2014-07-21 Board Meeting Minutes1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES July 21, 2014 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, July 21, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, July 14, 2014. Commissioner Schulte seconded the motion. Motion Carried 3-0 PUBLIC COMMENT Patrick Fish, Mossyrock, spoke about issues regarding work that he had done by a contractor which didn’t get done property. He went to the County to find out why it didn’t get inspected. The County informed him the contractor did not get a building permit. He then paid for the building permit and on that permit there were very specific items that he wanted to make sure got done. There was four items on the permit that the County refused to inspect. Mr. Fish would be talking with the commissioners and Community Development. CONSENT Commissioner Schulte made a motion to approve the Consent Agenda items one through six. Commissioner Fund seconded the motion. 1. Resolution No. 14-217 Approval of warrants and payroll for payment. Chairman Grose stated this Resolution approves 338 regular warrants for a total payment against the County in the amount of $1,328,593.83. This also approves 238 payroll warrants dated July 18, 2014 is approved for a total payment against the County in the amount of $218,788.00. 2. Resolution No. 14-218 Approving a joint resolution supporting the Washington State Association of Counties (WSAC) Fiscal Sustainability Initiative. Chairman Grose stated two years ago we started a process of establishing a fiscal responsibility initiative and a fiscal sustainability initiative via the Washington State of Counties. Our purpose was to inform the State Legislature and the Governor of our inability to raise revenues and the increasing cost of doing business in County Government. We have been asked to approve this in the form of a Resolution. 2 3. Resolution N0. 14-219 Calling for a special election of the affected voters to determine whether or not the City of Winlock shall join and be annexed to the Timberland Regional Library. Commissioner Fund stated the City of Winlock is contracted with the Timberland Library to provide Library Services. The Winlock City Council passed an ordinance with the intention of joining the Timberland Regional Library. This Resolution allows the measure to go on the November ballot. 4. Resolution No. 14-220 Authorizing a contract with Cowlitz-Wahkiakum Council of Governments for costs of transportation planning work performed. Tim Elsea, Director of Public Works, stated this Contract between Cowlitz- Wahkiakum Council of Governments and Lewis County is provided to support a Transportation Planner for 2014-2015. The Planner will support Lewis County and the Lewis County Transportation Coalition in developing comprehensive transportation solutions and to assist in prioritizing and programming transportation infrastructure within the county and developing regional infrastructure improvements. This work will support the delivery of the Products/Outcomes as defined in the Lewis County Transportation Strategy Council Charter including travel demand forecasting and traffic modeling of the regional, county, and local city roadway systems. The purpose of this work is to develop long range regional transportation improvements to meet future land use and growth to an acceptable level of service within Lewis County. The term of the agreement is July 1, 2014 through June 30, 2015. The maximum amount payable under this contract is $25,000.00. 5. Resolution No. 14-221 Approving Contract Amendment No. 10 to Program Agreement No. 1163-27316 with the Division of Behavioral Health and Recovery. Danette York, Director of Health and Social Services, stated this approve Contract Amendment #10 to Program Agreement #1163-27316 between the Division of Behavioral Health and Recovery and Lewis County. These funds are then contracted with local treatment agencies to provide the services directly. This contract amendment will increase funding to the current contract agreement. The Period of this contract is from July 1, 2014 – June 30, 2015. The amendment start date is July 1, 2014 and will increase the current contract by $37,057.00 to a total maximum program agreement amount of $2,839,273.00. 6. Resolution No. 14-222 Approving an agreement with Washington State Department of Health and Social Services (DSHS), Developmental Disabilities Administration (DDA), to provide services to individuals with developmental disabilities. 3 Danette York, Director of Health and Social Services, stated this approves a Program Agreement between Lewis County and Washington State Department of Social and Health Services (DSHS), Developmental Disabilities Administration (DDA), to provide services to individuals with developmental disabilities. The duration of the contract is July 1, 2014 through June 30, 2015 for an amount of $884,393.00. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:18 am on July 21, 2014. The next public meeting will be held Monday, August 4, 2014.
