Public comment: None.
Personnel Action Form (PAF) signing authority: Erik Martin discussed the proposed PAF signing
authority.
He outlined the following proposal:
Level A: Offices and departments could hire Grades 107 through 123 at Steps 1-6.
Level B: Offices and departments could hire Grades 124 and above at Steps 1-9. County Manager
approval would be required for Steps 10-11.
Level C: Anything beyond A or C would require board approval.
Becky Butler and Erik clarified that offices and departments also have authority to hire up to whatever
step at which the position was vacated.
Becky asked whether the commissioners would be granting offices and departments approval to
increase their budgets – via budget amendments – as a result. The group discussed the need for fiscal
responsibility. They discussed guardrails that would allow offices and departments x percent flexibility
with their budgets rather than give blanket approval for budget amendments.
Linda Williams joined at 10:30 a.m.
The group further discussed changes to the PAF process. They said they would revisit the topic later in
the week.
Public Works: Commissioner Grose said a water main break in Ashford is affecting the county road in
the area.
Budget: Becky Butler said a budget amendment will go before the board Aug. 2.
Public Health and Social Services
Personnel: Erik said PHSS needs a project or casual position for code enforcement to help with the
county’s backlog of cases. He said PHSS also is looking to hire an environmental specialist to work up to
six months alongside Sue Kennedy, who is retiring.
Animal shelter: Erik said the animal shelter has started turning away animals if there is no room.
Community Development
Succession planning: Lee Napier said she is requesting approval to hire a Permit Tech I in 2022 to work
alongside a Permit Tech III who is retiring. She discussed the initial upfront costs vs. the long-term cost
savings.
The commissioners provided preliminary approval.

The commissioners discussed their calendars, including that of fair week.
