BOARD MEETING MINUTES
March 18, 2013
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, March 18, 2013 at 10:00 a.m. Commissioners Bill Schulte, F.
Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
March 11, 2013. Commissioner Fund seconded the motion.

NOTICE
Commissioner Fund moved to approve Notice Agenda item one. Commissioner
Grose seconded the motion.
1. Notice: Accepting the bid on a Tax Title Property located at 1132 River Road
West, Chehalis, WA. Resolution No. 13-086
Larry Unzelman, Real-Estate Service Manager, stated in the matter of accepting a bid
on Tax Title Property located at 1132 Riverside Road West, Chehalis Description. This
tax parcel #021828001000 is a 0.65 acre property with a house located at 1132
Riverside Road West, Chehalis. The property was heavily flooded and is located in a
designated floodway. The property was offered for sale at auction by the Treasurer due
to tax delinquencies. The property did not sell at tax sale and was subsequently deeded
by the Treasurer to Lewis County. RCW 36.35.150 allows for the property to be
disposed of by private negotiations providing that the final sale price is no less than the
principle amount of unpaid taxes, $9,848.18. An adjacent property owner has now
offered to purchase the property for $9,849.00, the amount of the tax delinquency. This
resolution would accept bid subject to conditions of LCC 3.30.390 which requires that
the proposed sale be noticed in a legal newspaper at least once a week for two
consecutive weeks.

CONSENT
Commissioner Grose moved to approve Consent Agenda items two through seven.
Commissioner Fund seconded the motion.
2. Resolution No. 13-087 Approval of warrants for payment.
Commissioner Grose stated this Resolution approves 347 warrants for a total payment
against the County in the amount of $1,037,609.45.

3. Resolution No. 13-088 Cancellation of warrants.
Commissioner Grose stated we have six warrants that need to be cancelled and will
then be reissued.
4. Resolution No. 13-089 Approving a grant agreement between Lewis County
and the Port of Chehalis to accept funding under RCW 82.14.370, Distressed
Counties Fund.
Dick Larman, Lewis County EDC, stated in November we began an energy efficiency
program. The Lewis County PUD and Bonneville Power Administration is working with
us on this project. There is a gap in some of the financing for the fairly expensive
retrofits to get energy conservation for lighting in large industrial buildings. The Port of
Chehalis recently purchased a building that has very energy inefficient lighting and they
have applied as part of infrastructure to upgrade and retrofit that building. This
resolution is part of that project.
5. Resolution No. 13-090 Approving a grant/loan between Lewis County and the
Public Facilities District to accept funding under RCW 82.14.370, Distressed
Counties Fund.
Dick Larman, EDC Director, stated The Lewis County Public Facilities District has
applied for funds to conduct the “Lewis County Sports Complex and Event Center”
project, which is necessary in order to accomplish local economic and community
development. The .09 committee approved this project with some contingencies and
between the meeting and approval of this project the PFD has meet those
contingencies as outlined.
6. Resolution No. 13-091 Approving a MOU regarding health and welfare between
Teamsters 252 representing Juvenile Probation Group.
Archie Smith, Human Resources, stated this approval of a Resolution for a
Memorandum of Understanding between Lewis County Probation Group and Teamsters
252 representing the Juvenile Probation Group. This MOU will allow Teamsters 252
representing the Probation Group to change the insurance provider from UEBT Medical
Insurance to Teamsters Welfare Trust Fund for the entire office. The contract is an open
contract and we are in negotiation at this time.
7. Resolution No. 13-092 Approving a MOU regarding health and welfare between
Teamsters 252 representing the Prosecutor’s Office and Lewis County.
Archie Smith, Human Resources, stated approval of a Resolution for a Memorandum
of Understanding between Lewis County Prosecutor’s Office and Teamsters 252
representing the Prosecutor’s Group. This MOU will allow Teamsters 252 representing

the Prosecutor’s Office to change the plan selection from TWTF plan “B” to plan “C”.
This contract is an expired contract and we are currently in negotiations with them.

HEARING
HEARING: Open Space
Chairman Schulte announced the hearing and asked for a staff report.
Diane Dorey, Assessor, stated we have multiple applications for either brand new
applicants going into the Open Space Timber Program or those applicants transferring
from one program such as Open Space Farm and Agriculture into open space timber.
These properties have to be between 5 and 20 acres, growing and eventually
harvesting commercial timber. There are a few properties that are below the 5 acre
minimum classification and that is because they already have existing land in the
program and they are just adding to the land.
Chairman Schulte asked if there were any other questions. There were none. He
closed the question and answer portion of the hearing and opened the formal hearing.
Diane Dorey asked that her previous comments be adopted into the record.
Chairman Schulte asked if there was anyone who wished to speak for or against
Resolution No. 13-093. There were none. He asked for a motion to approve.
Commissioner Fund made a motion to approve Resolution No. 13-093.
Commissioner Grose seconded the motion.
Resolution No. 13-093 Applications for Classifications of Various Land Parcels
Under RCW 84.34.
Motion Carried 3-0
There being no further business, the Commissioners’ public meeting adjourned at 10:17
am on March 18, 2013. The next public meeting will be held Monday, March 25, 2013,
at 10:00 a.m.
