Board Meeting Minutes 09/28/20151 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES September 28, 2015 The Board of County Commissioners (BOCC) for Lewis County, Washington, met in regular session on Monday, September 28, 2015, at 10:00 a.m. Commissioners Edna J. Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called the meeting to order, determined a quorum, and proceeded with the flag salute. Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday, September 21, 2015 Business Meeting. Commissioner Schulte seconded the motion. Motion carried 3-0. PROCLAMATION Commissioner Schulte moved to approve the Proclamation Agenda items one and two. Commissioner Stamper seconded the motion. 1. Proclamation: Proclaiming October 4-10, 2015 as “Public Power Week”. Commissioner Stamper read the proclamation into the record. Bob Geddes introduced the three commissioners from the Lewis County PUD, Chuck Tenpas, Dean Dahlin, Ben Kostick, and executive assistant Stacy Davis. Mr. Geddes also noted that “Captain Public Power” was here for a photo opportunity with the Lewis County Commissioners. 2. Proclamation: Proclaiming the month of October 2015 as “Lewis County Disaster Preparedness and Emergency Alert Awareness Month”. Chair Fund read the proclamation into the record. Steve Mansfield, Department Emergency Management (DEM), thanked the commissioners for the proclamation and went over various projects that are going on in his department for “Disaster Preparedness” month. Commissioner Schulte commented on “Code Red” and thanked Mr. Mansfield for letting citizen’s know about “Code Red”. Chair Fund commented and asked Mr. Mansfield to talk about the flood brochure. Mr. Mansfield stated, “we put out a great brouchure and have been working hard to get that information out in the public. I appreciate chair Fund’s effort’s on her help with the distribution of the brochures.”The brochures can also be found on the Lewis County Website. 2 Motion carried 3-0 NOTICE Commissioner Schulte moved to approve the Notice Agenda item three. Commissioner Stamper seconded the motion. 3. Call for Bids: For the removal of all structures and associated debris located at 158 Kennicott Road. Bids are due to the Clerk of the Board by 11:00 a.m., October 27, 2015. Resolution No. 15-272 Tim Elsea, Director of Public Works, stated a land slide in 2014 damaged a portion of Kennicott County Road and an adjacent privately owned property. The damaged property adjacent to the road at 158 Kennicott Road, Chehalis, was subsequently offered for sale to the County and was acquired to be used in stabilization of the road. The home and outbuildings located on the property are surplus to the needs of the County and it will be removed by moving, demolition, salvage, or a combination thereof. It is unknown whether bids will be received by the County payable by those wanting to move or salvage the structures or if bids received will be the cost to the County for demolition; therefore no minimum bid amount is set. This resolution would declare all structures located at 158 Kennicott Road, Chehalis, surplus to the needs of Lewis County and disposed of in conformance with Lewis County Code 3.30. Advertisement of the proposed call for bids for the removal of all buildings at 158 Kennicott Road, Chehalis, will occur as required by LCC 3.30. Motion carried 3-0. CONSENT Commissioner Schulte moved to approve the Consent Agenda items four through nine. Commissioner Stamper seconded the motion. 4. Resolution No. 15-273 Approval of warrants for payment. Suzette Smith, Auditor’s Office, stated this Resolution approves 290 regular warrants for a total payment against the County in the amount of $870,577.77. 5. Resolution No. 15-274 Bid award for the Animal Shelter Septic Project. Michael Strozyk, Director of Central Services, stated Lewis County Central Services’ facilities division solicited bids for the installation of two septic systems to replace one failing treatment system located at the Lewis County Animal Shelter. The current system utilizes a drip emitter drain field to distribute treated effluent. This system was professionally designed but does not work well for the treatment of animal waste, due to large volumes of hair and other solids in the effluent stream. The two new systems will separate domestic waste from animal waste and distribute effluent into two separate drain fields, each designed to properly handle each type of waste. Lewis County received three responsive bids for this project: 3 Brumfield Contruction, Inc., Westport, WA $61,879.00 DJ's Plumbing, LLC, Centralia, WA $69,620.00 Northwest Cascade, Inc. Puyallup, WA $84.250.00 Brumfield Construction submitted the lowest responsible bid of $61,879.00. 6. Resolution No. 15-275 Approving a contract between the Lewis County Coroner’s Office and Dignity dba Brown and Sticklin Funeral Homes for removal and cremation services. Dawn Harris, Coroner’s Office, stated this agreement is for the removal of decedents within Lewis County and also for the cremation of decedents that are indigent or unclaimed at the time. The Lewis County Coroner’s Office does not provide removal services for decedents and in the past has relied on a rotating mortuary system to perform these services charging a per removal fee. For the 2016 agreement, a call for bids was published and one responsive bid was received. The responsive bid was made by Dignity dba Brown Funeral Home of Chehalis and Sticklin Funeral Homes of Centralia. Copies of all submitted bids are on file with the Lewis County Coroner’s Office. Under this contract, Brown and Sticklin funeral homes agree the removal of decedents will be made on a monthly rotation between the two funeral homes with a set cost of two hundred and twenty-five dollars ($225.00) per removal. In addition, they agree to provide cremation services to indigent decedents in an amount of five hundred dollars ($500.00) per cremation performed. 7. Resolution No. 15-276 Approving Great Rivers Behavioral Health Organization interlocal agreement between Lewis, Cowlitz, Grays Harbor, Pacific and Wahkiakum Counties. Glenn Carter, Prosecutor’s Office stated the State Department of Social and Health Services has designated Lewis, Cowlitz, Grays Harbor, Pacific and Wahkiakum counties as a Regional Service Area for purposes of the creation of a Behavioral Health Organization (BHO) as defined in RCW 71.24.045 to plan, coordinate and administer Behavioral Health Services in the five counties. The purpose of this agreement is to establish a separate legal entity as a Behavioral Health Organization (BHO) to carry out the responsibilities of a BHO (as defined in RCW 71.24.045) in the five-county area. 8. Resolution No. 15-277 Approving contracts with Morningside, Reliable Enterprises, and Lewis County Work Opportunities. April Kelley, Social Services Manager, stated the State Department of Developmental Disabilities contracts with Lewis County to oversee the administration of grant money for employment services to adults with developmental disabilities. These Municipal Service subcontracts between Lewis County and Reliable Enterprises, Morningside, and Lewis County Work Opportunities require that they provide employment services to adults with developmental disabilities residing in Lewis County. 4 Contracts are in effect from July 1, 2015 through June 30, 2016 for a total amount of $803,209.00 9. Resolution No. 15-278 Lift the restriction on outdoor burning throughout unincorporated Lewis County. Lee Napier Director of Community Development, requested the Board of County Commissioner's (BOCC) consider lifting the restriction on outdoor burning throughout unincorporated Lewis County. The recommendation is to modify current restriction to allow outdoor burning, subject to an open burning application and permit. This modification commenced at 12.01 a.m. on September 26, 2015. The Community Development Department continues to make every effort necessary to keep the public, county fire control agencies and the Southwest Clean Air Agency apprised of the local outdoor burning status. Motion carried 3-0. HEARING Hearing: 2015 3rd Budget Amendment – Resolution No. 15-279 Chair Fund, called for staff report and went over the hearing process. Steve Walton, Budget Administrator, stated copies of the budget amendment are available at the front of the room. Notice of this public hearing was published in the East County Journal on September 16th and 23rd. He then explained why the budget is amended. The amendment increases expenditures in the amount of $964,133.00 and increases revenue in the amount of $904,534.00 resulting in a use of reserves in the amount of $59,599.00. Chair Fund, asked if there were any questions. There were none. She closed the question and answer portion of the hearing and opened the formal hearing. Steve Walton asked that his previous comments be adopted into the record. Chair Fund, asked if there was anyone who would like to speak for or against the 2015 3rd Budget Amendment . There was no one. She closed the hearing and asked for a motion. Commissioner Schulte moved to approve Resolution No. 15-279. Commissioner Stamper seconded. Motion Carried 3-0. There being no further business, the BOCC’s business meeting adjourned at 10:39 a.m. on September 28, 2015.
