2014-04-07 Board Meeting Minutes1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES April 7, 2014 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, April 7, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund, and Bill Schulte were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, March 31, 2014. Commissioner Schulte seconded the motion. Motion Carried 3-0 Employee Recognition Chairman Grose recognized two directors and two managers for completion and achievement in becoming Certified Public Officials. Danette York, Director of Health and Social Services Archie Smith, Human Resources Manager Paulette Young, Risk Manager Michael Strozyk, Director of Central Services PROCLAMATION Commissioner Fund made a motion to approve the Proclamation Agenda item one. Commissioner Schulte seconded the motion. Commissioner Fund read the Proclamation into the record. 1. Proclamation: Proclaiming April 6-12, 2014 as National Volunteer Week. Motion Carried 3-0 NOTICE Commissioner Schulte made a motion to approve the Notice Agenda items two and three. Commissioner Fund seconded the motion. 2. Notice of Hearing: Regarding the approval of Open Space Designations. Hearing will be held on or after 10:00 am on Monday, April 28, 2014. Resolution No. 14-113 Lee Napier, Director of Community Development, stated this Resolution sets a Public Hearing. The Planning Commission will take action on several open space applications. The hearing is set for April 28, 2014 on or after 10:00 am. 2 3. Notice of Hearing: Regarding a non-exclusive franchise to the Industrial Park at TransAlta to construct, operate and maintain water and sewer facilities on Big Hanaford Road right of way. Resolution No. 14-114 Tim Elsea, Director of Public Works, stated this resolution will set May 5, 2014, as the date for hearing on said Franchise request and will instruct the Clerk of the Board to proceed with all appropriate and necessary notifications, posting and publication as required by RCW 36.55.040. Motion Carried 3-0 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items four through six. Commissioner Schulte seconded the motion. 4. Resolution No. 14-115 Approval of warrants and payroll for payment. Chairman Grose stated this Resolution approves 241 regular warrants for a total payment against the County in the amount of $1,354,934.06. This also approves 198 payroll warrants and 446 automatic deposits dated April 4, 2014 is approved for a total payment against the County in the amount of $3,272,159.38. 5. Resolution No. 14-116 Bid award for the 2013-2014 County Legal Printing. Karri Muir, Clerk of the Board, stated every year the BOCC goes out for legal publication. This resolution awards The Chronicle as our Legal publications. Their bid was $6.00 for 18 type at 1.2 column inch. 6. Resolution No. 14-117 Appointment of a member to the Lewis County Planning Commission. Lee Napier, Director of Community Development, stated the Lewis County Planning Commission is comprised of seven volunteers who review proposed comprehensive plans and land use regulations on behalf of the citizens of Lewis County. The Planning Commission conducts public hearings concerning land use and zoning issues and makes recommendations to the Board of County Commissioners about how these land use issues should be resolved. Planning Commissioners are not policy makers or legislators and they do not work for the County. Their role is to represent the perspective of local citizens as a counter-balance to the technical perspective of professional planning and engineering staff in a policy advisory capacity to the Board of County Commissioners. Planning Commissioners listen to complex testimony and strive to find an appropriate balance between competing goals and values before submitting their recommendations to the Board of County Commissioners. This Resolution appoints Sue Rosbach as a new member on this commission. Motion Carried 3-0 3 There being no further business, the Commissioners’ public meeting adjourned at 10:13 a.m. on April 7, 2014. The next public meeting will be held Monday, April 14, 2014.
