BOARD MEETING MINUTES
September 21, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, September 21, 2015, at 10:00 a.m. Commissioners Edna
J. Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund,
called the meeting to order, determined a quorum, and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday,
September 14, 2015 Business Meeting. Commissioner Schulte seconded the motion.
Motion carried 3-0.
Public Comment
Cheryl Heywood, Timberland Regional Library, introduced staff from the Timberland
Regional Libraries. She provided an annual update to the BOCC on what is going on
with the Timberland Regional Libraries. New library cards for Lewis County are up by
4%. From January through June, of this year, 2,069 cards have been issued in Lewis
County.

Commissioner Schulte moved to approve the Notice Agenda item one.
Commissioner Stamper seconded the motion.
1. Notice of Hearing; Regarding the 2016 Lewis County Preliminary Budget.
Hearing will be held on or after 10:00 a.m., Monday, October 5, 2015.
Resolution No. 15-267.
Steve Walton, Budget Administrator, stated the Board of County Commissioners will
meet on Monday, October 5, 2015 at 10:00 a.m. at the Lewis County Courthouse for the
purpose of taking public comment on the Lewis County Preliminary Budget for 2016.
Copies of the 2016 preliminary budget will be available, after Wednesday, September
23rd, 2015 to any citizen at the East Campus of Centralia College in Morton, Main
Campus of Centralia College in Centralia, the Packwood, Salkum, Mountain View,
Winlock, Chehalis and Centralia Timberland Libraries, the Twin Cities, Winlock, Toledo,
Morton and Packwood Senior Centers and in the Historical Courthouse, 351 NW North
Street, Room 209, Chehalis, Washington. The 2016 Preliminary Budget is also available
online at lewiscountywa.gov.
Motion carried 3-0.
CONSENT
Commissioner Schulte moved to approve the Consent Agenda items two through five.
Commissioner Stamper seconded the motion.

2. Resolution No. 15-268 Approval of warrants and payroll for payment.
Suzette Smith, Auditor’s Office, stated this Resolution approves 195 regular warrants
for a total payment against the County in the amount of $1,086,631.77. This Resolution
also approves 238 payroll warrants dated September 18, 2015 for a total payment
against the County in the amount of $270,479.00.
3. Resolution No. 15-269 Proposed vacation of a portion of unmaintained A.J.
White Road No. 195 (Moorecroft Road), Boistfort, WA.
Tim Elsea, Director of Public Works, stated this Resolution would instruct the County
Road Engineer to examine a portion of unmaintained A.J. White Road No. 195
(Moorecroft Road). The property owners abutting the unmaintained portion of A.J. White
Road No. 195 (Moorecroft Road) have requested that the County vacate a portion of the
right of way. Any and all interests other than the requesting parties will be evaluated as
part of the Engineer’s Report. The requesting parties have deposited a check to cover
administrative and publication costs of the vacation, which may be nonrefundable in
whole or part once this Resolution is signed, regardless of the findings and
recommendations of the County Road Engineer. Passing this resolution would instruct
the County Road Engineer to examine the road, evaluate the request, and file an
Engineer’s Report, as required by RCW 36.87.010 and LCC 12.15. A copy of the
request from the property owners is attached.
4. Resolution No. 15-270 Approving an interlocal agreement with the Town of Pe
Ell and the Lewis County Fire District No. 1 (LCPD #1) in Onalaska for
sponsorship of residential used oil collection tanks.
Tim Elsea, Director of Public Works, stated according to a state law passed in 2014,
local governments are to have best management practices in place to prevent
contamination in used oil collection sites. The Solid Waste Utility’s compliance with this
law involves a dual-tank system to control contamination of waste oil collection sites.
The system calls for one tank to be open for public use while the second tank is covered
and locked to prevent public use while it is tested for contaminants. The Town of Pe Ell
and the LCFD #1 have signed interlocal agreements in which they agree to sponsor
Lewis County's improved waste oil collection systems.
5. Resolution No. 15-271 Accepting a grant offer for the construction at the
Packwood Airport.
Lee Napier, Director of Community Development, stated Lewis County has the
opportunity to construct runway improvements with financial assistance from the
Federal Aviation Authority (FAA) and Department of Transportation (DOT) Aviation
Division. Both the FAA and DOT Aviation Division returned grant offers to assist Lewis
County with Phase III of the Packwood Airport improvements. This grant contract is for
Phase III and includes reconstruction of Runway 1/19 at the Packwood Airport. The

runway will ultimately be reconstructed and widened from the current 38-foot width to
the FAA standard 60-foot width, replace the Medium Intensity Runway Edge Light
(MIRL) system and provide a Runway Safety Area (RSA) that meets current FAA
design standards. The County is expected to contribute 5% of the project cost. The
estimated cost for Phase III is $3,577,000.00. The County match is $178,850.00. At this
time, the FAA is offering partial funding in the amount of $550,000.00. The discretionary
funding expected for this federal fiscal year was not available. The FAA will try to make
up the remainder next year with discretionary funding

There being no further business, the BOCC’s business meeting adjourned at 10:18 a.m.
on September 21, 2015. The next public meeting will be held Monday, September 28,
