BOARD MEETING MINUTES
October 6, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, October 6, 2014, at 10:00 a.m. Commissioners F. Lee Grose,
Edna J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose
determined a quorum, called the meeting to order and proceeded with the flag salute.
Commissioner Fund moved to approve the minutes from the 10:00 a.m. meeting held
on Monday, September 29, 2014. Commissioner Schulte seconded the motion.
Motion Carried 3-0
PROCLAMATION
Commissioner Fund made a motion to approve the Proclamation Agenda item one.
Commissioner Schulte seconded the motion. Commissioner Fund read the
proclamation into the record.
1. Proclamation: Proclaiming the month of October as “Lewis County
Disaster Preparedness and NOAA Weather Radio” Month.
Sheriff Steve Mansfield thanked the Commissioners for their participation. It is
important that the people are prepared.
Motion Carried 3-0
Commissioner Schulte made a motion to approve the Proclamation Agenda item two.
Commissioner Fund seconded the motion. Commissioner Schulte read the
proclamation into the record.
2. Proclamation: Proclaiming the month of October as “Domestic Violence
Awareness” Month.
Motion Carried 3-0
CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items three
through eleven. Commissioner Schulte seconded the motion.
3. Resolution No. 14-260 Approval of warrants and payroll for payment.
Chairman Grose stated this Resolution approves 234 regular warrants for a total
payment against the County in the amount of $2,501,715.50. This also approves 206
payroll warrants and 456 automatic deposits dated October 3, 2014 is approved for a
total payment against the County in the amount of $3,377,880.09.

4. Resolution No. 14-261 Cancellation of warrants.
Chairman Grose stated there were four warrants that have been voided. Three are
being reissued.
John W. Jones has a $48.00 warrant being voided and reissued.
CSI Communications has a $1,378.85 warrant being voided.
LEIRA has a $50.00 warrant being voided and reissued.
CTS Language Link has a $125.00 warrant being voided and reissued.
5. Resolution No. 14-262 Approving a Master Interlocal with the Town of Pe
Ell.
Tim Elsea, Director of Public Works, stated this Resolution will allow the Town of Pe
Ell and Lewis County to enter into a Master Interlocal Agreement which will govern
reimbursable work performed by Public Works forces for which the municipality does
not have the capability to perform. This Master Interlocal Agreement will replace an
existing agreement that will expire December 31, 2014. The term of the new agreement
will be for a period of 5 years and will expire on December 31, 2019.
6. Resolution No. 14-263 Approving an Interlocal with Fire District No. 6
(Chehalis) for radio repair and maintenance services.
Michael Strozyk, Director of Central Services, stated Approval of a Resolution and
Interlocal Agreement between Lewis County and Lewis County Fire District # 6
(Chehalis) for radio repair and maintenance services. This agreement will allow Lewis
County Central Services Radio Services Division to assist with and work on Lewis
County Fire District # 6 (Chehalis) radio communications equipment. This agreement
will run through December 31, 2015. The hourly rate is $50.00 per hour and $75.00 per
hour if it is a call out on overtime plus mileage.
7. Resolution No. 14-264 Approving an Interlocal with the Town of Pe Ell for
radio repair and maintenance services.
Michael Strozyk, Director of Central Services, stated this agreement will allow Lewis
County Central Services Radio Services Division to assist with and work on the Town of
Pe Ell's radio communications equipment. The Town of Pe Ell is part of the Public
Safety Radio System. This agreement will allow for our Radio Services Division to
provide radio repair and maintenance services to the Town of Pe Ell on an “as needed”
basis. The Town of Pe Ell agrees to pay an hourly fee of $50.00 billed in half hour
increments for service provided during normal business hours. Non-business hour rate
of $75.00 billed in half hour increments shall apply for all hours worked outside of
normal business hours. In addition, .56 cents per mile will be billed for all mileage
outside normal business hours.

8. Resolution No. 14-265 Declaration of surplus property.
Michael Strozyk, Director of Central Services, stated as required by LCC Chapter
3.30, Article III, the Facilities Manager shall, upon finding that personal property with an
estimated value of less than $2,500.00 is surplus to the needs of the County, shall
forward a list of such property to the Board of County Commissioners for review and
approval. (LCC 3.30.130(2)). In an effort to streamline the process, the Facilities
division presents a quarterly list of items to the Board of County Commissioners for
consideration and declaration as surplus property. The attached Exhibit A, is a listing of
items currently surplus to the County’s needs. Declaring these items surplus in bulk will
allow minor transfers and disposals to be effected more efficiently and offer better
service to the County and other agencies utilizing this surplus process. Exhibit A
contains approximately 638 items, including: 403 pieces of computer hardware
(including desktops, laptops, printers, monitors and servers),13 chairs, 2 file cabinets,
41 digital and Polaroid cameras, 35 digital and micro-cassette recorders, 13 pocket
metal detectors, 19 traffic counters, a laser level, miscellaneous office furniture, camera
supplies and various other small items. List also includes a surplus Bailey Bridge.
9. Resolution No. 14-266 Approving contracts with Morningside, Reliable
Enterprises and Lewis County Work Opportunities.
Danette York, Director of Health and Social Services, stated the State Department of
Developmental Disabilities contracts with Lewis County to oversee the administration of
grant money for employment services to adults with developmental disabilities. This
Municipal Service sub-contract requires that Morningside, Reliable Enterprises, and
Lewis County Work Opportunities provide employment services to adults with
developmental disabilities residing in Lewis County. The duration of these contracts is
July 1, 2014 through June 30, 2015. The amounts Awarded; Morningside $246,000.00,
Reliable Enterprises $330,029.00, and Lewis County Work Opportunities $160,000.00
for a maximum total consideration $736,029.00.
10. Resolution No. 14-267 Appointing a member to the Timberland Regional
Support Network Advisory Board.
Danette York, Director of Health and Social Services, stated this Resolution is to
appoint Joplin Harper to the Timberland RSN Advisory Board, to fill a vacancy from
October 1, 2014 through December 2016.
11. Resolution No. 14-268 Lifting the restrictions on outdoor burning in Lewis
County.
Lee Napier, Director of Community Development, stated this Resolution is for the
ratification of a resolution to lift the restriction on outdoor burning as recommended by
the Community Development Director action as the Building Official/Fire Marshal. This
determination is based on the judgment of the Building Official/Fire Marshal which
includes a review of fire-hazard conditions. This determination is consistent with

adopted guidelines and will include coordination with Department of Natural Resources
burn ban and closures, and with the fire districts in Lewis County. The recommendation
is to lift the burn restriction that commenced at 12.01 a.m. on September 30, 2014.

HEARING
Hearing: 3rd 2014 budget amendment for Current Expense and other funds
Chairman Grose announced the hearing and asked for a staff report.
Steve Walton, Budget Administrator, stated the purpose of this hearing is to give an
overview of the budget process today and to provide an opportunity for public comment.
Copies of the preliminary budget and brief are available at the front of the room. Over
the course of the last six weeks, meetings have been held to give each elected official
and department directors the opportunities to discuss their individual budgets with the
Commissioners. The total preliminary revenue for all funds including current expense is
expected to be $96,139,819.00 and expenditures at $102,208,145.00. Revenue
received in previous years will be used to balance the budget. On the first Monday in
October in each year the Board of County Commissioners will meet so that any
taxpayer may appear and be heard for or against any part of the Preliminary Budget for
Lewis County. There will also be a public informational meeting on the Preliminary
Budget on November 17th, 2014 and the second and final hearing will be held on
December 1st, 2014 to adopt the Final County Budget.
There being no further business, the Commissioners’ public meeting adjourned
at 10:30 a.m. on October 6, 2014. The next public meeting will be held Monday,
October 13, 2014.
