BOARD MEETING MINUTES
August 18, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, August 18, 2014; at 10:00 a.m. Commissioners F. Lee Grose,
Edna J. Fund and Commissioner P.W. “Bill” Schulte were in attendance. Chairman
Grose determined a quorum, called the meeting to order and proceeded with the flag
salute. Commissioner Fund moved to approve the minutes from the 10:00 a.m.
meeting held on Monday, August 11, 2014. Chairman Schulte seconded the motion.
PUBLIC COMMENT
Hal Washburn, Cinebar, WA discussed what he feels is an illegal immigration problem
in our country. Immigration laws are being disregarded and ignored. He does not want
to see illegal immigrants coming to Lewis County.
Robin Roy, Cinebar, WA-stated she is a US citizen and a retired nurse. She opposes
the plan the Government has to house illegal immigrants. She is concerned with the
diseases they might bring into our country and into our schools. She expects the BOCC
to represent the Lewis County citizens regarding illegal immigrants.
Ronald Weber, Onalaska, WA-stated he has no dislike for illegal immigrants, but he can
see no reason for them to be brought to Lewis County. He drives 150 miles one way to
work and bringing illegal immigrants will make more traffic on the roads.
Judy Cooper, Onalaska, WA- stated she has seen a lot of changes over the years and
she agrees with the others, she does not want to see illegal immigrants affect our lives.
Bernie Rogers, Toledo, WA-stated he was a middle school principle in another state. He
has seen firsthand some of the problems illegal immigrants bring to an area. At his
school there were a large number of Cambodia students that showed up on the first day
of school. The school had to provide services to those students. He feels fortunate to
live in Lewis County and he has a great deal of respect for the Sherriff’s Office.
Sheriff Mansfield thanked everyone for their concerns. His position is to protect
everyone in Lewis County.
Commissioner Schulte asked if he has heard of any refugee centers being opened in
Lewis County.
Sheriff Mansfield stated he has not, but if anyone has, to please let him know.

Nick Acquire stated he is in the United States legally. He also opposes our Government
wanting to bring illegal immigrants to Lewis County
EMPLOYEE RECOGNITION
The Commissioners recognized the following employees on their accomplishments:
Steve Wohld for receiving his Certified Public Official certification.
Kelly Albert for receiving her Real Estate Appraisal License.
Becky Sisson for being the employee “Above and Beyond” recipient.
Michael Dahle for being “Employee of the Quarter”.
CONSENT
Commissioner Fund made a motion to approve the Notice Agenda item one through
five. Commissioner Schulte seconded the motion.
1. Resolution No. 14-234 Approval of warrants for payment.
Commissioner Grose stated there are 416 regular warrants to be approved for a total
of $1, 774,675.57.
2. Resolution No. 14-235 Appointing a member to the Pacific Mountain
Workforce Development Council.
Commissioner Grose stated that resolution will appoint Dr. Robert Frost, Centralia
College President the Workforce Development Council Advisory Board for a three year
term.
3. Resolution No. 14-236 Appointing members to the Lodging Tax Advisory
Committee (LTAC).
Commissioner Fund stated this resolution will appoint six members to the Lodging Tax
Advisory Board (LTAC) for a two year term. There are three providers and three users
of the funding as follows:

4. Resolution No. 14-237 Amending the Rural Arterial Program Project Agreement
for the Centralia Alpha Road improvements.

Tim Elsea, Public Works Director stated The BOCC previously approved the RAP
Project Agreement for Construction Proposal for CRP-2084, Centralia Alpha Road
Improvements (Res. 10-112) between Lewis County and CRAB. Amendment No. 3 will
add language to Section 9 of the existing Project Agreement that revises the project
limits from mileposts 10.15-11.85 to mileposts 10.60-12.30, per CRAB approval dated
7-31-14 and as authorized under WAC 136-165-030. Amendment No. 3 moves the
project limits to allow for avoidance of known wetlands and associated permitting delay
and the associate costs of mitigating those wetlands, avoidance of project delays
anticipated by right-of-way challenges from adjacent property owners, and it will also
allow for improving an additional intersection (Oppelt Road) to current design standards.
The project is #9 on the 2014-2019 Transportation Improvement Program (TIP) and
scheduled for 2016 construction. TIP project funding consists of: $957,000 RAP funds,
$1,634,000 Surface Transportation Program (STP) funds, and $561,000 local funds,
totaling $3,152,000. Approval of Amendment No. 3 does not change the adopted
funding for this project. Approval of this resolution will authorize the Chair of the BOCC
to sign Amendment No.3 to the RAP Program Project Agreement for Construction
Proposal for this project.
Commissioner Grose asked when this project was anticipated to start.
Mr. Elsea stated it should start next summer.
5. Resolution No. 14-238 Approving a modification to Participating Agreement,
NFS 12-PA-11060300-017, with the USDA Forest Service, Pacific Northwest
Region-Gifford.
Bill Wamsley, Weed Department this resolution to approve Modification (Two),
Participating Agreement (NFS 12-PA-11060300-017) between Lewis County and the
USDA Forest Service, Pacific Northwest Region –Gifford Pinchot National Forest for
noxious weed treatments. The total amount of funding is $47,045.00 to Lewis County.
The project funding extends the cooperation and agreement for noxious weed
management that is taking place on the Gifford Pinchot National Forest, Cowlitz Valley
Ranger District. Treatment of weeds will occur along roadsides and Forest
Administrative Sites (Campground, Trailhead, Roadsides, and Gravel Pits) and forest
harvest units. The funding amount and plan of work was negotiated with the Gifford
Pinchot National Forest & Cowlitz Valley Ranger District invasive species program. The
RAC Committee (Secure Rural Schools Funding) approved $17,362.00 for noxious
weed management in June of 2014. The additional $26,083.00 was authorized by the
Gifford Pinchot National Forest for work specific to forest harvest units (KV) and wildlife
areas.

There being no further business, the Commissioners’ public meeting adjourned at 10:40
a.m. on August 18, 2014. The next public meeting will be held Monday, August 25,
2014.
