BOARD MEETING MINUTES
December 14, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, December 14, 2015, at 10:00 a.m. Commissioners Edna
J. Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund,
called the meeting to order, determined a quorum, and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday,
December 7, 2015 Business Meeting. Commissioner Schulte seconded the motion.
Motion carried 3-0.
Public Comment
Steve Mansfield, Emergency Management, and Tim Elsea, Director of Public
Works, provided updates from last weeks storm.
Notice
Commissioner Schulte moved to approve Notice Agenda items one and two.
Commissioner Stamper seconded the motion.
1. Call for Bids: For the 2014 Flexible Guidepost Project Phase I. Bids are due to
the Clerk of the Board on or before11:00 a.m., January 12, 2016. Resolution
No. 15-361
Tim Elsea, Director of Public Works, stated this contract provides for the
improvement of approximately 95 miles of roadway, in Lewis County by placing Flexible
Guideposts as directed by the Engineer, and traffic control on various roads, and other
work, all in accordance with the Contract Plans, Contract Provisions, and the Standard
Specifications. This is phase 1 of the Lewis County Safety Program.
2. Request for Qualifications: For the Vader-Enchanted Valley Water System
Reservoir Project. RFQ packages are due to Public Works on or before 11:00
a.m., January 19, 2016. Resolution No. 15-362
Tim Elsea, Director of Public Works, stated this Resolution will approve publication of
notices to solicit statements of qualification from engineering consultant firms to provide
engineering and construction support services for a new water reservoir in the Vader-
Enchanted Valley water system. Resolution 15-339 (November 23, 2015) approved the
contract award of $717,000 from the State Department of Commerce through their
Community Development Block Grant (CDBG) General Purpose program. The funding
is for design and construction of a new potable water reservoir for the Vader-Enchanted
Valley water system. Our next step is to obtain professional engineering services to

assist Public Works with permitting, design, construction plans, contract provisions and
construction support services.
Motion carried 3-0.
Consent
Commissioner Schulte moved to approve the Consent Agenda items three through
ten. Commissioner Stamper seconded the motion.
3. Resolution No. 15-363 Appointment to the Lewis County Flood Control District
No. 1.
Chair Fund stated this Resolution appoints Pete Beazy to the Lewis County Flood
Control District No. 1.
4. Resolution No. 16-364 Appointment to the Board of Directors of the Public
Facilities District.
Chair Fund stated this is an Appointment of Ron Averill and Candy Hallom to the Board
of Directors to the PFD.
5. Resolution No. 15-365 Approval or warrants for payment.
Suzette Smith, Auditors Office, stated this Resolution approves 195 regular warrants
for a total payment against the County in the amount of$731,021.69
6. Resolution No. 15-366 Closing the 2005 Debt Service Fund No. 205 and
authorizing the transfer of residual cash.
Suzette Smith, Auditors Office, stated due to the issuance of refunding bonds, the
2005 Debt Service Fund No. 205 is no longer needed. The residual cash should to be
transferred to Fund 215 and the Fund No. 205 officially closed. Section 9 of Resolution
05-117 created the Lewis County Limited Tax General Obligation Refunding Bonds,
Series 2005 Debt Service Fund. The eligible outstanding bonds were refunded in 2015
eliminating the need for the continuation of the LC LTGO Refunding Bonds, Series 2005
Debt Service Fund No. 205. Any residual cash in Fund 205 should be transferred to the
2015 Bond Redemption Fund No. 215.
7. Resolution No. 15-367 Commitment of financial resources for specific
purposes for the animal shelter in Fund 301.
Suzette Smith, Auditors Office, stated the Governmental Accounting Standards Board
(GASB) Statement No. 54 establishes accounting and financial reporting standards for
governments that report governmental funds and criteria for classifying fund balances
into specifically defined classifications and clarifies definitions for governmental fund
types. The Board of County Commissioners (BOCC) has the authority under GASB
Statement No. 54 to commit specific financial resources for specific expenditures.

The Lewis County Animal Shelter has received unrestricted bequests totaling
$438,757.60. To honor the spirit of the bequests the BOCC "Commits" the use of the
unrestricted bequests to only those expenditures related to the capital acquisition,
construction, or repair of assets and facilities related to the Animal Shelter and
recognizes the revenue within the Capital Maintenance and Repair Fund No. 301.
Increase to the bequest contribution revenue, Committed Fund Balance, and cash in the
Capital Maintenance and Repair Fund No. 301. Decrease to the bequest contribution
revenue, Unassigned Fund Balance, and cash in the Current Expense Fund No. 001.
8. Resolution No. 15-368 Reappointment of a member to the Lewis County
Planning Commission.
Lee Napier, Director of Community Development, stated this is a reappointment of
Jeff Millman to the Lewis County Planning Commission. There will be two vacant
position in 2016.
9. Resolution No. 15-369 Acquistion of additional road right of way for the
Highway 603 Stabalization Project.
Tim Elsea, Director of Public Works, stated the Lewis County Transportation
Improvement Plan includes the Highway 603 Stabilization Project. On February 24,
2014, the Board of County Commissioners (BOCC) passed Resolution 14-066,
instructing the County Road Engineer to acquire all necessary right of way for the
Highway 603 project under its eminent domain authority. Negotiations have not been
successful in acquiring right of way from the property owner and will require
condemnation. On November 23, 2015, the BOCC passed Resolution 15-332
instructing the Public Works Department to proceed with all necessary notifications and
publications required by RCW 8.25.290. Since that date all notifications and publications
required by law have been met. This resolution would direct the Prosecuting Attorney to
initiate condemnation proceedings to acquire the necessary right of way.
10. Resolution No. 15-370 Initiating county road construction projects and
assigning County Road Project numbers.
Tim Elsea, Director of Public Works, stated this establishes CRP numbers that
authorize the preliminary engineering, right of way purchase, and construction of
projects as part of the 2016 Annual Construction Program (ACP).
Pursuant to RCW 36.75.050, the Board of County Commissioners shall by resolution,
and not otherwise, order the survey, establishment, construction, alteration, or
improvement of county roads and bridges; the county road engineer shall prepare all
necessary maps, plans, and specifications; therefore, showing the right of way widths,
the alignments, gradients, and standards of construction.
All county road projects scheduled for design and/or construction in 2016 have been
adopted as part of the 2016 Annual Construction Program (ACP) and 2016-2021 Six-
Year Transportation Improvement Program (TIP), by Resolution 15-331 on November
16, 2015. The 2016 ACP represents the first year of the 2016-2021 TIP.

The signing of the attached resolution will establish official CRP numbers and authorize
the preliminary engineering, right of way, and construction improvements for the 2016
Countywide 3R Program and 2016 Misc. Safety and Guardrail projects. The CRP
number will follow the project through completion.
