BOARD MEETING MINUTES
November 10, 2014
The Board of County Commissioners for Lewis County, Washington, met in regular
session on Monday, November 10, 2014, at 10:00 a.m. Commissioners F. Lee Grose,
P.W. “Bill” Schulte, and Edna J. Fund via phone were in attendance. Chairman
Grose determined a quorum, called the meeting to order and proceeded with the flag
salute. Commissioner Schulte moved to approve the minutes from the 10:00 a.m.
meeting held on Monday, November 3, 2014. Commissioner Fund seconded the
motion.

PUBLIC COMMENT
Mary Kay Nelson, Visit Rainier, spoke to the Board about a meeting last week with the
LTAC board. She had concerns on why changes and modifications were requested.
The applicants were not notified of this meeting.
Meilee Anderson, Mt. Rainier Scenic Railroad and Museum, spoke in support of
funding for the Mt. Rainier Scenic Railroad and Museum.
EMPLOYEE RECOGNITION
Chairman Grose recognized Kevin Dickey for receiving Drug Court Practitioner of the
Year by the WSADCP (Washington State Association of Drug Court Professionals) at
the Fall Conference on October 17th in Seattle.
NOTICE
Commissioner Schulte made a motion to approve the Notice Agenda items one
through three. Commissioner Fund seconded the motion.
1. Notice of Hearing: Regarding the adoption of the 2015 Lewis County budget.
Hearing will be held on or after 10:00 am on December 1, 2014. Resolution No.
14-294
Steve Walton, Budget Administrator, stated this is a Notice of Public Hearing for the
purpose of finalizing the 2015 Lewis County budget. Notice of the Hearing will be public
in The Chronicle on November 11th and 18th and in The East County Journal on
November 12th and 19th. The Board of County Commissioners will meet on Monday,
December 1, 2014 for a public hearing for the purpose of taking public comment and for
the purpose of finalizing the Lewis County Budget for 2015. Prior to this hearing an
additional opportunity for the public to obtain information on the 2015 final budget will be

offered in a presentation that will be held Monday November 17, 2014 at 5:30 pm.
Copies of the 2015 preliminary budget were made available, to any citizen at the East
Campus of Centralia Community College in Morton, the Centralia College in Centralia
as well as the Packwood, Mountain View, Winlock, Salkum, Centralia, and Chehalis
Timberland Libraries.
2. Notice of Hearing: To consider renewing the moratorium establishments
involved in the production, processing and retail sale of marijuana and related
products. Hearing will be held on or after 10:00 am on Monday, December 1,
2014. Resolution No. 14-295
Lee Napier, Director of Community Development, stated the Board of County
Commissioners set a hearing date (December 1, 2014) to consider renewing the
moratorium upon establishments involved in the production, processing and retail sale
of marijuana and related products. The moratoria is adopted pursuant to the authority of
RCW 36.70A.390. This is the method by which local governments may preserve the
status quo, so that new plans and regulations will not be rendered moot by intervening
development. The County will need an additional six-month period to conduct an
appropriate land use analysis and to develop appropriate recommendations for the
Lewis County Planning Commission to consider regarding the issues.
3. Notice of Hearing: Regarding a non-exclusive franchise to Olympic Pipeline
Company for the transmission of petroleum and petroleum products on road
rights of way in Lewis County, WA. Hearing will be held on or after 10:00 am
on Monday, December 22, 2014. Resolution No. 14-296
Larry Unzelman, Public Works, stated Lewis County Code 12.20 and RCW 36.55
require that all utility installations on county road rights of way be authorized by a
franchise from the County. An application for franchise renewal has been received from
Olympic Pipeline Company, to construct, operate, repair, relocate, maintain and remove
petroleum products facilities upon, under, along and across road rights of way in the
County. This Franchise covers their existing pipeline running north-south through the
County east of Interstate 5. This resolution would set December 22, 2014 at or after the
hour of 10:00 a.m., as the date for hearing on the matter.
Motion Carried 3-0
CONSENT
Commissioner Schulte made a motion to approve the Consent Agenda items four
through six. Commissioner Fund seconded the motion.
4. Resolution No. 14-297 Approval of warrants and payroll for payment.
Chairman Grose stated this Resolution approves 109 regular warrants for a total
payment against the County in the amount of $264,785.85. This also approves 194

payroll warrants and 450 automatic deposits dated November 5, 2014 for a total
payment against the County in the amount of $3,317,839.99.
5. Resolution No. 14-298 Approving a lease assignment at the Ed Carlson
Memorial Field-South County Airport.
Lee Napier, Director of Community Development, stated Michael Gauger – ALOFT
Aviation, LLC, leases Lot #4 at the Ed Carlson Memorial Field – South Lewis County
Airport. He wishes to assign the lease, which is authorized under terms of the lease, to
Gary H. Wolfelt. The Board of County Commissioners has the final authority to approve
the lease assignment. Gary H. Wolfelt will assume the conditions and responsibilities of
the original and amended lease, currently in the name of Michael Gauger, ALOFT
Aviation, LLC.
6. Resolution No. 14-299 Adopting a categorized schedule of fees for the
Departments of Community Development, Public Works and Public Health and
Social Services for 2015.
Lee Napier, Director of Community Development, stated fees are adjusted from time
to time to reflect increases in costs for services such as processing, certifications, and
administrative costs. Each year the Schedule of Fees (Exhibit A) is reviewed to
determine if fees cover costs associated with services provided by the Department of
Community Development, Public Works, and Public Health & Social Services.
A summary of the changes to the 2015 Schedule of Fees are below.
1. Public Health & Social Services
a. An increase ($5) in fees related to the review of water and on-site septic
systems.
b. Add to the Schedule of Fees longstanding fee charged for animal shelter
services. Those fees were previously listed on a separate schedule.
2. Public Works
a. An increase and decrease in certain fees related to review services.
3. Community Development
a. The elimination by Community Development of the per lot fee in the land
division sections.
b. Corrected the legal publication fee associated with the Hearing Examiner to
match established fees charges by Community Development for legal
publications.
c. Clarified the fees associated with shoreline permits to distinguish the fees
associated with a conditional use and a variance and avoid duplication of fees
charged.

d. Add to the Schedule of Fees longstanding fees charged for plumbing and
mechanical components of building permits.
These fees will be in effective January 1, 2015

There being no further business, the Commissioners’ public meeting adjourned
at 10:21 a.m. on November 10, 2014. The next public meeting will be held Monday,
November 17, 2014.
