BOARD MEETING MINUTES
August 25, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, August 25, 2014; at 10:00 a.m. Commissioners F. Lee Grose,
Edna J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held
on Monday, August 18, 2014. Commissioner Schulte seconded the motion.
EMPLOYEE RECOGNITION
The BOCC recognized Dan Smith for receiving his Professional Engineering License for
the State of Washington.
PROCLAMATION
Commissioner Fund made a motion to approve the Proclamation Agenda item one.
Commissioner Schulte seconded the motion. Commissioner Fund read the
Proclamation into the record.
1. Proclamation: Proclaiming the month of September, 2014 as “Childhood
Cancer Awareness Month” in Lewis County.
Motion Carried 3-0
CONSENT
Commissioner Schulte made a motion to approve the Consent Agenda items two
through six. Commissioner Fund seconded the motion.
2. Resolution No. 14-239 Approval of warrants and payroll for payment.
Chairman Grose stated this Resolution approves 94 regular warrants for a total
payment against the County in the amount of $818,984.48. This also approves 238
Payroll/Benefits warrants dated August 20, 2014 is approved for a total payment against
the County in the amount of $219,427.00.

3. Resolution No. 14-240 Approving an inter-local with the City of Winlock for
computer and software maintenance services.
Michael Strozyk, Director of Central Services, stated this agreement will allow for our
IT Services Division to provide computer repair and software maintenance services to
the City of Winlock on an “as needed” basis. This agreement will run through December
31, 2015 and has a standard rate of $55.00 per hour.
4. Resolution No. 14-241 Approving an inter-local with the Cowlitz-Lewis County
Fire District No. 20 (Vader/Ryderwood) for computer and software
maintenance services.
Michael Strozyk, Director of Central Services, stated approval of an Inter-Local
Agreement between Lewis County and Cowlitz County-Lewis County Fire District # 20
for Public Safety Software and Computer Maintenance Services through December 31,
2015. The County Central Services Department has an IT Services Division which is
responsible for the repair and maintenance of the County Public Safety Computer and
Software System. Cowlitz County-Lewis County Fire District # 20 is part of the Public
Safety System. The annual base fee for 2014 shall be $55.00 per hour payment for
services shall be made quarterly and will be due by the fifteenth working day of the
month following the month of service.
5. Resolution No. 14-242 Authorizing an inter-fund transfer and loan from the
Capital Facilities Fund No. 310 to the Equipment Rental and Revolving (ER&R)
Fund No. 501.
Tim Elsea, Director of Public Works, stated the Board of County Commissioners
(BOCC) has received and reviewed information related to the construction project to
build a new Area 7 (Kiona) shop due to the fire that completely destroyed the previous
Area 7 shop, which is owned by ER&R Fund No. 501. The Commissioners have
approved the inclusion of the Area 7 Shop reconstruction in the County's Capital
Facilities Plan element of the County's Comprehensive Plan. RCW 82.46.010
authorizes the expenditures of Real Estate Excise Tax (REET) funds for capital projects
listed in the capital facilities plan element of the County’s Comprehensive Plan.
Due to a diminishing fund balance in the ER&R Fund No. 501, Public Works is asking
the BOCC to authorize the use of REET 1 funds to pay for a portion of the construction
costs not to exceed $600,000. The BOCC requires that 33% of the funds transferred be
classified as an interfund loan to be paid from ER&R Fund No. 501 to Capital Facilities
Plan Fund No. 310. The total construction cost will be around $1.4 million. This does

not include the cost of the equipment lost. The equipment replacement cost has been
about $1.3 million and the insurance has covered around $600,000.
6. Resolution No. 14-243 Authorizing initial placements of probation officers on
the Lewis County Salary Grid for non-union extra help.
Archie Smith, Human Resources, stated approval of initial placement of Extra Help
Probation Officer at Grade 22 on Lewis County Salary Grid (13 Step M Grid). Due to the
vacancy of a technical position in the Lewis County Juvenile Probation Office, the Lewis
County Juvenile Court Administrator is requesting to hire a casual Probation Officer to
fill the duties of an existing employee until a replacement can be made. The Lewis
County Salary Grid (13 Step M Grid) maximum pay for a casual employee would not be
competitive to hire a skilled probation officer. The Probation Office is requesting that the
Casual Probation Officer be placed at Grade 22 on the Lewis County Salary Grid (13
Step M Grid.).

There being no further business, the Commissioners’ public meeting adjourned at 10:15
a.m. on August 25, 2014. The next public meeting will be held Monday, September 8,
2014.
