BOARD MEETING MINUTES
December 28, 2015
The Board of County Commissioners (BOCC) for Lewis County, Washington, met in
regular session on Monday, December 28, 2015, at 10:00 a.m. Commissioners Edna
J. Fund, Gary Stamper, and P.W. “Bill” Schulte were in attendance. Chair Fund,
called the meeting to order, determined a quorum, and proceeded with the flag salute.
Commissioner Stamper moved to approve the minutes of the 10:00 a.m., Monday,
December 21, 2015 Business Meeting. Commissioner Schulte seconded the motion.
Motion carried 3-0.
Consent
Commissioner Schulte moved to approve Consent Agenda items one through ten.
Commissioner Stamper seconded the motion.
1. Resolution No. 15-382 Appointing the Chair and Vice-chair for the Lewis
County Board of County Commissioners for 2016.
Chair Fund stated this Resolution appoint P.W. Schulte as Chair and Gary Stamper as
Vice-Chair for the 2016 calendar year.
2. Resolution No. 15-383 Approving the 2016 Lodging Tax Contract Agreements.
Chair Fund stated the purpose of this resolution is to approve contracts between Lewis
County and various organizations for the use of Hotel/Motel Tax funds on a
reimbursement basis from Tourism Promotion Fund No. 198.

Destination Packwood: $60,500
Onalaska Alliance: $9,500
Fire Mt. Arts Council: $8,000
White Pass Historical Society: $13,000
Mossyrock Area Action League: $14,000
Cowlitz River Valley Historical Society: $6,000
Chehalis Centralia RR Museum-Operating: $5,000
Lewis County Community Trails: $5,000
Historical Museum Operations and Maintenance: $15,000
Discover Lewis County: $85,000
3. Resolution No. 15-384 Approval of warrants for payment.
Suzette Smith, Auditors Office, stated this Resolution approves 95 regular warrants
for a total payment against the County in the amount of $359,848.83.

4. Resolution No. 15-385 Approving a collective bargaining agreement with
Teamsters 252 Assessor’s group.
5. Resolution No.15-386 Approving a collective bargaining agreement with
Teamsters 252 Supervisor’s group.
6. Resolution No. 15-387 Approving a collective bargaining agreement with
Teamsters 252 Juvenile Detention group.
7. Resolution No. 15-388 Approving a collective bargaining agreement with
Teamsters 252 Juvenile Probation Clerical group.
8. Resolution No. 15-389 Approving a collective bargaining agreement with
Teamsters 252 Combined group.
9. Resolution No. 15-390 Approving a collective bargaining agreement with
Teamsters 252 Prosecuting Attorney’s Clerical group.
Daleyn Coleman, Human Resourse, speaking to items 4 through 9. These Resolution
approve Collective Bargaining Agreements between Lewis County and Teamsters 252
Assessor’s group, Supervisor’s group, Juvenile Detention group, Juvenile Probation
Clerical group, Combined group, and Prosecting Attorney’s Clerical group. The duration
of these contracts will be 1 year dated 1/1/15 through 12/31/15. Effective November 1,
2015, the Employer Health and Welfare contribution increases from a maximum $950
per employee per month to a maximum employer contribution $1000.00 per employee
per month. A 1.2% wage adjustment to offset the PERS employee contribution will be
effective November 1, 2015. Basic housekeeping procedures are not listed as changes.
These types of items generally are spelling errors, grammatical errors, seniority, and
other items of similar nature. Clarification of policy is not listed as a policy change or
modification since the essence of the policy is still the same.
10. Resolution No. 15-391 Approving an interlocal agreement with the City of
Chehalis.
Lee Napier, Director of Community Development, stated this resolution will allow
Lewis County to enter into an Interlocal Agreement (ILA) with the City of Chehalis to
provide reliable fire investigation services. This ILA will replace an existing agreement
and amendment that will expire December 31, 2015. The term of the new agreements
will be for a period of 5 years and expire on December 31, 2021.

11. Resolution No. 15-392 Approving the Ninth Supplement to the Personal
Services Agreement with WEST Consultants Inc.
Lee Napier, Director of Community Development, stated the approval of the Ninth
Supplement to Personal Services Agreement between WEST Consultants, Inc. and
Lewis County. The Flood Authority recommends extending the Personal Services
Agreement with WEST Consultants, Inc., (WEST) to provide maintenance service for
the flood early warning system, web subscription fees and parts inventory.
Motion carried 3-0.

There being no further business, the BOCC’s business meeting adjourned at 10:11 am
on December 28, 2015. The next public meeting will be held Monday, January 4, 2016.
