2022-08-16 Business Meeting1 LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes August 16, 2022 Present: Commissioner Pollock, Commissioner Swope, Commissioner Grose Recorder: Rieva Lester Commissioner Pollock called the meeting to order at 10:01 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT McKenzie McGee, Mandi McDougall and Franklin Taylor of the new nonprofit Kiddin’ Around invited the commissioners and the public to their group’s Back to School Bash planned for Aug. 26 in downtown Centralia. McKenzie said her group is seeking sponsorships, donations and volunteers for its activities. Meja Handlen noted that the county has partnered with the group to offer support. NOTICE ITEMS Commissioner Grose made a motion to approve Resolutions 22-243 and 22-244. Commissioner Swope seconded. Resolution 22-243: Notice of hearing regarding a franchise to City of Chehalis to construct, operate and maintain water and sewer facilities in Lewis County rights of way. The hearing will take place in the Commissioners’ Hearing Room at or after 10 a.m. September 6, 2022. Public Works Director Josh Metcalf discussed the resolution. Josh said the hearing will be Sept. 6. Resolution 22-244: Notice of hearing regarding a franchise to Fatbeam, LLC to construct, operate and maintain telecommunication facilities in Lewis County rights of way. The hearing will take place in the Commissioners’ Hearing Room at or after 10 a.m. September 6, 2022. Public Works Director Josh Metcalf discussed the resolution. Josh said the hearing will be Sept. 6. Motion passed 3-0. 2 CONSENT ITEMS Commissioner Swope made a motion to approve minutes from the August 9, 2022, Business Meeting as well as Resolution 22-245. Commissioner Grose seconded. Resolution 22-245: Approval of warrants/claims against the various county departments. Chief accountant Grace Jimenez, representing the Auditor’s Office, said warrants numbered 858,431 through 858,740 and disbursements numbered 5356 through 5361 were issued in August for payments against the county totaling $2,486,755.65. She said payroll/tax deposit warrants numbered 795,915 through 795,917 and Automatic Deposits numbered 43,313 through 43,900 were approved for payments against the county totaling $1,196,698.84. Grace noted a skip in sequence for warrants 858,409 through 858,430, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Grose made a motion to approve Resolutions 22-246 through 22-261. Commissioner Swope seconded. Resolution 22-246: Ratify a contract awarded to Plus 1 Productions to produce a performance rodeo at the 2022 Southwest Washington Fair. County Manager Erik Martin discussed the resolution. Erik said the Fair is requesting after-the-fact ratification for its rodeo contract. Resolution 22-247: Ratify a contract awarded to WillyGoat LLC to provide and install playground equipment at the various Lewis County parks. County Manager Erik Martin discussed the resolution. Erik said the Parks and Rec department is requesting after-the-fact ratification for its playground equipment contract. Resolution 22-248: Approve and authorize the Public Works Director to sign a Personal Services Agreement with Century West Engineering to complete an Airport Layout Plan Update for Toledo (TDO) - South Lewis County Airport and an Airport Master Plan Update for Packwood (55S) Airport. Public Works Director Josh Metcalf discussed the resolution. Josh said the contract for the Toledo airport will be $259,000 and that the contract for the Packwood airport will be $354,900. 3 Interim HR / Risk Director Daleyn Coleman discussed the following resolutions: • Resolution 22-249: Adjust salaries for non-represented employees effective September 1, 2022; January 1, 2023; January 1, 2024; and January 1, 2025. • Resolution 22-250: Amend the Lewis County Employee Handbook to adjust longevity pay for non-represented employees beginning January 1, 2023. • Resolution 22-251: Establish 2023-2025 medical rates to be paid by Lewis County for non- union employees. • Resolution 22-252: Approve a collective bargaining agreement between Lewis County and the Sheriff's Support Services Guild from September 2022 to December 2025. • Resolution 22-253: Approve a collective bargaining agreement between Lewis County and the Association of Lewis County Deputy Prosecuting Attorneys from September 2022 to December 2025. • Resolution 22-254: Approve a collective bargaining agreement between Lewis County and AFSCME 1341, representing Community Development & Public Works employees, from September 2022 to December 2025. • Resolution 22-255: Approve a collective bargaining agreement between Lewis County and Teamsters 252, representing the Supervisors Group, from September 2022 to December 2025. • Resolution 22-256: Approve a collective bargaining agreement between Lewis County and Teamsters 252, representing the Prosecutors Clerical Group, from September 2022 to December 2025. • Resolution 22-257: Approve a collective bargaining agreement between Lewis County and Teamsters 252, representing Juvenile Probation/Clerical Group, from September 2022 to December 2025. • Resolution 22-258: Approve a collective bargaining agreement between Lewis County and Teamsters 252, representing the Juvenile Detention Group, from September 2022 to December 2025. • Resolution 22-259: Approve a collective bargaining agreement between Lewis County and Teamsters 252, representing the Sheriff's Office Corrections Sergeants, from September 2022 to December 2025. • Resolution 22-260: Approve a collective bargaining agreement between Lewis County and Teamsters 252, representing the Combined Group, from September 2022 to December 2025. • Resolution 22-261: Approve a collective bargaining agreement between Lewis County and Teamsters 252, representing the Assessors Group, from September 2022 to December 2025. Daleyn said the resolutions represent a 2 percent pay increase effective Sept. 1, 2022; a 4 percent pay increase Jan. 1, 2023; a 3 percent pay increase Jan. 1, 2024; and a 3 percent increase Jan. 1, 2025 in addition to an increase in longevity pay at year 10 and increased county contributions for medical premiums. She said the collective bargaining agreements also address clothing allowances. Motion passed 3-0. 4 HEARING Resolution 22-262: Adopt the amended 2022-2027 Six-Year Transportation Improvement Program (TIP) and 2022 Annual Construction Program (ACP). Commissioner Pollock introduced the hearing. Public Works Director Josh Metcalf gave the staff report. Josh said the county has received additional federal funds totaling $8,878,120 for the Senn Road, Wildwood Road and Davison Road bridge projects, which will be added to the TIP and ACP. Josh noted that the projects would be completed in the future. Commissioner Pollock asked if there were any questions. No one chose to ask questions. Commissioner Pollock then closed the question-and-answer portion of the hearing. Josh asked that his previous comments be adopted into the record. Commissioner Pollock asked if anyone wanted to speak for or against the resolution. No one chose to speak. Commissioner Pollock closed the hearing. Commissioner Swope made a motion to approve Resolution 22-262. Commissioner Grose seconded. Motion passed 3-0. ANNOUNCEMENTS Commissioner Swope thanked Tyler Rentals for donation of a water truck to save the fair. NEW BUSINESS County fair / employee entry: Amber Smith said it’s too late to create a policy to provide county employees free admission to the 2022 fair but that the county could work with its unions to create a policy for employee entry to the fair in subsequent years. Opioid litigation: At 10:25 a.m., Commissioner Pollock announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 5 minutes to discuss opioid litigation. Executive session started at 10:25 a.m. At 10:30 a.m., the Board extended Executive Session for 5 minutes. Executive session ended at 10:35 a.m. Commissioner Pollock noted that no decisions had been made. Commissioner Swope made a motion to approve having the county sign on to the opioid litigation settlement agreement with Attorney General’s office and to allow the chair to sign on behalf of the county. Commissioner Pollock seconded. Motion passed 2-1, with Commissioners Swope and Pollock voting in favor and Commissioner Grose opposed. The commissioners directed Amber to reach out to the city of Centralia regarding the settlement. 5 PRESS CONFERENCE No questions.
