BOARD MEETING MINUTES
July 13, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, July 13, 2015, at 10:00 a.m. Commissioners Edna J.
Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called
the meeting to order, determined a quorum, and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday,
July 6, 2015 Business Meeting. Commissioner Schulte seconded the motion.
Motion Carried 3-0.
PUBLIC COMMENT
Ron Averill, Lewis County Farm Bureau, discussed the Chehalis Basin Partnership.
The Farm Bureau has agreed to help pay a stipend to the Partnership and they
recommended the BOCC also help support the Partnership.
EMPLOYEE MILESTONE
The BOCC recognized employees with 10, 15, 20, and 40 years of service to Lewis
County.
NOTICE
Commissioner Schulte moved to approve the Notice Agenda items one and two.
Commissioner Stamper seconded the motion.
1. Notice: Accepting a bid on tax title properties located off Olequa Drive, Vader,
WA. Resolution No. 15-204
Tim Elsea, Director of Public Works, stated Tax parcel 010594 073 000 is a 0.14 acre
vacant parcel and tax parcel 010594 074 000 is a 0.18 acre vacant parcel both located
off Olequa Drive, Vader. The properties were offered for sale at auction by the
Treasurer due to tax delinquencies. The properties did not sell at the tax sale and were
subsequently deeded by the Treasurer to Lewis County. The County has received an
offer in the amount of $3,000.00 for the properties, an amount not less than the tax
delinquency and miscellaneous Treasurer's fees. This resolution would accept the bid
subject to conditions of LCC 3.30.390 which requires that the proposed sale be noticed
in a legal newspaper of general circulation at least once a week for two consecutive
weeks.
2. Notice: Accepting a bid on tax title property located at 1122 F Street, Vader,
WA. Resolution No. 15-205
Tim Elsea, Director of Public Works, stated the County has received an offer in the
amount of $2,500.00 for the property, the amount of the tax delinquency and

miscellaneous Treasurer's fees. This resolution would accept the bid subject to
conditions of LCC 3.30.390 which requires that the proposed sale be noticed in a legal
newspaper of general circulation at least once a week for two consecutive weeks.
Motion Carried 3-0.
CONSENT
Commissioner Stamper moved to approve the Consent Agenda items three through
six. Commissioner Schulte seconded the motion.
3. Resolution No. 15-206 Approval of warrants for payment.
Suzette Smith, Auditors Office, stated this Resolution approves 222 regular warrants
for a total payment against the County in the amount of $1,449,919.20.
4. Resolution No. 15-207 Approving a grant agreement with Onalaska Alliance to
accept funding under RCW 82.14-370 “Distressed Counties Fund”.
Commissioner Schulte stated this is funding through Distressed Counties Fund. This
funding finishes up the project at Carlisle Lake. This approves funding in the amount of
a grant for $78,655.30.
5. Resolution No. 15-208 Approving modified Schedule A and B attachments to
the existing agreement with the Forest Service for cooperative maintenance of
Forest Service Roads.
Tim Elsea, Director of Public Works, stated Lewis County and the Forest Service
have an existing Agreement for the cooperative maintenance of specific Forest Service
roads in Lewis County. Schedule A of the Agreement identifies those specific roads to
be cooperatively maintained and Schedule B specifies the level of maintenance to be
performed by the County. Schedule A and Schedule B have been modified to add 0.016
mile of Forest Service Road No. 63 as a road cooperatively maintained by the County,
and adds a portion of Forest Service property adjacent to Davis Creek Road for use for
wetland mitigation for projects on roads within the National Forest boundary. This
resolution approves revised Schedules A and B and authorizes their execution by the
BOCC.
6. Resolution No. 15-209 Proposed vacation of unmaintained Newaukum Station
to Newaukum Prairie Road, Chehalis, WA.
Tim Elsea, Director of Public Works, stated all of the property owners abutting the
unmaintained Newaukum Station to Newaukum Prairie Road have requested that the
County vacate a portion of the right of way. Any and all interests other than the
requesting parties will be evaluated as part of the Engineer’s Report. The requesting
parties have deposited a check to cover administrative costs of the vacation.

Passing this resolution would instruct the County Road Engineer to examine the road,
evaluate the request, and file an Engineer’s Report, as required by RCW 36.87.010 and
LCC 12.15. A copy of the request from the property owners is attached.
Motion Carried 3-0.
There being no further business, the BOCC’s business meeting adjourned at 10:19 a.m.
on July 13, 2015. The next public meeting will be held Monday, July 20, 2015.
