BOARD MEETING MINUTES
July 8, 2013
The Board of County Commissioners for Lewis County, Washington met in regular
session on Monday, July 8, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee
Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a
quorum, called the meeting to order and proceeded with the flag salute. Commissioner
Fund moved to approve the minutes from the 10:00 a.m. meeting held on Monday, July
1, 2013. Commissioner Grose seconded the motion.

PUBLIC COMMENT
Andy Skinner, Lewis County Historical Museum, thanks the BOCC for all their
support. He presented a plaque that will hang on the museum donor wall.
CONSENT
Commissioner Grose made a motion to approve the Consent Agenda items one
through nine. Commissioner Fund seconded the motion.
1. Resolution No. 13-402 Approval of warrants for payment.
Commissioner Grose stated this Resolution approves 8 special purpose warrants in
the amount of $15,120.86 and 284 regular warrants in the amount of $633,368.37 for a
total payment against the County in the amount of $648,489.23. This resolution also
approves 454 automatic deposits and 221 payroll warrants dated July 5, 2013 for a total
payment against the County in the amount of $3,222,807.66.
2. Resolution No. 13-403 Approval of Cooperative Agreement Between Lewis
County and Cowlitz Indian Tribal Housing.
Glenn Carter, Prosecutors Office, stated the Tribal Housing Authority purchased the
property that was the mission property in south county. They have developed the
property into low income housing and as a condition to receive a HUD grant they are
required to enter into a cooperative agreement with the local taxing authority
recognizing that the property is tax exempt and further providing that they will be
granted governmental services on the same basic as all other properties.
Commissioner Grose stated they want to be completely tax exempt but want all the
services that we provide everyone else.

Glenn Carter stated under the conditions of a HUD grant there is a provision that says
when you receive a HUD grant for low income housing that you seek to ensure the
property is exempt from local property taxes.
Commissioner Grose asked to table this item until we find out more about it.
Commissioner Schulte stated he has questions as well and would agree to table the
item.
3. Resolution No. 13-404 Authorizing Initial Placements of Drug Court
Community Outreach Worker on Lewis County Salary Grid for Non-Union
Extra Help.
Commissioner Grose stated this is a resolution to fill a position in Drug Court. This is
a casual position that is being used to fill a position that has been vacated.
4. Resolution No. 13-405 Acceptance of an Amended Service Contract Between
the Lewis County Sheriff/Lewis County and the Washington State Department
of Correction.
Kevin Hanson, Jail Administrator, stated the contract between the Lewis County
Sheriff and the Washington State Department of Corrections to house DOC prisoners
expired 12/31/2012. This contract amendment reinstates the existing contract with
changes to sections; 2.1 (term), 3.1 (target population), and 3.11 (Billing). The term of
this contract amendment is extended to 12/31/2015. The target population has been
changed to include; parenting sentencing alternative violators. The billing has been
amended to include a 3% increase in the daily bed rate to $67.57.
5. Resolution No. 13-406 Acceptance of the Washington State Patrol Statewide
Marijuana Eradication Program.
Steve Walton, Sheriff’s Office, stated the purpose of this Agreement is to provide
funding to local law enforcement agencies to support the locating and eradication of
illicit cannabis plants, and the investigation and prosecution of cases involving
controlled substances before state and federal courts in the State of Washington. The
Washington State Patrol administers the Statewide Marijuana Eradication Program with
funds from the U. S. Drug Enforcement Agency. Trafficking in controlled substances
continues to exist and such illegal activity has a substantial and detrimental effect on the
health and welfare of the State of Washington in general, and Lewis County in
particular. With this Agreement, the Lewis County Sheriff’s Office receives $1,000 for
the contract period ending December 31, 2013.
6. Resolution No. 13-407 Approve Medical Rates paid by Lewis County for Non-
Union employees effective July 1, 2013.

Daleyn Coleman, Human Resources, stated the contribution levels for health benefits
do not apply to union represented employees. The contribution levels for those
employees will be established by negotiated agreement. Health and Welfare employer
financial contributions will be changed from $865.88 per employee per month to a
maximum $900.00 per employee per month, effective 07/01/2013 for non-represented
employees.
7. Resolution No. 13-408 Salary Grid Adjustment for Non-Union Employees for
2013.
Dawna Truman, Budget Director, stated the Board of County Commissioners adopted
the 2013 salary grid through Res. 12-373 on December 3rd, 2012. The Board now
wishes to adjust the 2013 salary grid for non-represented employees effective July 1,
2013 by 1.5% over the originally adopted grid. The Board of County Commissioners
adopts the 2013 salary grid for non-represented employees with a 1.5% cost of living
increase.
8. Resolution No. 13-409 Approve Contract Between Lewis County and the
Washington State Department of Commerce.
Danette York, Director of Health and Social Services, stated Lewis County has been
requested to serve as the recipient of the 2013 CDBG Public Services Grant. The
Washington State Department of Commerce is authorized by the Federal Department of
Housing and Urban Development to provide funds to units of local government selected
to undertake and carry out certain activities and projects under the WA State CDBG
Program. Lewis County is contracting with Community Action Council to accomplish the
Scope of Work and objectives of the local CDBG project.
9. Resolution No. 13-410 Approve Program Agreement Between Lewis County
and Department of Social and Health Services, Developmental Disabilities
Administration to provide services to individuals with developmental
disabilities.
Danette York, Director of Health and Social Services, stated this approve Program
Agreement between Lewis County and Department of Social and Health Services,
Developmental Disabilities Administration to provide services to individuals with
developmental disabilities. The purpose of this contract is to fund employment and
related services for people in our county with developmental disabilities. The
Developmental Disabilities Administration has traditionally contracted with counties to
provide these services in our local communities. This contract provides funding for the
following items:

_ Community Information
_ Consumer Support

There being no further business, the Commissioners’ public meeting adjourned at 10:22
a.m. on July 1, 2013. The next public meeting will be held Monday, July 8, 2013, at
10:00 a.m.
