BOARD MEETING MINUTES
February 4, 2013
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, February 4, 2013 at 10:00 a.m. Commissioners Bill Schulte, F.
Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
January 28, 2013. Commissioner Fund seconded the motion.

Chairman Schulte announced the nominees for the 4th Quarter 2012 Employee of the
Quarter.

Vickie Metsker was named as the 4th Quarter 2012 Employee of the Quarter

Chairman Schulte announced Cheryl McGee and Joelle Roberts as the 2012
Employee “Above and Beyond”

Cheryl McGee
Cheryl has been instrumental in working with both the vendor, Community Development
Department and the Lewis County IT Department in making the Adept Software
Community Development permitting program module successful. Her knowledge of the
software and issues that have surrounded this program have been instrumental in
bringing the program from stalled status where it was useless, to its current status of
near full completion. When asked if she would assist in the “front lines” of the
integration of the Public Works module, Cheryl didn’t even hesitate and agreed to spend
her time working on the project for the good of the County. Due in part to the efforts of
Cheryl McGee, we are anticipating having a fully functional and successful installation
and integration of the Adept permitting software system very soon. During the project, I
have been advised that Cheryl has really defined what it means to go above and
beyond, something that wasn’t her responsibility or task, yet she was willing and able to
help out to make a difference.
Joelle Roberts
On December 26th, a co-worker of Joelle’s had a grand mal seizure at the clerk’s office
and fell and cut her head. Joelle was the one that acted quickly by rolling her on her
side so she wouldn’t continue to smash her face or choke. She stayed with her lying on
the floor until the EMT’s arrived. We appreciate her quick response and calm demeanor
so much. If she hadn’t been there the damage would have been greater. Most people
would have stood by in shock, but she took charge. She’s a fantastic friend and co-
worker!
NOTICE
Commissioner Fund moved to approve Notice Agenda items one. Commissioner
Grose seconded the motion.
1. Notice of Hearing: Regarding Ordinance 1243, repealing Lewis County Code
16.02.040(8) language and adding new language regarding Lewis County
Health and Social Services review of boundary line adjustments. Hearing will
be held on or after 10:00 am on February 25, 2013. Resolution No. 13-041
Lee Napier, Director of Community Development stated this resolution sets a
hearing date of February 25, 2013. This hearing is to consider repeal of LCC
16.02.040(8) “Boundary Line Adjustment” language, to substitute new language
addressing Lewis County Public Health and Social Services concern related to their
department reviews of boundary line adjustments. This has gone before the Planning
Commission and they are forwarding on a recommendation to the BOCC. The final
draft copy of the Ordinance will be available to the public to review prior to the hearing
and there will be an opportunity for public to comment.

CONSENT

Commissioner Fund requested to add one item to the consent agenda Resolution No
13-045 approving an award to Valley View Health Center as recommended by the CD-
MH-TC Sales Tax Advisory Board.
Commissioner Grose moved to approve Consent Agenda items two through five.
Commissioner Fund seconded the motion.
2. Resolution No. 13-042 Approval of warrants for payment.
Commissioner Grose stated this Resolution approves 356 warrants issued by the
Auditor’s Office for a total of $850,978.82.
3. Resolution No. 13-043 Approving the 2013 Tourism Contracts associated with
funding awarded to agencies for tourism related activities per RCW 67.28.180.
Commissioner Grose stated each year we are tasked with the responsibility of
allocating funding through the Hotel/Motel Tax. The purpose of this resolution is to
approve contracts between Lewis County and various organizations for the use of
Hotel/Motel Tax funds on a reimbursement basis from Stadium Fund No. 198. The total
funding to agencies for 2013 is $286,000; the agencies that will be receiving Stadium
funding to be used towards activities related to tourism in Lewis County include:
• Veterans Memorial Museum $8,000
• Mossyrock Area Action $8,500
• White Pass Country Historical Society $17,000
• Onalaska Alliance $2,500
• Cowlitz River Valley Historical Society $7,000
• White Pass Scenic Byway $60,000
• Fire Mountain Arts Council $9,000
• Visit Rainer $40,000
• Destination Packwood $60,000
• Western Forest Industries Museum $10,000
• Chehalis /Centralia RR Museum $10,000
• ARTrails of Southwest Washington $9,000
• Centralia/Chehalis Chamber of Commerce $20,000
• Lewis County Historical Museum $25,000
4. Resolution No. 13-044 Authorizing the purchase of three new pick-ups and one
new SUV for the Lewis County Public Works Department.
Tim Elsea, Director of Public Works, stated The Maintenance & Operations division
of the Lewis County Public Works Department has determined that four pick-ups in the

fleet are in need of replacement and were scheduled, budgeted, and approved for
replacement in the year 2013. The four pick-ups listed below will be replaced by three
new pick-ups and one SUV which are all available through the Washington State
contract.
• M-51 (1996 Ford Ranger 4x4 with 170,000 miles)
• M-79 (1997 Chevrolet S-10 2-wd with 175,000 miles)
• T-05 (2001 Ford F-250 4x4 with 240,000 miles)
• V-07 (2001 Chevrolet 4x4 with 270,000 miles)
5. Resolution No. 13-045 Approving an award to Valley View Health Center as
recommended by the CD-MH-TC Sales Tax Advisory Board.
Danette York, Public Health & Social Service, stated the purpose of the CD-MH-TC
Sales Tax Advisory Board is to advise and make recommendations to the BOCC on
how to best allocate fund from the .1 of 1% sales tax. A special Advisory Board meeting
was called in January to hear a proposal presentation by Valley View Health Center as
directed by the BOCC. Valley View proposes to apply for a matching grant through the
John A. Hartford Foundation Social Innovation Fund. The grant is to implement the
IMPACT model of depression treatment in the States of Washington, Wyoming, Alaska,
Montana, and Idaho. After hearing the oral presentation from Valley View Health
Center the Advisory Board considered the application process and voted by majority to
recommend to the BOCC that they fund $173,000.00 per year for two years to the
Valley View Health Center if they receive the award from the John A. Hartford
foundation. There is a possibility of a third year for the program but that will be
determined at a later date based on evaluation of the first two years.
Steve Clark, Valley View, stated in his mind Valley View does not need this program,
the County needs this program. Valley Views focus has been primary care and we
have expanded into mental health. We don’t want people to think that we are going into
this because of something that Valley View needs. Mental health for preventative
services is what we are after and that is what we will be able to provide from this grant.

HEARING
Hearing: Vacation of J.A. Boyd Rd, J. W. Isbell Rd, Winston Creek Rd- Vacation
No. 13-002
Chairman Schulte announced the hearing and asked for a staff report.
Larry Unzelman, Real-estate Services Manager, stated On October 1, 2012, the
BOCC declared its intent to vacate portions of J.A. Boyd Road, J.W. Isbell Road and
Winston Creek Road or O.W. Wallace Road and instructed the County Engineer to

examine the roads and report his opinion on the vacation, as required by RCW
36.87.010. On the 26th day of December, 2012, the County Road Engineer filed his
report in writing with the Board setting forth all things required by law to be set forth in
said report. The property owners at the west end (approximately 383.75 feet) of the right
of way are not in favor of vacating the right of way adjoining their property. All property
owners abutting the remaining approximately 2,586 feet of the right of way have signed
the petition requesting the vacation. The proposed vacation has been shortened to
exclude the westerly 383.75 feet of the right of way. Utility companies known to service
the general area have been notified. There is a telecommunications facility on the
extreme north end of the right of way. Reserving the northerly 10 feet from the vacation
will add to the present travelled Boyd Road and retain the location of this facility within
county right of way. The roads that would be vacated would be J.A. Boyd Road No. 300
lying west of the northeast corner of the Southeast Quarter of the Southeast Quarter
(SE1/4 SE1/4) of Section 24, Township 12 North, Range 2 East, W.M., and east of the
southeast corner of Lot 2 of survey recorded under Lewis County Auditor’s File No.
2001895. All those portions of the J.W. Isbell Road No. 274 and the Winston Creek
Road or O.W. Wallace Road No. 173 located in the Northeast Quarter of the Southeast
Quarter (NE1/4 SE1/4) of Section 24, Township 12 North, Range 2 East, W.M., and
Northwest Quarter of the Southwest Quarter (NW1/4 SW1/4) of Section 19, Township
12 North, Range 3 East, W.M. lying south of a point 40 feet south of the Quarter Corner
between said Sections 19 and 24. These descriptions do exclude the northerly 40 feet
for the utilities and the 383.75 feet where the owners were not in favor.
Chairman Schulte asked if there were any other questions. There were none. He
closed the question and answer portion of the hearing and opened the formal hearing.
Larry Unzelman asked that is prior comments be adopted into the record.
Commissioner Grose stated in his opinion this is how government should work. These
property owners came to him with the question of why it would cost so much to have
this vacation done. It triggered a response within the Public Works Department that
centered on what are the rules and regulations that we have regarding a vacation.
Chairman Schulte asked if there was anyone who wished to speak for or against
Vacation No. 13-002. There were none. He asked for a motion to approve.
Commissioner Fund made a motion to approve Vacation No. 13-002. Commissioner
Grose seconded the motion.

There being no further business, the Commissioners’ public meeting adjourned at 10:40
am on February 4, 2013. The next public meeting will be held Monday, February 11,
2013, at 10:00 a.m.
