2013-06-17 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES June 17, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, June 17, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, June 10, 2013. Commissioner Fund seconded the motion. Motion Carried 3-0 NOTICE Commissioner Fund made a motion to approve the Notice Agenda item one. Commissioner Grose seconded the motion. Karri Muir read the item into the record. 1. Notice: Pertaining to competitive bidding and dispensing with advertisement and notice of the Lewis County Vendor list and solicitation. Resolution No. 13- 385 Motion Carried 3-0 CONSENT Commissioner Grose made a motion to approve the Consent Agenda items two through six. Commissioner Fund seconded the motion. 2. Resolution No. 13-386 Approval of warrants for payment. Commissioner Grose stated this Resolution approves 265 regular warrants for a total payment against the County in the amount of $845,210.82. 3. Resolution No. 13-387 Approving additional funding from Fund 198 Stadium Funds to the Lewis County Historical Museum for tourism related activities. Dawna Truman, stated pursuant to RCW 67.28.1815 lodging tax dollars may be used for all or any part of the cost of tourism promotion, acquisition of tourism-related facilities, or operation of tourism-related facilities. The Lewis County Historical Museum is requesting an additional amount of $7,500.00 for 2013. The purpose of this Resolution is to approve an additional amount up to $7,500.00 from the Stadium Fund to the Lewis County Historical Museum for tourism related activities. Agencies are eligible to apply to Lewis County for a portion of the “Stadium funds” if said project or activity promotes tourism in Lewis County. Penny Mauel, Outreach Director of the Lewis County Historical Museum, stated on behalf of the Lewis County we would like to thank the BOCC for taking into consideration the fact that we are short of funds. We have some fundraisers planned. 2 Andy Skinner, Interim Director of the Lewis County Historical Museum, stated we really do appreciate the BOCC help and with everything that is going on. We have had some difficulties in the past but we are really trying to move past that. Penny Mauel informed the BOCC of some upcoming events that the Museum is putting on. Ron Averill, Centralia, stated when the Commissioners originally decided to reduce the amount going to the museum it was because the City of Centralia was providing no funding to the Museum. He stated he feels that the City of Centralia benefits from the Museum and should make some donation. If the City is still not making contribution to the Museum then he feels it is wrong. Commissioner Fund stated for a couple of years the Museum did not submit a lodging tax proposal to the City of Centralia. Last year the City only had $36,000 in lodging tax funding so the proposals needed to put heads in beds so the bond payment supporting the sports center fields could be paid. The Museum is aware now that is needed in their proposal. Commissioner Grose stated the City of Centralia has made a small contribution which Commissioner Fund said was out of the city’s general fund. 4. Resolution No. 13-388 Approving a contract between Lewis County and Valley View Health to provide funding to expand mental health services. Danette York, Director of Health & Social Services, stated this contract is to fund a matching grant for Valley View Health Center to expand outpatient mental health services implementing the IMPACT Model (Improving Mood-Providing Access to Collaborative Treatment) model of depression treatment, to improve the health, stability, and welfare of low income residents. This Resolution will award $173,000 per year for two years to Valley View Health Center. The funding comes from the 1/10th of 1 percent Chemical Dependency, Mental Health, and Therapeutic Courts tax. The contract starts on 6/17/2013 through 6/16/2015. There is a possibility of a third year of funding that will be based on an evaluation of the program. 5. Resolution No. 13-389 Approving an inter-local agreement with Cowlitz County regarding work performed by county crews. Tim Elsea, Director of Public Works, stated this Resolution will allow Cowlitz County and Lewis County to enter into an Inter-local Agreement. This Agreement will govern reimbursable work performed by Public Works forces for which Cowlitz County does not have the capability or means to do themselves. The term of the Agreement will expire on December 31, 2013. It appears to be in the best public interest to authorize the execution of said Inter-local Agreement in order to streamline the administrative process and allow use of reimbursable works orders for routine work done by county crews for Cowlitz County. 3 6. Resolution No. 13-390 Approving an agreement with Boistfort Valley Water and executing a contract to fund a Watershed Control Plan with the State Department of Health. Tim Elsea, Director of Public Works, stated the Boistfort Valley Water Corporation asked Lewis County to act as the certified agency so that we can pass through State funding to them so they can do a watershed study. The study is being paid for by the Department of Health for $35,000.00 and all of Lewis Counties administrative fees will be reimbursed up to $7,000.00. Motion Carried 3-0 HEARING Hearing-Vacation No. 13-004- Portion of the Boistfort-Winlock Road Chairman Schulte announced the hearing and asked for a staff report. Larry Unzelman, Public Works, stated on the 29th day of April, 2013, the Board of County Commissioners passed Resolution #13-244 declaring their intention to proceed to determine whether or not that certain portion of road in Lewis County named and designated as Boistfort-Winlock Road should be vacated and abandoned, and ordered and directed the County Engineer to make an examination of said road. On the 8th day of May, 2013 the County Road Engineer filed his report in writing with the Board setting forth all things required by law to be set forth in said report. Resolution #13-364 passed on the 20th day of May, 2013, fixed the 17th day of June, 2013, as the date for the hearing on the report of said Engineer, and called for notice thereof to be published and posted as required by law. Chairman Schulte asked if there were any other questions. There were none. He closed the question and answer portion of the hearing and opened the formal hearing. Larry Unzelman asked that his previous comments be adopted into the record. Chairman Schulte asked if there was anyone who wished to speak. There were none. He closed the formal hearing and asked for a motion. Commissioner Fund made a motion to approve the Order of Vacation 13-004. Commissioner Grose seconded the motion. Order of Vacation 13-004: In the Matter of the Proposed Vacation of a Portion of the Boistfort-Winlock Road No. 118. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:17 a.m. on June 17, 2013.
