BOARD MEETING MINUTES
June 10, 2013
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, June 10, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee
Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday,
June 3, 2013. Commissioner Grose seconded the motion.
Motion Carried 3-0
PROCLAMATION
Commissioner Grose made a motion to approve the Proclamation Agenda item one.
Commissioner Fund seconded the motion. Commissioner Fund read the Proclamation
into the record.
1. Proclamation: Honoring the 2013 W.F. West, Chehalis Boys Baseball Team as the 2A
WIAA State Champions.
Motion Carried 3-0
NOTICE
Commissioner Grose made a motion to approve the Notice Agenda item two.

2. Call for Bids: For the Airport Levee Improvement Project, Phase IA (re-advertisement).
Bids are due to the Clerk of the Board before 11:00 am, on June 25, 2013. Resolution
No. 13-381
Tim Elsea, Public Works Director, stated this call for bids is a re-advertisement of the
Airport Levee Improvement Project where all bids exceeded grant funding limits and all
bids were rejected on June 3, 2013. Unit bid prices for the Army Corps of Engineers
(Corps) specified levee fill material in the original project were significantly higher due to
mechanical processing at local pits. Lewis County Public Works staff members worked
with Corps staff to provide a material specification that would reduce construction costs
and still make this levee eligible for future PL 84-99 program benefit and 80% repair
funding provided by the Corps). The levee fill material specified in this re-advertisement
is borrow material (no blending or processing required) that is readily available. It should
be noted that the original Corps levee specification could be constructed in all weather
conditions and our revised specification is restricted to dry weather construction (project
construction planned to begin in mid-July). Additionally, this project is being re-
advertised with improved construction access and additional working days to provide

Contractors more flexibility during construction. Sealed bids for the Airport Levee
Improvement Project, County Project No. FCCCAPLEV shall be submitted to the Clerk
of The Board of Lewis County Commissioners (351 N.W. North Street, Room 210,
CMS-01, Chehalis, Washington 98532), by or before 11:00 A.M. on Tuesday, June 25,
2013 and will be opened on or after 11:30 A.M. on June 25, 2013. Bids submitted after
11:00 AM will not be considered for this project. This contract will be available for
viewing on Lewis County's Web Site after the successful execution of the Bid Call.

CONSENT
Commissioner Fund made a motion to approve the Consent Agenda items three
through five. Commissioner Grose seconded the motion.
3. Resolution No. 13-382 Approval of warrants and payroll for payment.
Commissioner Grose stated this Resolution approve 200 regular warrants for a total
payment against the County in the amount of $656,236.94. This also approves 201
Payroll warrants dated June 5, 2013 is approved for a total payment against the County
in the amount of $3,222,314.01.
4. Resolution No. 13-383 Approving Amendment “D” to the Housing and
Essential Needs Grant between WA State Department of Commerce and Lewis
County Public Health and Social Services.
Michaelle Sorlie, Social Services, stated this contract provides funds for Lewis County local
agencies that provide services to homeless and at-risk persons, who are determined eligible by
DSHS. Services include rental assistance, utility assistance, and essential needs for Medical
Care Service recipients in Lewis County. These funds will be used according to Department of
Commerce Housing and Essential Needs Grant guidelines. This is amendment D and will add
$190,977.00. The contract will be for a 12 month period.
5. Resolution No. 13-384 Approving a grant agreement between Lewis County
and the Department of Housing and Urban Development.
Michaelle Sorlie, Social Services, stated the Lewis County Shelter Program has provided
transitional housing to homeless families since May 1, 2002. HUD contracts with Lewis County
to sub-contract with Lewis County Shelter Program to provide a transitional housing program for
homeless. Homeless is defined by HUD as: staying in a shelter, in a vehicle, or on the streets.
Families are defined as a parent/parents with a minor child or children. This contract extends
the current McKinney program for the fiscal year May 1, 2013 to April 30, 2014. Nine families
will be placed in scattered site leased single-family houses and apartments. Grant funds will be
used to lease properties, operate the housing, and pay the salary of one full-time equivalent
position providing outreach and case management services. The grand total of this grant is in
the amount of $108,922.00.

There being no further business, the Commissioners’ public meeting adjourned at 10:17
am on June 10, 2013. The next public meeting will be held Monday, June 17, 2013, at
10:00 a.m.
