiscal Impact: There is no fiscal impact to budget year 2022; the original restructuring of the Radio Services divisions resulted in financial savings in salaries and benefits that can now be used to fund the Radio Services Technician II position through the end of the year without exceeding the 2022 budgeted salaries and benefits.

NATURE OF WORK Under limited supervision, plans, coordinates, and supervises the operations and activities of the Lewis County Radio Services Department; designs, repairs and maintains County radio systems and equipment; and supervises assigned personnel.
ESSENTIAL FUNCTIONS:

•Initiates, oversees, and participates in the design, installation, maintenance, programming, and repair of County-owned emergency response and public service radio systems and equipment.
•Supervises, trains, and evaluates the performance of assigned personnel; monitors staff for compliance with departmental policies and procedures.
•Assists Director in managing and administering the budget for all County-owned equipment andinfrastructure projects; ensures accurate and timely use of County-funds in accordance with all State and federal funding sources, such as ARPA (American Rescue Plan Act) and other special grant-related guidelines.
•Assists Director in researching and assisting local agencies in delivery of state and federally funded projects;resolves project delivery issues between local agencies and funding agencies.
•Monitors compliance with contract requirements and identifies areas of non-compliance and potential claims; interprets and applies contracting principles, applicable laws, regulations, and policies and procedures.
•Evaluates County communication system requirements; recommends systems and equipment necessaryto meet the needs of the County and end users.
•Tracks project expenditures of the equipment assembly, installs, and maintenance of backup power systems meet the optimization of radio, paging, and telephone equipment.
•Monitors the design, installations, maintenance, and repairs of the new and existing two-way radio systems including microwave and voting receiver components. Provides recommendations to correct malfunctions occurring in base stations, mobiles, portables, microwave radio and multiplex equipment, auxiliary power equipment, microprocessor radio dispatch

consoles, recorders, amplifiers, antennas, cables, and electrical systems.

WORKING ENVIRONMENT / PHYSICAL DEMANDS: Work is performed in and around County facilities and in the field; involves exposure to variable weather conditions, uneven terrain, working at heights, and electrical currents; subject to sitting, standing, walking, bending, reaching, climbing ladders and towers, operating equipment, and occasional heavy exertion.
EMPLOYMENT STANDARDS: Associate’s Degree in Telecommunications Technology or a closely related field; AND five (5) year’s electronics maintenance experience, including two (2) year’s supervisory experience. A FCC Operator’s License and a valid Driver’s License are required.
