Brooks, Natalie Dunlap, County Manager Erik Martin (2:10 p.m.), Steve Wohld (2:10 p.m.)

Public comment: Blair Hyatt urged the commissioners to amend the county’s ordinance to extend it to
homes rather than just homes.
Noise ordinance: Commissioner Swope asked if the county’s noise ordinance could be updated to
include noises that come from homes. Amber Smith discussed the potential use of decimal readings. She
discussed the need to balance private complaints vs. public complaints.
Erik Martin and Steve Wohld joined at 2:10 p.m.
Amber discussed the legal remedies neighbors can seek for private matters. She cautioned the
commissioners about unforeseen costs associated with a decibel reader.
Blair Hyatt and his companion left at 2:26 p.m.
Tourism promotion / Lodging Tax Advisory Committee and lodging tax funding: Amber said any entity
that wants lodging tax funding must go through the application process. She said the LTAC must provide
funding recommendations. Amber said the commissioners can redistribute funding amounts as they see
fit by using the redistribution process. She also said the commissioners can award multi-year grants and
/ or loans. She said nothing in statute doesn’t require an annual application period.
Executive session: At 2:34 p.m., Commissioner Pollock announced that the Board would be going into
executive session under RCW 42.30.110(1)(i) for 10 minutes to discuss the following:
• Conservation Northwest v. DNR
• Boundary line adjustment exemptions
• Snaza et al v. State of Washington
Executive session started at 2:35 p.m.
• At 2:45 p.m., the Board extended executive session for 5 minutes.
• At 2:50 p.m., the Board extended executive session for 2 minutes.
Executive session ended at 2:52 p.m. Commissioner Pollock noted that no decisions had been made.
