BOARD MEETING MINUTES
April 13, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, April 13, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, P.W. “Bill” Schulte, and Gary Stamper were in attendance. Chair Fund
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes from the 10:00 a.m. meeting
held on Monday, April 6, 2015. Commissioner Schulte seconded the motion.
Motion Carried 3-0.
PUBLIC COMMENT
Ron Averill, Centralia, updated the BOCC on the Capital Budget for the Senate.
Commissioner Fund added both the House and the Senate have much negotiation to
do.
PROCLAMATION
1. Proclamation: Proclaiming April 12-18, 2015 as “National Public Safety Week”
in Lewis County.
Bobby Jackson, Chehalis, read the proclamation into the record.
Michael Strozyk, Director of Central Services thanked the BOCC for the
proclamation and invited them and the public to tour the Communications Center.
Tuesday is Fire and EMS day, Wednesday is County Government Day, and Thursday is
Law Enforcement Day.
2. Proclamation: Proclaiming the Month of April as “Sexual Assault Awareness
Month” in Lewis County.
Commissioner Gary Stamper read the proclamation into the record.
Commissioner Schulte made a motion to approve the Proclamation Agenda items one
and two. Commissioner Stamper seconded the motion.
Motion Carried 3-0.
NOTICE
Commissioner Schulte made a motion to approve the Notice Agenda items one and
two. Commissioner Stamper seconded the motion.

3. Notice: Publication of the 2014 County Forces road construction projects and
costs. Resolution No. 15-116
Tim Elsea, Public Works Director, stated Pursuant to RCW 36.77.070, the BOCC is
required to publish in a newspaper of general circulation, a brief description of the work,
together with an accurate statement of the true and complete cost of construction
projects completed by County Forces in 2014, where the cost of the work exceeds
$10,000. Construction by County Forces is defined in WAC 136-18-020 as construction
work performed by personnel carried on the county payroll using county owned, leased
or rented equipment.
4. Notice of Hearing: To obtain citizens views on community development
housing needs, receive input on proposed projects under consideration and
review use of the 2014 Community Development Block Grant (CDBG) funding.
Resolution No. 15-117
Danette York, Director of Health and Social Services, stated a Public Hearing will be
held on April 27 to inform citizens of and receive comments on the availability of funding
for community development and housing needs, and review the County's and
Community Action program's past performance and use of their 2014 CDBG Public
Services Grant. Lewis County will be the recipient and fiscal agent for the CDBG Public
Services Grant through a contract with the Department of Commerce. We will then
subcontract with the Community Action Council (CAC) of Lewis, Mason, and Thurston
Counties to complete the scope of work. The total amount of the grant is $100,874.
Lewis County will keep $3500 to cover administrative costs and $97,374 will be
allocated to the communities of Mason and Lewis Counties.
Motion Carried 3-0.
CONSENT
Commissioner Schulte made a motion to approve the Consent Agenda items five
through nine. Commissioner Stamper seconded the motion.
5. Resolution No. 15-118 Approval of warrants for payment.
Chair Fund stated this Resolution approves 220 regular warrants for a total payment
against the County in the amount of $639,190.50.
6. Resolution No. 15-119 Indexing of Public Records.
David Fine, Lewis County Prosecutors Office, stated the Public Records Act gives
the people of Washington a right of access to information contained in documents held
by county government. The Act encourages counties to index documents which are
held in each of their offices and departments so people may better access those
records which may be an interest to themselves. This repeals an eleven year old

Resolution and greatly expands upon the range of documents which various elected
officials and department heads of Lewis County have pledged to index.
7. Resolution No. 15-120 Cancellation of warrants.
Suzette Smith, Auditors Office, stated three warrants needed to be cancelled this
month. Warrant 715247 was lost by the vendor and we have an affidavit received for
that. Warrants 713893 and 716118 were for a court ordered garnishment. We have
received a release on that obligation. We still have those warrants in our possession.
We can void those warrants and now issue one to the employee directly.
8. Resolution No. 15-121 Proposed vacation of a portion of unmaintained Yoke
Street, Packwood, WA.
Tim Elsea, Director of Public Works, stated the property owners abutting the
unmaintained portion of Yoke Street have requested that the County vacate a portion of
the right of way. Any and all interests other than the requesting parties will be evaluated
as part of the Engineer’s Report. The requesting parties have deposited a check to
cover administrative and publication costs of the vacation, nonrefundable once this
resolution is signed, regardless of the findings and recommendations of the County
Road Engineer. Passing this resolution would instruct the County Road Engineer to
examine the road, evaluate the request, and file an Engineer’s Report, as required by
RCW 36.87.010 and LCC 12.15. A copy of the request from the property owners is
attached.
9. Resolution No. 15-122 Authorizing Danette York, Director of Lewis County
Public Health and Social Services, to apply for a Community Development
Block Grant (CDBG) Public Services.
Danette York, Director of Health and Social Services, stated Lewis County has been
requested to serve as the recipient of the 2015 CDBG Public Services Grant. The
application requires that the governing authority authorize an individual as the "Chief
Administrative Official" to sign the application material. Should the grant be awarded,
the funding will come from the State Department of Commerce.
Total funding is $100,874 and was anticipated. $3500 will be retained by Lewis County
to cover administrative costs $97,374 will be subcontracted to the Community Action
Council CAC of Lewis, Mason, and Thurston Counties.
Motion Carried 3-0.
HEARING
Hearing: CDBG Planning Only Grant-regarding Lewis County Water District No. 2.
Tim Elsea, Director of Public Works, stated on March 30, 2015 we provided public
notice of today’s hearing. Lewis County and LCWD #2 have identified a community

development need to seek a CDBG POG for $24,000 to assist LCWD #2 to meet state
Department of Health's (DOH) planning requirements. LCWD #2 is an existing public
water system serving the unincorporated Onalaska area. LCWD #2 conducted an
income survey to determine that the use of these funds will benefit low to moderate
income citizens in their water service area. The Treasurer authorized LCWD #2 to not
pay one monthly payment on the debt service owed to the County so the water district
could afford to pay for this income survey. This would allow LCWD #2 to update their
water system plan so they can apply for further funding for other system improvements
in the future.
Shirley Kook, Public Works Office, stated the LCWD #2 proposed project is to update
its water system plan. The water system plan was last approved in 1996. By law, water
system plans need to be amended every 6 years. In addition their water system plan
needed to be updated to address other rule changes such as water quality rules,
treatment requirements, and cross-connection control requirements. They also have to
address changes that have occurred in the water system such as new piping and
finances. LCWD #2 is seeking $24,000 which does not cover administrative costs.
Tim Elsea, Public Works Director, stated in order to qualify for these funds, the
community has to qualify as low to moderate income. The income survey showed that
they qualify. The county is allowed to apply for only one planning grant per year.
Ron Averill, Centralia asked if the LCWD #2 has an appropriate fee schedule which
covers their costs. Tim Elsea stated they have.
Chair Fund asked if there were any questions. There were none. She closed the
question and answer portion of the hearing and opened the formal hearing.
Tim Elsea and Shirley Kook asked that their previous comments be adopted into the
record.
Julie Brown, District Manager for LCWD #2, stated in 2013 rates were raised
dramatically in order to cover the business costs. Since in 2014 the system was in the
black and did not have to raise rates in 2015.
Chair Fund asked if anyone else would like to testify. There was none. She closed the
hearing and asked for a motion.
Commissioner Schulte moved to approve Resolution No. 15-123. Commissioner
Stamper seconded.
Resolution No. 15-123 Authorizing application for a Community Development
Block Grant (CDBG) Planning Only Grant from the State Department of
Commerce and Assigning the Director of Public Works as the Authorized
Representative.

Motion Carried 3-0.
Tim Elsea, Director of Public Works, stated we have a community block grant
information sheet at the front of the room in case anyone would like to read more
information about the CDBG grant
There being no further business, the BOCC’s business meeting adjourned at 10:32 a.m.
on April 13, 2015. The next public meeting will be held Monday, April 20, 2015.
