BOARD MEETING MINUTES
August 4, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, August 4, 2014, at 10:00 a.m. Commissioners F. Lee Grose and
Edna J. Fund were in attendance. Commissioner P.W. “Bill” Schulte was absent.
Chairman Grose determined a quorum, called the meeting to order and proceeded with
the flag salute. Commissioner Fund moved to approve the minutes from the 10:00
a.m. meeting held on Monday, July 21, 2014. Chairman Grose seconded the motion.
Motion Carried 2-0
Proclamation
Commissioner Fund made a motion to approve the Proclamation Agenda item one.
Chairman Grose seconded the motion. Commissioner Fund read the proclamation into
the record.
1. Proclamation: Proclaiming the week of August 3-9, 2014 as “Farmers’ Markets
Week” in Lewis County.
Sheila Gray, WSU Extension, stated we are very pleased and proud to have several
Farmers Markets in our County.

CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items two
through eight. Chairman Grose seconded the motion.
2. Resolution No. 14-223 Approval of warrants for payment.
Chairman Grose stated this resolution approves 440 regular warrants for a total
payment against the County in the amount of $2,498,743.73.
3. Resolution No. 14-224 Cancellation of warrants.
Chairman Grose stated this is a cancellation and reissue of several warrants. These
are for checks that were not processed and lost along the line.
4. Resolution No. 14-225 Bid award for the 2015 Coroner Services Contract.

Warren McCloud, Coroner stated the Resolution in question regards a Public Service
Agreement (PSA) between the Lewis County Coroner’s Office and Sunrise Funeral
Home. This agreement is for the removal of decedents within Lewis County and also for
the cremation of decedents that are indigent or unclaimed. The Lewis County Coroner’s
Office does not provide removal services for decedents and in the past, relied on a
rotating mortuary system to perform these services charging a per removal fee. In the
past few years the contract for the removals has gone out to bid and there had only
been one mortuary submitting a bid. For the 2015 contract a call for bids went sent out
and three bids were received. The lowest bid was made by Sunrise Funeral Home of
Mossyrock, WA. Copies of all submitted bids are on file with the Lewis County
Coroner’s Office. Under this PSA with Sunrise Funeral Home, the removal of decedents
will be made for an annual cost of ten thousand ($10,000) to be paid in equal monthly
installments of eight hundred and thirty-three dollars and thirty-three cents (833.33). The
amount to be paid for indigent cremations is one thousand four hundred and ninety-five
dollars ($1,495.00) payable in two payments of seven hundred and forty-seven and fifty
cents ($747.50). These amounts are irrespective of the number of removals made or
cremations performed. With the number of case handled by the Lewis County Coroner’s
Office increasing every year, this PSA is a way to effectively control an otherwise
unpredictable cost for the county.
5. Resolution No. 14-226 Approving an application for the design and
environmental documentation of the runway improvements at the Packwood
Airport.
Lee Napier, Director of Community Development, stated this is a grant application(s)
for the design and environmental documentation of the runway improvements at the
Packwood Airport. Lewis County has the opportunity to further design and prepare
environmental documentation related to the runway improvement with financial
assistance from the FAA and DOT.
6. Resolution No. 14-227 Authorizing an inter-local agreement with Cowlitz
County for reimbursable work performed by Lewis County Public Works.
Tim Elsea, Director of Public Works, stated this Resolution authorizes an inter-local
agreement between Cowlitz County and Lewis County for reimbursable work performed
by Lewis County Public Works for Cowlitz County. This is in the amount of $10,033 plus
an admistrative fee of $500 for striping work done by Lewis County Forces for Cowlitz
County.
7. Resolution No. 14-228 Approving modified Schedule A and Schedule B
attachments to the existing agreement with the U.S. Forest Service, U.S.
Department of Agriculture for cooperative maintenance of Forest Service
roads.

Lewis County and the Forest Service enter into to these agreements to allow for
maintenance of roadways that the other jurisdiction is not available or able to perform.
8. Resolution No. 14-229 Bid award for the material purchase of a 120-foot single
span prefabricated modular steel bridge.
Tim Elsea, Director of Public Works, stated the Davis Creek Road Bridge (MP 1.07)
was destroyed during the November 2006 flood event in east Lewis County. Bridge
replacement options and alternate project proposals for this US Highway 12 loop route
were discussed at a Public Hearing on February 6, 2012, no formal action taken. Public
Works received one responsive bid for this project on July 22, 2014. Big R
Manufacturing, LLC, Greeley, CO, provided the lowest responsive bid of $387,314.62.
The Engineer's Estimate for this project was $344,960.00. The lowest responsive bid is
above the Engineer's Estimate by 12%. FEMA, EMD and Public Works staff
recommends acceptance of the low bid provided by Big R Manufacturing. Resolution
approval will award this contract to Big R Manufacturing, LLC for $387,314.62, upon
presentation of a contract acceptable to Lewis County for material purchase of a 120-
foot single span prefabricated modular steel bridge, Project No. 06F7019C and
authorize the County Engineer to sign the same.

There being no further business, the Commissioners’ public meeting adjourned at 10:14
a.m. on August 4, 2014. The next public meeting will be held Monday, August 11, 2014.
