Business Meeting agenda changes: Commissioner Swope made a motion to add to the Aug. 23, 2022, Business Meeting the following: • Resolution 22-263: Approval of warrants and/or payroll. • Approval of minutes from the Aug. 16, 2022, Business Meeting. • Resolution 22-264: Approve an agreement with AMP Insights concerning preliminary consultant services for a water bank. • Resolution 22-265: Amend the 2022-2025 collective bargaining agreement between Lewis County and the Lewis County Corrections Sergeants and Lieutenant effective Sept. 1, 2022. • Resolution 22-266: Amend the 2022-2025 collective bargaining agreement between Lewis County and the Lewis County Operations Sergeants effective Sept. 1, 2022. • Resolution 22-267: List the bids received and contractor selected for the Salzer Valley Road Rock Proposal Project, SM 20F150510535. • Resolution 22-268: Approve a supplemental agreement that cumulatively increases a maximum amount payable in 2022 by more than $200,000 for an active Public Works agreement. • Resolution 22-269: Approve an Intergovernmental Cooperative Agreement between Lewis County and the United States Geological Service. • Resolution 22-270: Initiate county road construction projects and assign County Road Project (CRP) numbers. Commissioner Grose seconded. Motion passed 3-0. Veterans Peer Support Program: Commissioner Grose said the Veterans Museum is seeking $75,000 for the first six months and an additional $225,000 thereafter to create a peer-to-peer counseling program. Meja Handlen said the county has identified how to pay the $75,000 for services for those who are indigent, which would go through one funding source, and services for those who are not indigent, which would use a different funding source. Heidi Palmer noted that 10 percent of the county’s population are veterans. The commissioners said they support providing the funding. Commissioner Grose said he’d like to have the proposed resolution on the Aug. 24 Directors’ Update. Forest Service FY2022 SRS Payments to states title election form: The commissioners delayed the discussion until Aug. 24. Clean Buildings Act letter: The commissioners reviewed the proposed letter. They said they would again review the letter Aug. 24. Housing and infrastructure / Reynolds Road middle-income workforce housing project funding: Eric Eisenberg said he is pausing on his previous suggestion regarding the county submitting a letter regarding providing a backstop for funding. He said the stakeholders are reviewing other options. Executive session Commissioner Pollock said the executive session discussion about the potential employee claim regarding deferred compensation would be delayed until Aug. 26. At 9:29 a.m., Commissioner Pollock announced that the Board would be going into Executive Session under RCW 42.30.110(1)(i) for 5 minutes to discuss Payne et al v. Lewis County et al. Executive Session started at 9:30 a.m. At 9:35 a.m., the Board extended Executive Session for 2 minutes. Executive session ended at 9:37 a.m. Commissioner Pollock noted that no decisions had been made. Commissioner Swope made a motion to indemnify Jennifer Teitzel and JP Anderson and their marital property in the Payne litigation. Commissioner Grose seconded. Motion passed 3-0. Calendars: The commissioners agreed to schedule the 2022 Legislative Roundtable for 9 a.m. Friday, Dec. 2 in place of the Mayors’ Meeting. Commissioner Swope noted he would not be available for the Aug. 22 County Manager meeting. Minutes: Commissioner Grose made a motion to approve the minute folders for the weeks of July 25, Aug. 1 and Aug. 8, 2022. Commissioner Swope seconded. Motion passed 3-0. Meeting ended at 9:43 a.m.
