BOARD MEETING MINUTES
June 8, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, June 8, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, P.W. “Bill” Schulte, and Gary Stamper, were in attendance. Chair Fund
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes from the 10:00 a.m. meeting
held on Monday, June 1, 2015. Commissioner Schulte seconded the motion.
Motion Carried 3-0.
Proclamation
Commissioner Schulte moved to approve the Proclamation Agenda item one.
Commissioner Stamper seconded the motion. Commissioner Stamper read the
proclamation into the record.
1. Proclamation: Honoring the 2015 2A and 2B Baseball and Fastpitch
Champions.
Motion Carried 3-0.
Notice
Commissioner Schulte moved to approve the Notice Agenda item two.
Commissioner Stamper seconded the motion.
2. Notice of Hearing: Regarding a traffic ordinance lowering the maximum speed on
a portion of Airport Road. Hearing will be held on or after 10:00 a.m. on Monday,
July 6, 2015. Resolution No. 15-167
Tim Elsea, Director of Public Works, stated this resolution will provide notice of a
hearing date for consideration of an ordinance revising the maximum speed limit on a
portion of Airport Road in Lewis County from mile post 1.4 to the Chehalis city limits,
defining offenses, and providing penalties. During the design of airport road, a decision
was made not to replace a bridge structure at approximately M.P. 1.42 which did not
meet minimum Washington State Department of Transportation (WSDOT) width
requirements for a joint project between the State and County. Several mitigating
measures were proposed in a deviation submitted to and approved by WSDOT.
Included in the measures was a reduction of the posted speed limit from 50 mph to 35
mph. A subsequent engineering and traffic investigation has found that 35 mph is
consistent with the American Association of State Highway and Transportation Officials
(AASHTO) standards. It is recommended that the posted speed limit be 35 mph from
mile post 1.4 to the Chehalis city limits.

CONSENT
Commissioner Schulte moved to approve the Consent Agenda items three through
six. Commissioner Stamper seconded the motion.
3. Resolution No. 15-168 Approval of warrants for payroll and payment.
Amanda Migliaccio, Auditor’s Office, stated this Resolution approves 342 regular
warrants for a total payment against the County in the amount of$1,181,461.62. This
also approves 180 payroll warrants and 471 automatic deposits dated June5, 2015 for a
total payment against the County in the amount of $3,310,820.03.
4. Resolution No. 15-169 Approving a contract with Tangent Services Inc. to
conduct a feasibility study and development of a business plan for the
potential purchase of a short-line railroad.
Candace Hallom, Administrative Assistant, stated this Resolution approves a
contract with Tangent Services Inc. to conduct a feasibility study and development of a
business plan for the potential purchase of a short-line railroad. A request for
qualifications from railroad consulting firms was issued through a Small Procurement
process was issued on 6/1/15. Responses to the request have been received from three
firms. Staff and the Tacoma Rails Working Group (TRWG) reviewed the qualification.
TRWG recommended that Lewis County contract with Tangent Services Inc.
Commissioner Schulte stated Lewis County is looking at buying 20 miles of Tacoma
Rail. The County does not know if it is a good deal. This study will give Lewis County a
recommendation if a $3 million purchase makes sense.
5. Resolution No. 15-170 Authorizing the initial placement of a casual courtroom
clerk on the Lewis County Salary Grid.
Archie Smith, Human Resources, stated the Clerk is requesting that the Casual
Courtroom Clerk be placed at Grade 16 on the current Lewis County Salary Grid. Due
to the implementation of a new computer system and the training required by staff to
learn the new system, the Lewis County Clerk is requesting to hire a causal Courtroom
Clerk. The Lewis County Salary Grid (13 Step M Grid) maximum pay for a casual
employee would not be competitive to hire a skilled Courtroom Clerk. The Clerk is
requesting that the Casual Courtroom Clerk be placed at Grade 16 on the current Lewis
County Salary Grid.
6. Resolution No. 15-171 Bid award for the 2015 Countywide Hot Mix Asphalt and
Countywide Culvert Replacement-Unnamed tributary to Bunker Projects, CRP
2172C & 2167B.
Tim Elsea, Director of Public Works, stated Public Works received 3 responsive bids
for this project on June 2, 2015. Lakeside Industries, Inc. provided the lowest
responsive bid of $537,191.00. The Engineer's Estimate for this project was
$577,140.00. The lowest responsive bid is below the Engineer's Estimate by less than

8%. Public Works staff recommends acceptance of the low bid provided by Lakeside
Industries, Inc.
Motion Carried 3-0.
There being no further business, the BOCC’s business meeting adjourned at 10:26 a.m.
on June 8, 2015. The next public meeting will be held Monday, June 15, 2015.
