2014-10-20 Board Meeting Minutes1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES October 20, 2014 The Board of County Commissioners for Lewis County, Washington, met in regular session on Monday, October 20, 2014, at 10:00 a.m. Commissioners F. Lee Grose, Edna J. Fund, and P.W. “Bill” Schulte were in attendance. Chairman Grose determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Schulte moved to approve the minutes from the 10:00 a.m. meeting held on Monday, October 13, 2014. Commissioner Fund seconded the motion. Motion Carried 3-0 PUBLIC COMMENT Bill Lotto, Industrial Park at TransAlta (IPAT ), thanked the BOCC for all the support over the years. He stated he has been in the economic development business for almost 50 years and the last 20 years in Lewis County. In the business of economic development, way too often government is seen as the opposition. He commended the BOCC and staff for the roll they have played in convincing businesses that this would be a receptive and positive place for them to come. Ron Averill, Centralia, spoke about a letter John Lucas received from the Department of Agriculture. The Governor asked all state agencies and departments to provide a budget proposal with a 15% cut. Among the thing the Department of Agriculture plans to cut is the elimination of funding for agricultural fairs for a statewide saving of $4,000,000 for the biennium. He asked that the BOCC does their best to try and retain funding for these activities. Michael Strozyk, Central Services Director, added this possibility was not scheduled for 2015, but 2016. EMPLOYEE RECOGNITION Chairman Grose stated we have several employee recognitions this morning. We pride ourselves in providing staff development opportunities in the County. Doyle Sanford has completed the work to become a certified Flood Plain Manager, which is not an easy certification to receive. We have several employees who have serviced in the County for a number of years. Receiving recognition for five years of service to Lewis County are Evan Calkins, Jeremy Mannikko, Matthew Trent, Danette York, and Brett Graham. Receiving recognition for ten years of service to Lewis County are Dirk Haney, Dan Lafrance, and Donna Olson. Receiving recognition for fifteen years of service to Lewis County are Daleyn Coleman, Marcie Dekoker, Mindie Dunham, Robin William, and Kevin Reitz. Receiving recognition for twenty years of service to Lewis County are Melanie Case, Christy Larson, Darren Sabin, Steve Skinner, and Nancy Kaiser. 2 Receiving recognition for twenty five years of service to Lewis County is Jeff Pinkerton. The BOCC then recognize employees who have done service to the County. The 3rd Quarter 2014 Above and Beyond nominees were Mark Hamilton, Dave Jones, Ron Sharber, and Jennifer Ducummon. The BOCC recognized Lowell Stewart and Daleyn Coleman as two nominees for the Lewis County Employee of the Quarter. The 3rd Quarter 2014 Employee of the Quarter was Daleyn Coleman. NOTICE Commissioner Schulte made a motion to approve the Consent Agenda items one through two. Commissioner Fund seconded the motion. 1. Notice of Hearing: Regarding a new chapter to the Lewis County Code (LLC) regulating the operation of wheeled all-terrain vehicles on designated County roads and rights of way. Hearing will be held on or after 10:00 am, on Monday, November 3, 2014. Resolution No. 14-273 Tim Elsea, Director of Public Works, stated the State of Washington during the 2013 2nd Special Session, amended the Revised Code of Washington (RCW) 46.09 “Off- Road, Non-Highway, and Wheeled All-Terrain Vehicles,” allowing counties to regulate the operation of wheeled all-terrain vehicles on designated streets, roads, or highways. Lewis County’s Sheriff’s Office, the Public Works Department, and interested individuals met to discuss usage of wheeled all-terrain vehicles on designated Lewis County roads. Lewis County recognizes the expanding popularity of wheeled all-terrain vehicles and is intending to conduct a pilot program for a testing period of one year. This pilot program will use portions of the following roads where posted speed limits of thirty-five miles per hour or less apply: • Salmon Creek Road, Mossyrock – Beginning at the intersection of Longbell Road, thence southerly to the end of County Maintenance • Koons Road, Mossyrock If the pilot program proves successful, additional roads may be added by ordinance. November 3, 2014 at or after the hour of 10:00 a.m., has been fixed by the BOCC as the time and place for the hearing to consider the adoption of a Chapter 10.22 of the Lewis County Code regulating the operation of wheeled all-terrain vehicles on designated County roads and rights of way. 2. Notice of Hearing: Regarding the review of the final project performance regarding public services funded by the Washington Community Development Block Grant (CDBG). Hearing Will be held on or after 10:00 am on November 3, 2014. Resolution No. 14-274 3 Danette York, Director of Public Health and Social Services, stated Notice of Public Hearing is to review final project performance regarding public services funded by the Washington CDBG. A public hearing to review final project performance is required by the Department of Commerce as part of the closeout and final payment process. Lewis County was the recipient and fiscal agent for the CDBG through a contract with the Department of Commerce July 1, 2013 - June 30, 2014. We subcontracted with the Community Action Council of Lewis, Mason, and Thurston Counties to complete the Scope of Work. $93,971 was allocated with $3000 retained to cover our administrative costs. This resolution is to give notice of the public hearing to be held on November 3, 2014 on or about 10:00 a.m. This public hearing is a requirement to close out the grant and receive final funding. Motion Carried 3-0 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items three through eight. Commissioner Schulte seconded the motion. 3. Resolution No. 14-275 Approval of warrants for payment. Chairman Grose stated this resolution approves 205 regular warrants for a total payment against the County in the amount of $1,132,354.20. 4. Resolution No. 14-276 Cancellation of warrants. Resolution No. 14-277 Approving a grant agreement with the Port of Chehalis to accept funding under “Distressed Counties Funds” for economic development. 4 Commissioner Schulte stated this Resolution approves a grant agreement between Lewis County and the Port of Chehalis to accept "Distressed Counties Fund" for economic development and public facilities. This will add additional funding of $170,272 to Chehalis Industrial Park Rail Infrastructure Expansion Project. In 2012 the Port of Chehalis was granted $300,000 to help fund the Chehalis Industrial Park Rail Infrastructure Expansion Project. In order to complete this project additional money is needed. Randy Mueller, Port of Chehalis Manager, stated the rail extension project will serve Conrad industries. The engineer’s estimate for that rail spur was more than expected. This Resolution funds that gap. 6. Resolution No. 14-278 Approving an inter-local with the City of Chehalis for the purpose of cost sharing in the Chehalis River Basin Flood Warning System. Lee Napier, Director of Community Development, stated this approves an Inter-local Agreement with the City of Chehalis for the purpose of cost sharing in the Chehalis River Basin Flood Warning System. 7. Resolution No. 14-279 Approving an inter-local with the City of Centralia for the purpose of cost sharing in the Chehalis River Basin Flood Warning System. Lee Napier, Director of Community Development, stated this approves an Inter-local Agreement with the City of Centralia for the purpose of cost sharing in the Chehalis River Basin Flood Warning System. 8. Resolution No. 14-280 Approving an inter-local with Grays Harbor County for the purpose of cost sharing in the Chehalis River Basin Flood Warning System. Lee Napier, Director of Community Development, stated this approves an Inter-local Agreement with Grays Harbor County for the purpose of cost sharing in the Chehalis River Basin Flood Warning System. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:46 a.m. on October 20, 2014.
