2013-07-15 Board Meeting Minutes 1 BOARD OF COUNTY COMMISSIONERS LEWIS COUNTY, WASHINGTON BOARD MEETING MINUTES July 15, 2013 The Board of County Commissioners for Lewis County, Washington met in regular session on Monday, July 15, 2013 at 10:00 a.m. Commissioners Schulte, F. Lee Grose, and Edna J. Fund were in attendance. Chairman Schulte determined a quorum, called the meeting to order and proceeded with the flag salute. Commissioner Grose moved to approve the minutes from the 10:00 a.m. meeting held on Monday, July 8, 2013. Commissioner Fund seconded the motion. Motion Carried 3-0 PROCLAMATION Commissioner Fund made a motion to approve Proclamation item one. Commissioner Grose seconded. Commissioner Fund read the Proclamation into the record. 1. Proclamation: Proclaiming the week of July 28-August 3, 2013 as “Babe Ruth Week in Lewis County”. Jim Thomas, Babe Ruth Commissioner, recognized four young men who came with his this morning. Christian Peters, Centralia, Jacob Cleary, Chehalis, Jake Wilson, Adna, and Chance Carper, Adna. They then presented a pass to the Commissioners for the Babe Ruth Tournament opening ceremonies. Commissioner Fund thanked Jim Thomas who has been working on this tournament for a number of years and it is really good to see it come to Lewis County. Thank you for your work on this. Motion Carried 3-0 NOTICE Commissioner Grose made a motion to approve Notice Agenda item one. Commissioner Fund seconded the motion. 2. Notice: Approving the temporary closure of Airport Road to all through traffic from July 22, to December 31, 2015. Resolution No. 13-411 Tim Elsea, Director of Public Works, stated this will be the final closure of Airport Road. The closure will be from July 22, 2013 to December 31, 2015, starting at 7:00 A.M. on the first day of closure and ending 5:00 P.M. on the last day of the closure. It would have been better if we could have closed this from the initial closure to August 31, 2015 but with construction schedules and not knowing when WSDOT was going to be able to start there construction it was necessary to do it this way. Motion Carried 3-0 2 CONSENT Commissioner Fund made a motion to approve the Consent Agenda items three through six. Commissioner Grose seconded the motion. 3. Resolution No. 13-412 Approval of warrants for payment. Commissioner Grose stated this Resolved approves 244 regular warrants in the amount of $1,070,388.72 and 2 special purpose warrants in the amount of $189.25 be approved for a total payment against the County in the amount of $1,070,577.97 4. Resolution No. 13-413 Cancellation of warrants. Commissioner Grose stated there is one warrant that needs canceled by the Auditor’s office for Michael Underwood in the amount of $600.00. 5. Resolution No. 13-414 Appointing members to Southwest Washington Fair Commission. Michael Strozyk, Director of Central Services, stated the SWW Fair Commissioner is made up of seven members who serve a four year term each. In May three member’s terms expired so we have three openings on the fair Commissioner. This resolution reappoints Gary Vetter and John Lucas and appoints Julie Balmellie Powe. These terms will expire in May of 2017. 6. Resolution No. 13-415 Approving an interagency agreement with the Washington State Traffic Safety Commission for the DUI Traffic Safety Program. Danette York, Director of Health and Social Services, stated Lewis County was awarded a grant with the Washington Traffic Safety Commission (WTSC) to continue to provide a coordinator for the DUI/Traffic Safety Program and Task Force in Lewis County. The contract amount is $41,107.71 and runs from today’s day through June 30, 2014. This position is funded through Social Services with the individual working in the Sheriff’s Office through an agreement with Social Services. Motion Carried 3-0 There being no further business, the Commissioners’ public meeting adjourned at 10:13 a.m. on July 15, 2013.
