BOARD MEETING MINUTES
June 9, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, June 9, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna
J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
June 2, 2014. Commissioner Schulte seconded the motion.
Motion Carried 3-0
Senior Recognition
Chairman Grose stated over the last few years we have recognized athletic teams who
have won State Championships and we thought it would be appropriate to do something
similar to those who have excelled in academics. Your efforts are appreciated.

NOTICE
Commissioner Schulte made a motion to approve the Notice Agenda item one.
Commissioner Fund seconded the motion.
1. Notice: Regarding the temporary closure of King Road to all through traffic
from June 16, 2014 to December 31, 2014. Resolution No. 14-174
Tim Elsea, Director of Public Works, stated a rehabilitation project located between
mile post 8.41 and 10.55 on King Road will necessitate closing the road between Sears
Road and Lake Creek Road to through traffic during the period of work. The closure will
be from June 16, 2014 through December 31, 2014, starting at 7:00 A.M. on the first
day of closure and ending 5:00 P.M. on the last day of the closure. The Public Works
Department will post the required advisory signs on both sides of the closure, and will
notify 911 Communications, the School District and the local fire department of the
closure.

CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items two
through six. Commissioner Schulte seconded the motion.
1. Resolution No. 14-175 Approval of warrants and payroll for payment.
Chairman Grose stated this Resolution approves 375 regular warrants for a total
payment against the County in the amount of $1,191,640.62. This also approves
213 payroll warrants and 444 automatic deposits dated June 9, 2014 are approved for a
total payment against the County in the amount of $3,338,522.82.
2. Resolution No. 14-176 Cancellation of warrants.
Chairman Grose stated we have three warrants being canceled.
S&B Hospitality LLC in the amount of $231.00 will be voided and reissues
Centralia College in the amount of $175.00 will be voided
Providence Health & Services in the amount of $412.26 will be voided
3. Resolution No. 14-177 Approving a CDBG contract with the Washington State
Department of Commerce.
Danette York, Director of Health and Social Services, stated Lewis County has
been requested to serve as the recipient of the 2014-2015 Community Development
Block Grant (CDBG) Public Services Program. Approve Contract between Lewis
County and Washington State Department of Commerce Community Development
Block Grant from July 1, 2014 through June 30, 2015.
Amount: $ 3,000 Administrative costs to be retained by Lewis County
$95,945 subcontracted to Community Action Council

$98,945 total Amount of Contract.
4. Resolution No. 14-178 Approving a contract with the Salvation Army to
provide assistance to individuals who are at risk of or experiencing
homelessness.
Danette York, Director of Health and Social Services, stated approve contract
between Lewis County and The Salvation Army to provide assistance to individuals who
are at-risk of or experiencing homelessness. Lewis County Public Health & Social
Services is the lead agency for the CHG (Consolidated Homeless Grant). Lewis County
contracts with local service providers to provide shelter and services to homeless and
at-risk persons and families in Lewis County. CHG is designed to support an integrated
system of housing assistance to prevent homelessness and quickly re-house families
who are unsheltered. Effective January 1, 2014 – December 31, 2015 in the amount of
$53,921.00.
5. Resolution No. 14-179 Approving Contract Amendment “A” to the
Consolidated Homeless Grant with the WA State Department of Commerce.
Danette York, Director of Health and Social Services, stated this contract provides
funds for emergency shelter and services to families and individuals at-risk of or
experiencing homelessness in Lewis County. Lewis County Public Health & Social
Services is the lead agency for the CHG (Consolidated Homeless Grant). The funding
provided from this grant allows Lewis County to contract with local service providers to
provide shelter and services to homeless and at risk persons and families in Lewis
County. Amendment Grant total Amount $1,195,056.00. Funding comes from the
Department of Commerce to Lewis County and will be distributed to local service
providers throughout the County. These funds were anticipated for 2014.

Hearing
Hearing: CDBG Funding
Chairman Grose announced the hearing and went over the procedures. He asked staff
for a report.
Tim Elsea, Director of Public Works, stated we are here to discuss a CDBG General
Purpose Grant for the funding of a new reservoir at the Vader Water System.
Community Development Block Grant program is a program that helps rural
communities with project that benefit low and moderate income persons. They have
several grant programs. We are asking permission to apply for a General Purposes
Grant. This is for public infrastructure, community facilities, affordable housing, or
economic development. We did perform an income survey in the community of Vader
to ensure we qualified for these grants. The Vader community does qualify for these
grants. We have comment sheet at the podium if anyone would like to sign up to
comment.

Shirley Kook, Public Works, stated the Lewis County Public Works wishes to apply for
CDBG General Purpose Grant funding to construct another reservoir at the Vader
Water Treatment Plant site. An additional storage reservoir is identified and supported
in the current Water System Plan for the Vader-Enchanted Valley water system (Water
System #90900E). This secondary reservoir will eliminate the existing storage capacity
deficiency, improve system pressures, allow options to remove the existing reservoir
from service for repairs and cleaning, and provide efficient operation options when raw
water is turbid. All these benefits offer operational cost savings as we operate the
Vader Water System. When we have high flows from heavy rain storms or discharges
from Tacoma Power it results in higher than normal turbidity in our plant. This turbid
water sets our plant to undergo frequent backwashes which results in using more
chemicals and power. With our current one reservoir we have to make water to fill up
our reservoir. We cannot turn our plant off nor have it go offline. Having this additional
reservoir will give us the capacity to have our plant go offline when there is high raw
water turbidity. We are asking for approval to go ahead with this application and are
asking for $717,000.
Tim Elsea stated this improvement has been listed in our Water System Plan.
Currently we have the one reservoir at 250,000 gallons. This will allow us to take the
reservoirs offline to do maintenance on either reservoir.
Ron Averill, Centralia asked if this is one of the grant programs where there is only
one grant allowed per year for the County and Cities? The Vader Water System
originally belonged to Vader and the reason we are making this application is the
County rather than the City. He has for the County to explain.
Tim Elsea stated the Vader Water System had experienced several water main breaks
and depressurization of the water system between 2007 and 2010 which resulted in 10
boil water advisories. The system was under receivership in 2010 and has recently
come under ownership of the County.
Commissioner Grose asked if there were any questions. There were none. He closed
the question and answer portion of the hearing and opened the formal hearing.
Tim Elsea and Shirley Kook asked that their previous comments be adopted into the
record.
Commissioner Grose asked if anyone else would like to testify. There was none. He
closed the hearing and asked for a motion.
Commissioner Schulte moved to approve Resolution No. 14-180. Commissioner
Fund seconded the motion.

Resolution No. 14-180 In the Matter of Authorizing Application of CDBG Block
Grant funding from the State Department of Commerce and Assigning the
Director of Public Works as the Authorized Representative.
Motion carried 3-0
There being no further business, the Commissioners’ public meeting adjourned at 10:30
am on June 9, 2014. The next public meeting will be held Monday, June 16, 2014.
