Board Meeting Minutes 11/02/2015 (2)1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES November 9, 2015 The Board of County Commissioners (BOCC) for Lewis County, Washington, met in regular session on Monday, November 9, 2015, at 10:00 a.m. Commissioners Edna J. Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund, called the meeting to order, determined a quorum, and proceeded with the flag salute. Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday, November 2, 2015 Business Meeting. Commissioner Schulte seconded the motion. Motion carried 3-0. Public Comment Bob Guenther, Chehalis, spoke regarding Fire Mountain Farms Bio solids. He has spoken to the Department of Ecology and has received a report from them. He is concerned with the water elevation of the pond. Charles Duncan, Veterans Museum, spoke regarding the LTAC funding. Ron Averill, Centralia, spoke regarding funding for the Veterans Museum. Dianne Dorey, Assessor, informed the BOCC on how much was raised at the United Way Auction. This year they raised $4,691.00. EMPLOYEE Commissioner Fund stated this was the weekly United Way campaign donation employee drawing. The winner was Anita Holt and George Dodd. NOTICE Commissioner Schulte moved to approve the Notice Agenda items one and two. Commissioner Stamper seconded the motion. 1. Notice of Hearing: Regarding the Lewis County Countywide Planning Policies. Hearing will be held on or after 10:00 a.m., Monday, November 30, 2015. Resolution No. 15-310 Lee Napier, Director of Community Development, stated this Resolution sets the hearing date for amendments to the Lewis County Countywide Planning Policies. The Hearing is set for November 30, 2015. 2 2. Notice of Hearing: Approving the final 2016 Lewis County Budget. Hearing will be held on or after 10:00 a.m., Monday, December 7, 2015. Resolution No. 15- 311 Steve Walton, Budget Manager, stated notice for the hearing will be published in The East County Journal on November 11th, 18th, and 25th and in The Chronicle on November 17th and 24th. The BOCC will meet on Monday, December 7, 2015 for a public hearing for the purpose of taking public comment and for the purpose of finalizing the Lewis County Budget for 2016 will meet on Monday, December 7, 2015. An additional opportunity will be provided during an informational presentation Monday, November 16, 2015 at 5:30 pm in the Lewis County Historic Courthouse. Copies of the 2016 Preliminary Budget were made available to any citizen at the Centralia College campus locations in Morton and Centralia as well as all branches of the Timberland Libraries, the Lewis County Senior Centers, and in the Budget Office located in the Historical Courthouse, as well as online at lewiscountywa.gov. Motion carried 3-0. CONSENT Commissioner Schulte moved to approve the Consent Agenda items three and five through eight. Commissioner Stamper seconded the motion. 3. Resolution No. 15-312 Approval of warrants and payroll for payment. Suzette Smith, Auditors Office, stated this Resolution approves 221 regular warrants be approved for a total payment against the County in the amount of $692,988.39. This also approves168 payroll warrants and 471 automatic deposits\dated November 5, 2015 for a total payment against the County in the amount of $3,288,662.67. 5. Resolution No. 15-314 Approving a two-year personal services agreement extension with Butler Amusements, Inc. Michael Strozyk, Director of Central Services, stated this Resolution approves a two- year Personal Services Agreement extension with Butler Amusements Inc.. On October 25, 2004, Lewis County entered into a Personal Services Agreement with Butler Amusements, Inc. to provide carnival services to the Southwest Washington Fair for a period of five years ending in 2009 under Resolution # 04-350. Paragraph two of that agreement contains language that allows for an extension of the agreement for a series of two-year extensions. 6. Resolution No. 15-315 Approving an inter-local agreement with the City of Napavine for radio repair and maintenance services. Michael Strozyk, Director of Central Services, stated the County Central Services Department has a Radio Services Division which is responsible for the repair and 3 maintenance of the Lewis County Public Radio System. The City of Napavine is part of the Public Safety Radio System. This agreement will be for our Radio Services Division to provide radio repair and maintenance services to the City of Napavine on an "as needed" basis. City of Napavine agrees to pay an hourly fee of $55.00 billed in half hour increments for services provided during normal business hours. Non-business hour rate of $80.00 billed in half hour increments shall apply for all hours worked outside of normal business hours. In addition, .56 cents per mile will be billed for all mileage outside normal business hours. 7. Resolution No. 15-316 Approving of a funding agreement with U.S. Department of the Interior, U.S. Geological Survey, for the operation and maintenance of stream gaging stations in the Chehalis and Cowlitz River Basin. Tim Elsea, Director of Public Works, stated approval is needed for maintenance and operation of stream gaging stations in the Chehalis and Cowlitz River basins for the upcoming water year 2016. This agreement is for six stations in the Chehalis River basin and three in the Cowlitz River basin for a total program cost of $77,470. The USGS share is $17,320 which is 22% and the County share is $60,420 which is 78%. Lewis County's share of the 2015 program cost was $44,430. 8. Resolution No. 15-317 Approving a lease assignment at the Ed Carlson Memorial Field-South County Airport from Darrell M. Peterson to Heather Wittaker, dba Joesphine Air LLC. Lee Napier, Director of Community Development, stated Darrell M Peterson, leases Lot #18 at the Ed Carlson Memorial Field-South Lewis County Airport. He wishes to assign the lease, which is authorized under terms of the lease, to Heather Whittaker, dba Joesphine Air LLC. The Board of County Commissioners has the final authority to approve the lease assignment. Motion Carried 3-0 Commissioner Schulte moved to approve the Consent Agenda item four. Commissioner Stamper seconded the motion. 4. Resolution No. 15-313 Approval of awards for the Chemical-Dependency Health-Therapeutic Courts (CD-MH-TC) .1 of 1% Sales and Use Tax Funds to local agencies. Danette York, Director of Health and Social Services, stated the County received proposals in response to the RFP released for the CD-MH-TC sales tax fund. An ad hoc committee was created to review the proposals and listen to presentations. The committee recommends funding the following agencies with the specified amount each year for two years: 1. Health Partnership, $117,500 2. Housing Resource Center, $60,000 4 3. Centralia College, $30,000 4. Reliable Enterprises, $65,000 5. Cascade Mental Health Care, $52,500. This will equal $325,000 per year for two years for a total amount of $650,000 from January 2016 through December 2017. Commissioner Schulte recommended withholding the funds from Cascade Mental Health Care. We have a couple of issues that we have become aware of after. They asked for funding that increases the match for the schools which puts half of the schools at risk for losing this program. He recommends approving items 1-4 and withhold funding from Cascade Mental Health until we renegotiate a contract with them to allow all the schools to participate. Commissioner Schulte asked to amend his motion. He moved to approve funding for items 1-4 and withhold funding for Cascade Mental Health. Commissioner Stamper seconded. Ron Averill, Centralia, stated he concurs with the recommendation of the Commissioners. In addition the Centralia School District made a strategic error in the way they applied for funds and got cut off so this might be a way that Centralia can get back into the program. Motion Carried 3-0 Commissioner Schulte moved to approve the Consent Agenda item nine. Funding all recommended applicants and delete funding for the White Pass Scenic Byway changing the total funding approved from $281,000 to $231,000. Commissioner Stamper seconded the motion. 9. Resolution No. 15-318 Approving funding from the Tourism Promotion Fund No. 198 to agencies for tourism related activities per RCW 68.28.180. Commissioner Schulte stated he has had numerous conversations with the White Pass Scenic Byway with concerns over internal control. We wanted to see them update or draft policies to include travel, per diem, nepotism, and fixing their contracting process. Due to issues in the past we have asked them to complete an audit which has not been done. I would consider reconvening the LTAC Board to address that $50,000. He feels this funding should be spent on events and festivals that make Lewis County a destination. He would also like to give some of the other opportunities for the camping and resorts to utilize this funding to promote them countywide. Commissioner Stamper stated he agrees with Commissioner Schulte. We are trying to serve all of Lewis County. Making a determination of who received funding is a very difficult decision that the LTAC committee has to make. 5 Chair Fund provided background on how lodging tax is done. According to RCW 67.28.1816 there is a Lodging Tax Advisory Committee. It is required that they have equal number of people from the Lodging Industry as well as those who want to use that funding. This is not a win win situation it is a win lose situation. This year we said to all applicants that we want them to cover all of Lewis County. The Lodging Tax Advisory Committee took their responsibility seriously but unfortunately there are winners and losers in this. When we come to Discover Lewis County we discussed what can discover Lewis County due for these other entities”. We also looked at the various Museums in Lewis County and are asking them to work together throughout the County. The Legislator has tied our hands in terms of this moment. We can only say $0 or the amount recommended by LTAC. Motion carried 2-0 Chair Fund abstained There being no further business, the BOCC’s business meeting adjourned at 10:47 a.m. on November 9, 2015.
