2014-04-14 Board Meeting Minutes1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES April 14, 2014 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, April 14, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund, and Bill Schulte were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Schulte moved to approve the minutes from the 10:00 a.m. meeting held on Monday, April 7, 2014. Commissioner Fund seconded the motion. Motion Carried 3-0 PROCLAMATION Commissioner Fund made a motion to approve the Proclamation Agenda item one. Commissioner Schulte seconded the motion. Commissioner Fund read the Proclamation into the record. 1. Proclamation: Proclaiming April 13-19, 2014 as National Public Safety Telecommunications Week in Lewis County. Craig Larson, 911 Manager, stated Lewis County 911 has answered the call from Lewis County Citizens around 156,000 times in the last year and we look forward to continuing to do that with the same level of professionalism and compassion. He appreciates the support the department has from this board. Motion Carried 3-0 NOTICE Commissioner Schulte made a motion to approve the Notice Agenda items two through four. Commissioner Fund seconded the motion. 2. Call for Bids: For the 2014 Countywide Base Stabilization Project. Bids are due to the Clerk of the Board on or before 11:00 a.m., on May 6, 2014. Resolution No. 14- 118 Tim Fife, Public Works, stated this contract will allow Lewis County to improve 3.41 miles of Pe Ell McDonald Road (MP 2.94 to MP 6.35) by pulverization and cement stabilization, and other work, all in accordance with the Contract Provisions and the Standard Specifications. The 2014 Countywide Base Stabilization Project, CRP 2168A is listed as #3 on Lewis County's previously adopted amended 2014-2019 Six-Year Transportation Improvement Program. Sealed bids for the 2014 Countywide Base Stabilization Project, CRP 2168A shall be submitted to the Clerk of the Board of Lewis County Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, 2 Washington 98532), by or before 11:00 a.m. on Tuesday, May 6, 2014 and will be opened on or after 11:30 a.m. on May 6, 2014. Bids submitted after 11:00 a.m. will not be considered for this project. Contract documents will be available for viewing on Lewis County’s website after the successful execution of the Bid Call. 3. Call for Bids: For the Leudinghaus Bridge No. 87 (Mays Bridge) Project. Bids are due to the Clerk of the Board on or before 11:00 a.m., May 6, 2014. Resolution No. 14-119 Tim Fife, Public Works, stated this contract will allow Lewis County to replace Leudinghaus Bridge No. 87, which was destroyed during the 2007 flood, These improvements will include constructing a 200-foot steel through-truss bridge, structural earth walls, clearing and grubbing, excavation, asphalt concrete pavement, installing beam guardrail, installing a three sided culvert, placing rip rap, constructing storm water facilities, and other work, all in accordance with the Contract Provisions and the Standard Specifications. The Leudinghaus Bridge No. 87 (Mays Bridge) Project, CRP 2123, FEMA P.W. 110 is listed as #8 on Lewis County's previously adopted amended 2014-2019 Six-Year Transportation Improvement Program. 4. Notice: Publication of the 2014 County Forces road construction projects and costs. Resolution No. 14-120 Tim Fife, Public Works, stated Pursuant to RCW 36.77.070, the Board of County Commissioners is required to publish in a newspaper of general circulation, a brief description of the work, together with an accurate statement of the true and complete cost of construction projects completed by County Forces in 2013, where the cost of the work exceeds $10,000. Construction by County Forces is defined in WAC 136-18-020 as construction work performed by personnel carried on the county payroll using county owned, leased or rented equipment. Publication of the executed resolution in the East County Journal on April 16, 2014 will fulfill the requirements of RCW 36.77.070. 5. Notice of Hearing: To receive citizens’ views on community development and housing needs and to receive comments on proposed projects under consideration for the Community Development Block Grant (CDBG) funding. Resolution No. 14-121 Danette York, Director of Health and Social Services, stated Lewis County will be the recipient and fiscal agent for the Community Development Block Grant (CDBG) through a contract with the Department of Commerce. We will then subcontract with the Community Action Council (CAC) of Lewis, Mason, and Thurston Counties to complete the scope of work. Approximately $98,945 will be allocated to the communities of Mason and Lewis Counties and we would retain $3000 to cover administrative costs. A Public Hearing will be held on April 28, 2014 for the purpose of reviewing community development and housing needs, informing citizens of the availability of funds and 3 eligible uses of the state CDBG and receiving comments on proposed activities, particularly from lower income persons residing in the Lewis County area. Motion Carried 3-0 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items six and seven. Commissioner Schulte seconded the motion. 6. Resolution No. 14-122 Approval of warrants for payment. Chairman Grose stated this Resolution approves 219 regular warrants for a total payment against the County in the amount of $485,105.09. 7. Resolution No. 14-123 Appointing a member to the CD-MH-TC Sales Tax Advisory Board. Danette York, Director of Health and Social Services, stated during the February 4, 2014 meeting the Sales Tax Advisory Board members voted unanimously to recommend that the Board of County Commissioners appoint Brett Mitchell, Executive Director of Reliable Enterprises, as the alternate representative of the Affordable Housing Network on the board until September 30, 2016. Brett will serve as alternate to Ruth Gutierrez who is the appointed Affordable Housing Network representative. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:14 a.m. on April 14, 2014. The next public meeting will be held Monday, April 21, 2014.
