BOARD MEETING MINUTES
June 29, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, June 29, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called
the meeting to order, determined a quorum, and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday,
June 22, 2015 Business Meeting. Commissioner Schulte seconded the motion.
Motion Carried 3-0
Chair Fund stated Item 7, Resolution No. 15-198 has been removed from the BOCC
agenda
PUBLIC COMMENT
Ron Averill, Centralia, stated the Voluntary Stewardship Program (VSP) rules are
being looked at by the Department of Commerce. Initially Mr. Averill was concerned,
but after further researching we found Commerce is looking at it as if the VSP program
were not funded, then what would there options be. As of right now Farm Bureau is
pleased with the situation.
Commissioner Schulte shared his appreciation to the Farm Bureau and the
Conservation District for attending the meeting Friday with the Department of Ecology
(DOE). DOE is getting ready to restrict or suspend water rights on the Chehalis Basin.
He stated the County, Conservation District, and the Farm Bureau need to watch this.
NOTICE
Commissioner Schulte moved to approve the Notice Agenda item one.
Commissioner Stamper seconded the motion.
1. Notice: Pertaining to competitive bidding and dispensing with advertisement,
notice of the Lewis County Vendor list and solicitation. Resolution No. 15-192
Grace Jimenez, Auditor’s Office, stated this Resolution pertains to RCW 36.04.190
which requires the Auditor’s Office to publish the existence of our vendor list twice a
year and solicit for additional names for the list. This gives all of the vendors in our area
equal opportunity to be included on the list if they would like to be.
Motion Carried 3-0.
CONSENT
Commissioner Schulte moved to approve the Consent Agenda items two through six.
Commissioner Stamper seconded the motion.

2. Resolution No. 15-193 Approval of warrants for payment.
Grace Jimenez, Auditor’s Office, stated this Resolution approves 396 regular
warrants for a total payment against the County in the amount of $1,394,774.54.
3. Resolution No. 15-194 Funds for the ATM machines at the Southwest
Washington Fair.
Michael Strozyk, Director of Central Services, stated in August of every year, the
Southwest Washington Fair Office requests and receives an additional $100,000.00 in
funds for restocking the ATM machines that are located at the Southwest Washington
Fair during the annual fair. As a result of maintaining the ATM machines using in-house
personnel, the fair receives $.75 per ATM transaction, which results in revenue of
approximately $1,000.00 for the fair fund. The funds will deposited into the Southwest
Washington Fair's Revenue Account at Security State Bank on or before August 14,
2015. The fund is monitored by Operations Manager Michelle Stewart of the Lewis
County Treasurer's Office who works at the fair during this time period. This is an
annual transfer of funds to the fair which are returned to the Treasurer's Office on or
before September 30, 2015.
4. Resolution No. 15-195 Additional funds to the Southwest Washington Fair
office Revolving Working Account.
Michael Strozyk, Director of Central Services, stated every year the Southwest
Washington Fair office requests and receives a deposit of additional funds in the
amount of $1,000.00 for use in the "change drawers" at the fair office in support of
advance ticket sales for the Southwest Washington Fair and associated concerts during
the fair. These funds are usually deposited approximately 2 months prior to the actual
fair or as tickets are scheduled to go on sale. This year, the funds are being requested
as of July 1, 2015. In addition, a second transfer of funds in the amount of $25,000.00 is
deposited into the revolving working account to support gate sales, parking and other
change needs during the actual Southwest Washington Fair. This year, those funds are
requested as of August, 14, 2015.
5. Resolution No. 15-196 Reappointment of four members to the Lewis County
Solid Waste Advisory Committee (SWAC) and setting the terms thereof.
Tim Elsea, Director of Public Works, stated The Lewis County SWAC has four
members whose terms expired June 1, 2015. Ed Lewis, Waste Connections, Inc.,
representing commercial recycling; Tom Rupert, Waste Connections, Inc., representing
curbside refuse collection; Bob Taylor, a volunteer with the WSU Master Recycler
Composters, representing a public interest group; and Robert Wheeler, a citizen
representing the Napavine area, each desire to continue serving on the SWAC for
three-year terms. These appointments, if approved by the Board of County
Commissioners, will expire June 1, 2018.

6. Resolution No. 15-197 Approve Contract Amendment “D” to the Consolidated
Homeless Grant (CHG) between Washington State Department of Commerce
(DOC) and Lewis County.
Danette York, Director of Public Health and Social Services, stated this is
amendment (D) to the CHG homeless contract is with Washington State Department of
Commerce. The contract is for funding for Homeless Services in Lewis County and
adds funds for the Housing and Essential Needs (HEN) portion of this grant. This
contract provides funds for emergency shelter and services to families and individuals
at-risk of or experiencing homelessness in Lewis County. Lewis County Social Services
is the lead agency for the CHG. Lewis County contracts with local service providers to
provide shelter and services to homeless and at-risk persons and families in Lewis
County.
7. Resolution No. 15-198 Approve Professional Services Contract between Lewis
County and Community Action Council (CAC).
Motion Carried 3-0.
HEARING
Hearing: Approve the 2nd 2015 Budget Amendment - Resolution No. 15-199
Commissioner Fund announced the hearing and asked for a staff report.
Steve Walton, Budget, stated a public hearing will be held to approve the 2nd 2015
Budget Amendment for Current Expense/General Fund and Other Funds in the amount
of $1,283,139. Notice of this public hearing was published in the Chronicle on June 16th
and 23rd. The amendment increases expenditures in the amount of $1,283,139 and
increases revenue in the amount of $451,962 resulting in a use of reserves in the
amount of $831,177.
The Current Expense/General Fund portion of this Amendment includes:
Revenue increase in the amount of $206,654
Expenditure increase in the amount of $245,737
Use of reserves in the amount of $39,083
Chair Fund asked if there were any questions. There were none. She closed the
question and answer portion of the hearing and opened the formal hearing.
Steve Walton asked that his previous comments be adopted into the record.
Chair Fund asked if anyone else would like to testify, and no one responded. She
closed the hearing and asked for a motion.

Commissioner Schulte moved to approve Resolution No. 15-199. Commissioner
Stamper seconded.
Resolution No. 15- 199 Lewis County 2015 Budget, emergency, and supplemental
appropriations to and transfers within current expense and other funds.
Motion carried 3-0.
There being no further business, the BOCC’s business meeting adjourned at 10:24 a.m.
on June 29, 2015. The next public meeting will be held Monday, July 6, 2015.
