2014-01-13 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES January 13, 2014 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, January 13, 2014 at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund, and Bill Schulte were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, January 6, 2014. Commissioner Schulte seconded the motion. Motion Carried 3-0 NOTICE Commissioner Schulte made a motion to approve the Notice Agenda item one. Commissioner Fund seconded the motion. 1. Notice of Hearing: Regarding the fourth 2013 Budget Amendment. Hearing will be held on or after 10:00 am, on Monday, January 27, 2014. Resolution No. 14- 014 Lara Seiler, Budget Office, stated this is a notice of public hearing for an emergency budget amendment for the 2013 budget. Expenditures will be increased to $100,000 and use of fund balance in the amount of $100,000. Notice of public hearing will be published in The East County Journal on January 15th and 22nd. The hearing will be held in the Historic Courthouse, on January 27, 2014. The hearing will be held on or after 10:00 a.m. Motion Carried 3-0 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items two through ten. Commissioner Schulte seconded the motion. 2. Resolution No. 14-015 Approval of warrants for payment. Chairman Grose stated this Resolution approves 1 special purpose warrant in the amount of $84.00 and 327 regular warrants in the amount of $1,408,010.07 for a total payment against the County in the amount of $1,408,094.07. 3. Resolution No. 14-016 Authorizing legal defense and indemnity for former Lewis County Employees. 4. Resolution No. 14-017 Authorizing legal defense and indemnity for Lewis County Employees. 2 5. Resolution No. 14-018 Authorizing legal defense and indemnity for the Lewis County Coroner. Chairman Grose stated items 3, 4, and five are all indemnity agreements to indemnify current and former county employees in lawsuits that have been issued to them in the official capacity as employees of Lewis County. Some of them no longer work for Lewis County but these lawsuits stem from their employment within Lewis County. 6. Resolution No. 14-019 Approving the CD-MH-TC Sales & Use Tax contracts with Reliable Enterprises, Lewis County Shelter Program, NAMI, Fresh Start, Eugenia Center, and Cascade Mental Health Care to improve health, stability, and welfare of Lewis County citizens. Danette York, Director of Public Health and Social Services, stated this Resolution approves CD-MH-TC Sales & Use Tax contracts between Lewis County and Reliable Enterprises, Lewis County Shelter Program, NAMI, Fresh Start, Eugenia Center, and Cascade Mental Health Care to improve the health, stability, and welfare of Lewis County citizens. Seven agencies/service providers responded to and were awarded funding via the General Request for Proposals CD-MH-TC Sales and Use Tax. They will provide a variety of services such as, housing stabilization, drug-abuse relapse prevention, mental illness community education, and early intervention in elementary schools. Six of those seven agencies are awarded funding in this resolution. Reliable Enterprises, $65,000.00; Lewis County Shelter Program, $85,000.00; NAMI, $600.00; Fresh Start, $90,000.00; Eugenia Center, $40,000.00; Cascade Mental Health Care, $45,000.00. That $45,000.00 is being split between school districts. $30,000 will be used toward Napavine and Winlock School Districts and $15,000 will be used toward the Chehalis School District. Fund: 110-000-000-000-313-14-00-00 Amount: $325,600.00 Jan. 1, 2014 – Dec. 31, 2014, $325,600.00 Jan. 1, 2015 – Dec. 31, 2015 $651,200.00 Total amount awarded from January 1, 2014 - December 31, 2015. 7. Resolution No. 14-020 Approving an inter-local agreement with Grays Harbor County for the Community Transformation Grant. Danette York, Director of Public Health and Social Services, state this Resolution approves an Inter-local Agreement between Lewis County and Grays Harbor County for the Community Transformation Grant. Grays Harbor has been identified as the Hub lead for the priority counties located in the Central Western Washington region. The priority counties include Grays Harbor, Thurston, and Lewis. Grays Harbor will contract with the State Department of Health to receive the total funds awarded to the region. This agreement will allow Grays Harbor to transfer a portion of those grant funds to Lewis County and allows Lewis to bill Grays Harbor for our portion of the regional award. This grant is used to address the health improvement initiative that has been identified as tobacco free living active living and healthy eating. 8. Resolution No. 14-021 Appointing members to the Lewis County Salary Commission. 3 Archie Smith, Human Resources, stated back in 2001 the Lewis County Board of County Commissioners established a salary commission for elected salary’s those member can serve the defined terms. What has occurred over the last four years with the salary commission not meeting during that time the majority of the member's terms have expired. This resolution will approve the members as members to this commissioner. Resolution No. 14-022 Authorizing a contract with Cowlitz - Wahkiakum Council of Governments for costs of transportation planning work performed. Tim Elsea, Director of Public Works, stated this Contract between Cowlitz-Wahkiakum Council of Governments and Lewis County is provided to support a Transportation Planner for 2013-2014. The Planner will support Lewis County and the Lewis County Transportation Coalition in developing comprehensive transportation solutions and to assist in prioritizing and programming transportation infrastructure within the county and developing regional infrastructure improvements. This work will support the delivery of the Products/Outcomes as defined in the Lewis County Transportation Strategy Council Charter including travel demand forecasting and traffic modeling of the regional, county, and local city roadway systems. The purpose of this work is to develop long range regional transportation improvements to meet future land use and growth to an acceptable level of service within Lewis County. The term of the agreement is July 1, 2013 through June 30, 2014. The maximum amount payable under this contract is $25,000.00. 10. Resolution No. 14-023 Bid award for the 2014 Chip Seal Rock Proposal Project. Tim Elsea, Director of Public Works, stated this contract provides for the production, delivery and stockpiling of crushed screenings for Lewis County's maintenance chip seal program. This material purchase will allow Lewis County crews to complete approximately 72 miles of chip seal throughout the county during the 2014 summer road construction season. A Call for Bids was made on December 9, 2013. The project was advertised for two consecutive weeks in the East County Journal and the Chronicle. The project was also listed on Lewis County's website. Public Works received 2 responsive bids for this project on January 7, 2014. Sterling Breen Crushing, Chehalis, WA, provided the lowest responsive bid of $195,722.11 (total for Schedules A and B combined). The Engineer's Estimate for this material supply was $179,172.22. The lowest responsive bid is 9.2% over the Engineer's Estimate (for Schedules A & B combined). Due to the current bidding climate, remote delivery sites in east Lewis County, limited chip rock availability and production time needed, Public Works staff recommends acceptance of the low bid provided by Sterling Breen Crushing. Motion Carried 3-0 4 There being no further business, the Commissioners’ public meeting adjourned at 10:15 a.m. on January 13, 2014. The next public meeting will be held Monday, January 27, 2014.
