Board Meeting Minutes 05/11/20151 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES May 11, 2015 The Board of County Commissioners (BOCC) for Lewis County, Washington, met in regular session on Monday, May 11, 2015, at 10:00 a.m. Commissioners Edna J. Fund, P.W. “Bill” Schulte, and Gary Stamper, were in attendance. Chair Fund called the meeting to order, determined a quorum, and proceeded with the flag salute. Commissioner Stamper moved to approve the minutes from the 10:00 a.m. meeting held on Monday, May 4, 2015. Commissioner Schulte seconded the motion. Motion Carried 3-0. Proclamation Commissioner Schulte moved to approve the Proclamation Agenda items one and two. Commissioner Stamper seconded the motion. 1. Proclamation: Proclaiming the week of May 10-16, 2015 as “Washington State University Master Gardner Week” in Lewis County. Bobby Jackson, Chehalis, read the proclamation into the record. Sheila Gray, WSU Extension, stated the upcoming weekend is the annual Master Gardner plant sale. 2. Proclamation: Proclaiming the Month of May as “National Missing and Exploited Children’s Month” in Lewis County. Commissioner Stamper read the proclamation into the record. Craig Larson, Lewis County 911, thanked the BOCC for the continued support. Motion Carried 3-0. CONSENT Commissioner Schulte moved to approve the Consent Agenda, items three through eight. Commissioner Stamper seconded the motion. 3. Resolution No. 15-141 Approval of Warrants and payroll for payments. Suzette Smith, Auditors Office, stated this Resolution approves 285 regular warrants for a total payment against the County in the amount of $946,394.51. This Resolution also approves 197 payroll warrants and 459 automatic deposits dated May 5, 2015 for a total payment against the County in the amount of $3,254,189.88. 2 4. Resolution No. 15-142 Approval additional funding from Fund 198 Tourism Promotion Fund for 2015 Agritourism/Social Media contracts. Chair Fund stated this is a Resolution approving additional funding from the Tourism Promotion Fund for the 2015 Agritourism/ Social Media contracts. The agencies that will be receiving include: Destination Packwood: $3,000 Onalaska Alliance: $1,500 5. Resolution No. 15-143 Re-appointment of a member to the Boundary Review Board. Candy Hallom, Administrative Assistant, stated this Resolution is for the reappointment of Steve Ward to the Washington State Boundary Review Board for Lewis County. This appointment is for a four-year term. 6. Resolution No. 15-144 Approving a Rural Arterial Program (RAP) Project Agreement for construction proposal amendment with the County Road Administration Board (CRAB) for the North Fork Road Realignment Project. County Road Project (CRP) 2158. Tim Elsea, Director of Public Works, stated the North Fork Road Realignment Project is listed as a priority on Lewis County's 2015-2020 Amended Six-Year Transportation Improvement Program. This project qualified for additional Rural Arterial Trust Account (RATA) funding through RAP in the amount of $1,000,000.00. The project is currently under contract with CRAB, previously receiving $955,300.00 of RATA funding. The North Fork Road Realignment Project will receive an additional $644,700.00 from CRAB as part of a future RAP funding cycle. 7. Resolution No. 15-145 Approving a request to extend for a preliminary plat approval. Lee Napier, Director of Community Development, stated this Resolution extends the request for a preliminary plat approval of Elkhorn Subdivision LP07-00001. Per Lewis County Code Section 16.05.140(3) subdivider who files a written request with the BOCC at least 30 days before the expiration of the Preliminary Plat Approval may be granted a one-year extension by the BOCC. 8. Resolution No. 15-146 Re-appointing a member to the Lewis-Mason-Thurston Area Agency on Aging (LMTAAA) Advisory Council. Danette York, Director of Public Health and Social Services, stated this Resolution is to reappoint Linda Tomasheck to the Lewis-Mason-Thurston Area Agency on Aging (LMTAAA) Advisory Council through December 31, 2015 and appointing Cindy Mund and Lynn Ford through December 31, 2016 3 Motion Carried 3-0. There being no further business, the BOCC’s business meeting adjourned at 10:25 a.m. on May 11, 2015. The next public meeting will be held Monday, May 18, 2015.
