Board Meeting Minutes 10/19/20151 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES October 19, 2015 The Board of County Commissioners (BOCC) for Lewis County, Washington, met in regular session on Monday, October 19, 2015, at 10:00 a.m. Commissioners Edna J. Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called the meeting to order, determined a quorum, and proceeded with the flag salute. Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday, October 12, 2015 business meeting. Commissioner Schulte seconded the motion. Motion carried 3-0. EMPLOYEE Commissioner Fund stated this was the second weekly United Way campaign donation employee drawing. The winner was Lori Pulver. EMPLOYEE RECOGNITION The BOCC recognized employees with 5, 10, 30 and 40 years of service to Lewis County. The BOCC announced the nominees for Employee of the Quarter Don Carney, Public Works Sue Kennedy, Public Health & Social Services Melody Nelson, Public Health & Social Services Jane Sheldon, Public Health & Social Services The 3rd Quarter Employees of the Quarter are Don Carney and Jane Sheldon The BOCC announced the 3rd Quarter Employee Above and Beyond award. Gene Seiber, Sheriff Carolyn Price, Public Health & Social Services CONSENT Commissioner Schulte moved to approve the Consent Agenda items one through five. Commissioner Stamper seconded the motion. 1. Resolution No. 15-289 Approval of warrants for payment. Suzette Smith, Auditors Office, stated this resolution approves 270 regular warrants for a total payment against the County in the amount of $566,681.46. 2 2. Resolution No. 15-290 Re-appointment of members to the Chehalis River Basin Flood Control Zone District. Chair Fund stated this is a re-appointing of Julie Balmelli-Powe, Steve Koresis, Dave Mueller, Jason Humphrey, and Daniel Maughan to the Chehalis River Basin Flood Zone District Advisory Committee. 3. Resolution No. 15-291 Re-appointing regular members and appointing an alternate member to the Veteran’s Advisory Board. Danette York, Director of Health and Social Services, stated this is a reappointment of Micheal Hurley, Graham Spahn, Randy Tobler, and William Anholt as regular members and appointment of Jeff Warren as alternate member to the Veterans’ Advisory Board from July 1, 2015 - June 30, 2017; and appointment of Donald Keeler as a regular member to the Board through June 30, 2016. 4. Resolution No. 15-292 Approving a sales agreement with Patagonia Health Inc., to develop Electronic Health Records(EHR) and billing. Danette York, Director of Health and Social Services, stated Patagonia Health Inc., comprises practice management, electronic billing and EHR which is a requirement to bring our department into compliance with the ACA. This Agreement is affective for five years. After the initial five-year term, the agreement will automatically renew for the next year and may be canceled with written notice prior to the expiration of the current term. 5. Resolution No. 15-293 Approving Driver and Plate Search (DAPS) use and disclosure contract with Washington State Department of Licensing. Danette York, Director of Health and Social Services, stated this agreement allows Code Compliance staff to access and utilize the DAPS database and use vehicle information and owner information to complete hulk vehicle affidavits issued in Lewis County, while in official capacity. Contract period is for January 1, 2016 through December 31, 2020. Motion carried 3-0 There being no further business, the BOCC’s business meeting adjourned at 10:25 a.m. on October 19, 2015.
