BOARD MEETING MINUTES
May 12, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, May 12, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna
J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, May
5, 2014. Commissioner Grose seconded the motion.

NOTICE
Commissioner Schulte made a motion to approve the Notice Agenda items one
through three. Commissioenr Fund seconded the motion.
1. Call for Bids: For the Bishop Road Improvement Project. Bids are due to the
Clerk of the Board on June 3, 2014. Resolution No. 14-148
Tim Elsea, Director of Public Works, stated this contract will provide for the
improvement of 1.1 miles of Bishop Road by widening, intersection safety
improvements at Interstate Avenue, paving with hot mix asphalt (HMA), and adding
safety improvements, and other work in accordance with the Contract Plans, and the
2014 WSDOT standard Specifications. Sealed bids for the Bishop Road Improvement
Project, CRP 2134 shall be submitted to the Clerk of the Board of Lewis County
Commissioners (351 N.W. North Street, Room 210, CMS-01, Chehalis, Washington
98532), by or before 11:00 a.m. on Tuesday, June 3, 2014 and will be opened on or
after 11:30 a.m. on June 3, 2014. Bids submitted after 11:00 a.m. will not be considered
for this project. Contract documents will be available for viewing on Lewis County’s
website after the successful execution of the Bid Call.
2. Notice: Public auction of surplus county property will be held at 8:00 a.m. on
May 30, 2014 at Ritchie Brothers in Chehalis, WA. A complete list of items is
available from the Lewis County Department Public Works, Fleet Division.

3. Notice of Hearing: Regarding Ordinance 1254 renewing the moratorium
involved in the production, processing, and retail sale of marijuana and related
products. Hearing will be held on or after 10:00 a.m., on Monday, June 2, 2014.

Lee Napier, Director of Community Development, stated this Resolution to set a
hearing date to renew the moratorium upon establishments involved in the production,
processing and retail sale of marijuana and related products. Set a hearing date to

retail sale of marijuana and related products. The moratoria is adopted pursuant to the
authority of RCW 36.70A.390. This is the method by which local governments may
preserve the status quo, so that new plans and regulations will not be rendered moot by
intervening development. The County will need an additional six-month period to
conduct an appropriate land use analysis and to develop appropriate recommendations
for the Lewis County Planning Commission to consider regarding the issues. Staff
recommends a hearing date be set and the moratorium renewed.

CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items four
through seven. Commissioner Schulte seconded the motion.
4. Resolution No. 14-151 Approval of warrants and payroll for payment.
5. Resolution No. 14-152 Reappointment and appointment of members to the
Lewis County Solid Waste Advisory Committee.
6. Resolution No. 14-153 Approving the Rural Arterial Program Project
Agreement for construction proposal amendments between Lewis County and
the County Road Administration Board (CRAB) for Centralia Alpha Road
Improvement Project.
7. Resolution No. 14-154 Bid award for the 2014 Countywide Base Stabilization
Project.

There being no further business, the Commissioners’ public meeting adjourned at 10:34
a.m. on May 5, 2014. The next public meeting will be held Monday, May 12, 2014.
